Saying “no” to recruiting volunteers for certain tasks

Volunteer recruitment has always been easy for me. Often, when I post an assignment to a third-party platform like VolunteerMatch on behalf of whatever nonprofit I’m working for, I end up having to take it down two days later, because I get plenty of candidates to choose from.

I try to craft volunteer roles in a way that will benefit the volunteer (enhance or show-off skills, give them an opportunity to be involved directly in a cause, maybe even have fun). I also am explicit about why the task is important to the organization and those we serve. And I’m detailed in the role description of exactly what the expectations are in terms of time commitment and deadlines.

I also almost always get to make a commitment to involving volunteers in my work at a nonprofit – if I’m working for a nonprofit that already involves volunteers. I don’t involve volunteers in my work because “I have all this work to do and I can’t afford an assistant.” I do it because I think volunteers might be the best people for a task – like when I need more neutral eyes, when I need people who might be more critical in surveying participants or in reviewing the data they are compiling than a paid person. I do it because I think non-staff should get to see how a nonprofit works in a transparent, first-hand way – and I think those people turn into amazing advocates back out in the communities around the organization.

Sometimes, other staff see these volunteers involved in my work and are inspired to involve more volunteers in their work too. But they often just see “free labor” and want to treat VolunteerMatch like Task Rabbit: we’ve got work to do, let’s find someone to do it – for free!

I once had a staff person ask if I would recruit a new volunteer for her to serve food and then clean up after a breakfast meeting. I said no. At this particular organization, I believed strongly that every volunteering opportunity should include an emphasis on the volunteer learning what the nonprofit did, who it served and why the nonprofit was needed. Serving food and washing dishes didn’t do that. I also felt like involving volunteers in this way would contribute to the idea that so many staff members have at that organization: volunteers are free and do stuff we don’t want to do. I also didn’t like the idea of board members thinking of the “other” volunteers as merely waitresses and dishwashers.

It’s not a black or white issue: if someone contacted me and said, “I urgently need volunteering hours for court-ordered community service,” I might offer them that waitressing and dishwashing volunteer gig, knowing how hard it is for them to get the hours they need, but I would also offer all the other volunteering opportunities we have available as well and, if the volunteer was qualified, consider them for other, more significant roles too.

If this was a big fundraising event for the nonprofit, I might feel differently about having volunteers staffing the coat check, making sure there is plenty of coffee and helping clean up – but I would recruit the event-support volunteers from the ranks of our current volunteers, and those volunteers would be identified to all attendees: “We want to let you know that the staff you see here helping you all have a great experience here tonight are some of our volunteers. These are the volunteers who work with our clients, work on our web site, edit videos for us, research grants for us, etc. They are students, web designers, lawyers, job seekers, etc. They are here tonight, as volunteers, to further show their support for our organization and we encourage you to talk to them about what they do as volunteers for our organization.”

Measuring the Impact of Volunteers: book announcement

Want to make me cranky? Suggest that the best way to measure volunteer engagement is to count how many volunteers have been involved in a set period, how many hours they’ve given, and a monetary value for those hours. Such thinking manifests itself in statements like this, taken from a nonprofit in Oregon:

Volunteers play a huge role in everything we do. In 2010, 870 volunteers contributed 10,824 hours of service, the equivalent of 5.5 additional full-time employees!

Yes, that’s right: this nonprofit is proud to say that volunteer engagement allowed this organization to keep 5.5 people from being employed!

Another cringe-worthy statement about the value of volunteers – yes, someone really said this, although I’ve edited a few words to hide their identity:

[[Organization-name-redacted]] volunteers in [[name-of-city redacted]] put in $700,000 worth of free man hours last year… It means each of its 7,000 volunteers here contributed about $100 – the amount their time would have been worth had they been paid.

I have a web page talking about the dire consequences of this kind of thinking, as well as a range of blogs, listed at the end of this one. That same web page talks about much better ways to talk about the value of volunteers – but it really takes more than a web page to explain how an organization can measure the true value of volunteers.

