Tourism as a tool for economic & community development

I’m an aid and development worker.

I’m also an avid traveler.

And in engaging in both of those activities, I’ve seen firsthand how tourism is a major driver of economic growth and sustainable development.

Tourism as a tool for economic and community development has been of interest to me for several years, and something I’ve researched on my own, as my time and resources allow. I’m particularly interested in

  • how local people and small businesses learn to attract both domestic and international tourists,
  • how they learn to attract and cater to non-luxury travelers: budget travelers, backpackers, motorcycle tourists, etc., and
  • how they learn to attract and cater to women.

I’ve compiled a web page of both my own resources related to tourism for development and links to some of my favorite resources. Have a look and, if you would like to contribute info, by all means, do!

volunteer managers: you are NOT psychic!

A colleague recently posted that this was one of the things that makes a great volunteer manager: going with your gut feeling.

UGH! Dislike!

In my trainings, I say just the opposite: do NOT assume your gut is telling you the truth.  

NEVER let your gut be your guide to decision-making.

I’ve had volunteer managers tell me that their gut reaciton to applicants to volunteer is their primary guide to keeping “bad” people out of their program. And, so, I remind them of all of the many people who had no negative gut feeling about clergy, coaches or youth group leaders before or while those people abused children. And of all many people who did not have a negative gut feeling about that boyfriend, spouse, family member or friend who, after years of knowing each other, turned out to be a liar, a cheat – even a killer.

Everyone in the Penn State/Second Mile scandal went with their gut instead of following good policy and procedures. Look where it got them!

Linda Graff once told me that one of the most chilling things you will ever do is sit in a courtroom and watch all of the many people ready to testify on behalf of their husbands, wives, sons, daughters, neighbors, co-workers, etc. – oh, no, that person could NOT