9780940576728_FRONTcover copyThat’s why I was very happy to get an alert from Energize, Inc. about a new book, Measuring the Impact of Volunteers: A Balanced and Strategic Approach, by ChristineBurych, Alison Caird, Joanne Fine Schwebel, Michael Fliess and Heather Hardie. This book is an in-depth planning tool, evaluation tool and reporting tool. How refreshing to see volunteer value talked about in-depth – not just as an add-on to yet another book on volunteer management. But the book’s importance goes even further: the book will not only be helpful to the person responsible for volunteer engagement at an organization; the book will also push senior management to look at volunteer engagement as much, much more than “free labor” (which it isn’t, of course). Marketing managers need to read this book. The Executive Director needs to read this book. Program managers need to read this book. The book is yet another justification for thinking of the person responsible for the volunteer engagement program at any agency as a volunteerism specialist – a person that needs ongoing training and support (including MONEY) to do her (or his) job. This book shows why the position – whether it’s called volunteer manager, community engagement director, coordinator of volunteers, whatever – is essential, not just nice, and why that person needs to be at the senior management table.

I really hope this book will also push the Independent Sector, the United Nations, other organizations and other consultants to, at last, abandon their push of a dollar value as the best measurement of volunteer engagement.

Skills & experience, unpaid, are still skills & experience

“A few of our volunteers have been listing their experience with us on their résumés, as though this was paid work, so we’ve asked them to stop doing that.”

She said this to me with a look of I’m sure you understand. I didn’t.

“You mean they listed their role at your organization, the name of your organization, the list of their responsibilities and their accomplishments at your organization?” I asked.

“Yes!” she said, “As though it was a job!”

And I said, “Why is that a problem?”

She said, “Because they were just volunteers! You don’t list that on your résumé!”

Sigh.

As I said in a previous blog, a marketing director is defined by the scope of his or her responsibilities – not a pay rate. Paid or not, you call such a person a marketing director. An executive director is defined by the scope of his or her responsibilities – not a pay rate. Paid or not, you call such a person an executive director.

If a person has a role at your organization, with a title and responsibilities, and that person has met goals / accomplished things as a result of his or her work at your organization, paid or unpaid, that person has EVERY right to put that experience on his or her résumé! The person should also say if the role was part-time (5 hours a week? 10? 20?) and to whom he or she reports/reported (the marketing director? the executive director? the manager of volunteers?). You should do all that for PAID jobs as well.

Should the person say if the role is paid or unpaid on his or her résumé? I keep trying to imagine a scenario where a person should, absolutely, say he or she was/is a volunteer in that role on his or her résumé, and I cannot think of one. Certainly if you are asked how much you were paid for each job, and you are filling out that information for each job, you should be just as transparent, and write $0.

And maybe you want to brag about having been a volunteer, specifically. I was just an employee of the United Nations Volunteers, I never had the honor of serving as a UN Volunteer – I was merely an employee who supported UNVs in the field (I really did say this when I worked at UNV, and it was hilarious to see the reactions from paid staff who worked so hard to tell people, “Oh, no, I’m an employee, I’m not a volunteer!”). If I did have the honor of serving as a UNV, I would make absolutely SURE it was clear on my CV that, indeed, I’d made the cut and been an actual UNV. Of course, that’s my way of thinking – by contrast, a lot of UNVs list their field work title on their CVs (Youth Program Director, HIV/AIDS Community Educator, etc.) and that their employer was UNDP, rather than UNV, to distance themselves as much as possible from the term volunteer – sad, but true.

When I am an employer, I look at experience, skills, training and accomplishments, period. I don’t care if the candidate did anything as a paid employee, a paid contractor or an unpaid volunteer – I want to see what they’ve done and what they can do. Whether they were paid to do it or not is irrelavent to me.

why you can’t find/keep volunteer firefighters

I’m one of the few – and maybe the only – consultants regarding volunteer engagement that regularly delves into the subject of volunteer firefighters. I’m not sure why most DOVIAs and other associations of managers of volunteers avoid the subject. Surely the fundamentals we volunteer management experts believe are essential to success in involving volunteers also apply to involving volunteer firefighters? Yet, go to a conference on volunteer engagement and you will find few, if any, workshops related to engaging and supporting volunteer firefighters. Go to a web site with resources about volunteer engagement, and you may not find any information about the particular environment of volunteer firefighting. Likewise, walk into a fire station which is staffed fully or partly by volunteer firefighters, and you probably won’t see any books related to volunteer management, in general, and few managers of volunteer firefighters attend DOVIA-related meetings or conferences.

This gap really bothers me.

I’ve been interested in the reasons fire stations involve volunteer firefighters, and the challenges faced in recruiting and retaining such volunteers, since 2001, when I started dating a volunteer firefighter in Germany. He’s now my husband (and now a volunteer firefighter in the USA). It’s been fascinating to compare Germany – with the highest number of volunteer firefighters, per capita, in the world – with the USA. Both are facing similar challenges regarding volunteer firefighters – and both have far more people complaining about “the way things used to be,” rather than addressing the realities of the day and leveraging our times many strengths to recruit, involve and support volunteer firefighters. Earlier this year, I compiled research and case studies regarding recruitment and retainment of volunteer firefighters & justifications for involving volunteer firefighters that do NOT relate to “money saved”. It was my tiny effort to get stations that are staffed wholly or partly by volunteers to quit complaining and start changing so they can flourish in the world we live in now.

I also try to track issues related specifically to volunteer firefighters that are talked about in the news. Recently, a colleague passed on two articles to me:

Without volunteers, rural fire districts wouldn’t exist, laments the lack of volunteers in several rural areas of Oregon, and blames the problem on the attitude of young people, with comments like:

  • Young people don’t believe in an expectation that they will volunteer for their community
  • “Most of the younger folks say, ‘We don’t have time,” or ‘We’re too busy with class,'”
  • “It’s hard to get the volunteers to show up (to calls)…It seems like on training night they have something else better to do. If it’s in the middle of the night, the younger guys would rather sleep, so it’s just two or three of us that show up on a regular basis.”
  • “They want to be firemen and (then) they see something they don’t like. Like a wreck.”

The article never interviews any current or former volunteers, to find out why they have volunteered, challenges to their volunteering, why they left, etc. It never interviews young people to find out their attitudes about volunteerism and community service – it just takes the word of a couple of guys that do not represent that demographic. And those comments wouldn’t make me want to volunteer there if I were in my 20s or 30s, as they obviously don’t like people from that generation – they say so! 

And in the same publication is this: Coos Bay trying to buck trend of declining volunteer firefighters. It attributes lack of volunteers to:

  • the community’s aging population
  • economic problems
  • stricter standards for volunteers regarding their training
  • lack of monetary compensation
  • busier lives
  • lack of social interactions – it’s just work to do, no fun aspects, like there used to be when you could drink alcohol in the stations

Again, no current or former volunteers are interviewed.

These articles also leave out some other factors that are, no doubt, affecting the numbers of volunteer firefighters:

  • Firefighters don’t fight fires all that much. They don’t even do rescues all that much. The vast majority of their calls are medical calls. They do far more ambulatory/paramedic work than they do true firefighting work. Ask your volunteer firefighters, current and former, which calls they find most appealing – most will tell you fire fighting. Perhaps it’s time for the USA to look into the German model, where a separate, dedicated agency handles emergency medical calls? That greatly reduces training costs for firefighters – as well as equipment costs – and means firefighters get to be, mostly, firefighters.
  • The national union for career firefighters has stated it is against volunteer firefighters and would like to see all volunteers eliminated and replaced with paid people. A career firefighter in a big city is not allowed to be a volunteer firefighter in the small rural area where he or she lives, because of union rules as well. Volunteers feel this animosity from some career firefighters, and it creates a very unwelcoming environment in many stations. Unless this animosity is addressed, and statements about volunteers being valued because they save money stop, the number of volunteer firefighters is going to continue to drop.
  • Firefighters haven’t changed how they recruit. AT ALL. A sign out in front of a station that says “Volunteers needed” just isn’t going to cut it anymore. If there are young people in your community, there are potential volunteer firefighters, and you have to go where THEY are. You also have to have an ONLINE volunteering application. You have to be posting videos on Facebook and YouTube and Twitter of your firefighters in action, and reminding people via social media what volunteers do, how to do be one, and WHY to be one. And you have to reach out to people that speak languages in addition to English to make sure they know about volunteering opportunities and how to qualify.
  • Many stations do a substandard job of responding to inquiries aboutvolunteering, and applications from potential volunteers. Are you sure that EVERY person that calls or emails the city, the county, or your station about volunteering as a firefighter is getting a prompt, courteous, encouraging response? And are you sure every application is being responded to rapidly? As for the lack of a social aspect among firefighters today, that is HUGELY important for volunteer firefighters, particularly those that are not volunteering as a part of career exploration/advancement. Those volunteers hear all about all the work that needs to be done – but without some kind of social aspect, they aren’t going to last long. Also, social gatherings help to build cohesion among firefighters that can have benefits later during crisis situations. Could your station have a regular, unofficial meetup at a favorite pub once a month for all off-duty firefighters to play some darts, shoot some pool and just hang out socially? Would leaders at your station organize firefighter-only gatherings in their homes, such as potlucks or lawn games, even just twice a year? Would someone organize a rafting trip or a day trip to do bungee jumping for any firefighters interested in such? Creating a social aspect for your firefighters is tricky: activities have to be entirely unofficial, entirely voluntary, and regularly done in order to cultivate the kind of brother and sisterhood you want among all of your firefighters, volunteer and career. But without making a consistent effort, your volunteers will most certainly drift away, tired of being asked only to provide labor, and receiving no real value in return.

There ARE potential volunteer firefighters out there, even in your small town. You might be hearing a lot about how people are preferring microvolunteering, where they volunteer for only a few minutes or hours once, and have no requirement to ever volunteer again, but the reality is that there are also a LOT of people who are hungry to connect, hungry for a deeper, more substantial activity that connects them with the community and causes they believe in. Volunteer firefighting can have a great deal of appeal to today’s young people. But if you don’t have a welcoming environment, if you aren’t trying to reach them where they are, if you aren’t using social media, and if you are just talking about all the work that has to be done and the obligations to be fulfilled, those young people are going to go elsewhere. And that’s a shame, because they have a lot of energy, talent, ideas and strengths from which your fire station could benefit. Are you ready to evolve to involve them?

Of course, the only way to know for sure about the challenges for volunteers in any one fire department or association is to survey both current and departed volunteer firefighters – and perhaps those that applied to volunteer but never completed the process. And this kind of survey should be done at least every other year. Make a list of questions you want to ask these current and former volunteers, and then have journalism students from the local high school or management students from the local college or university ask the questions of the current and former volunteers – volunteers are much more likely to speak freely if it isn’t to the fire chief. Have the students compile all of the answers, and share it freely, openly, and welcome comments from everyone on what is offered. That’s your starting point.

When to NOT pay interns

A marketing director is defined by the scope of his or her responsibilities – not a pay rate. Paid or not, you call such a person a marketing director.

An executive director is defined by the scope of his or her responsibilities – not a pay rate. Paid or not, you call such a person an executive director.

A firefighter is defined by the scope of his or her responsibilities and training – not a pay rate. Volunteers can be – and often are – firefighters, despite what the union of professional firefighters wants you to believe.

Often, the term volunteer really is just a pay rate, not a job title. If someone has responsibilities on behalf of an organization, but isn’t paid, he or she is a volunteer. Yet a lot of people have a problem with that label as a classification, like these interns who are upset about not being paid. Call them volunteers, and they have a minor freak out. But that’s what they are – they are volunteers, because they aren’t paid.

The debate should be this: SHOULD interns be volunteers?

What these unpaid interns that are so upset about being labeled volunteers don’t seem to get is that I’m actually on their side: I think they should be paid. They should be employees or short-term consultants, no question. Why? Because

  • the organizations they work for do not have a mission statement for their involvement of unpaid staff (volunteers),
  • the organizations do not have, in writing, why they reserves certain positions and tasks and responsibilities specifically for volunteers rather than employees or paid consultants,
  • the organizations say they don’t pay volunteers because they “can’t afford to” – and as you know, those are fighting words when it comes to saying why you involve volunteers.

May internships be unpaid? Sure! But there must be a stated reason that is not “because we don’t have money to pay them.” That’s just pure exploitation, period.

I worked at a certain very large international NGO that shall remain nameless that was involving unpaid interns in large numbers – and I felt it was incredibly exploitative: nothing was in writing, and people held unpaid internships for months and months for no dicernable reason other than that they were free labor and so desperate for the experience that they made no demands. I didn’t have the power to change the intern policy throughout the organization, but I did for my own department. And here’s the parameters I established that all staff in our department had to adhere to regarding involving unpaid interns:

  • An internship had to have a primary focus on giving the intern a learning experience, not  getting tasks done. Therefore:
    • There had to be a written job description that reflected this primary purpose of the internship.
    • The intern was invited to all agency-wide staff meetings, all staff meetings for just our department, and encouraged to ask to attend staff meetings for other departments, to learn about work across the agency. Staff were encouraged to take interns with them to meetings or events whenever possible, as appropriate.
    • The intern also had one project that was uniquely his or hers, that he or she was responsible for and could put on his or her résumé (for instance, conducting a survey, or evaluating some process and making recommendations for improvement).
    • The intern received job coaching and job search help by other staff members.
  • A person chosen for the internship had to be able to say why they wanted to enter into a profession related to our agency’s work, and say what they had done up to that point, in terms of education, volunteer work and paid work, to pursue that career choice.
  • A person could hold an internship only for up to six months. They absolutely could not hold it beyond six months, no exceptions. An intern could NOT return to our department as an intern again, ever. That reduced the chance of a person being exploited as free labor; it forced rotation in what was supposed to be a role reserved for people learning about our work, not the opportunity for someone to have an unpaid assistant indefinitely.
  • Ideally, the intern that was leaving would overlap with the intern that was coming in by one week, so that the departing intern could get experience training someone, documenting his or her responsibilities, etc.
  • When the intern left, he or she was interviewed about his or her experience as an intern from the point of view of getting the learning and professional development he or she was looking for, and this was used to continually improve internship involvement and to show if interns were getting what our internship promised: a learning experience.

The primary task we reserved for interns was answering the many, many emails that came in regarding an online program by our agency. We found that interns really were the best people for this task: in contrast to giving this task to employees, interns brought freshness and enthusiasm to responses that really shown through. They quickly saw patterns in questions or comments that a burned out staff person might not see, leading to adjustments to web site information and other communications. Also, in my opinion, because the interns were volunteers, they assumed a much stronger customer-advocate point-of-view regarding the people emailing with questions or comments than employees did; the agency could have a real seige-mentality outlook when dealing with anyone outside the organization, while the interns had a mentality of being advocates for those outside the organization.

As I mentioned, I also came up with tasks specifically for an intern to own. It might be an internal staff survey, a customer/client survey, a research project, an evaluation/analysis project, production of a report or online resource, etc. Every intern walked away something that was his or hers, a project that he or her directed or managed or lead, and that employees and other interns contributed to. That gave interns the management experience so many were desperate for.

The problem with having these internships as unpaid: it meant that anyone who couldn’t afford to move to our geographic area and work at least 20 hours a week, unpaid, couldn’t be an intern. That excluded a lot of qualified people. It meant all of our interns were from the USA or Europe. It meant qualified people who couldn’t afford to volunteer (work unpaid) couldn’t be interns. I tried creating online internships specifically for these people, but sadly, we never got qualified candidates to apply for those – though I’ve wondered if there was just too much skepticism about an online internship being a real internship – perhaps it would be easier now.

One last note: yes, I’ve been an intern. I had a summer-long internship at a for-profit newspaper between my sophomore and junior year at university, and I was paid – and it met almost all of the parameters I think an internship should have, paid or not, that I’ve outlined above. I had a year-long internship during senior at my university, at a nonprofit arts center, and I was paid and, again, the role met almost all of the parameters I think an internship should have, paid or not, that I’ve outlined above. My last internship was a summer-long gig after I graduated, at a nonprofit theater, and I was not paid – but, indeed, the role met almost all of the parameters I think an internship should have, paid or not, that I’ve outlined above. None of those internships guaranteed me eventual employment, but they all did end up helping me get the experience and networks I needed for eventual full-time employment. All three organizations, including the for-profit company, looked at their intern involvement as a way of giving back, of cultivating young people into specific professions.

The newspaper paid me because it had to; as a for-profit business, it couldn’t involve unpaid staff. The nonprofit arts organization paid me because they could; they got a grant from the state to do so. The theater didn’t pay me because felt they were offering young people free education and a potential job connection network that aspiring actors, production staff and administration staff couldn’t buy if they had wanted to – not kidding! There was also this you-have-to-survive-this-trial-by-fire-to-work-in-theater attitude that those of us who did survive such wore like a badge of honor. I look back on that experience and, as much as I want to say I was exploited… I do feel like I got experience and connections I could never have gotten otherwise, that the organization really did do me a favor.
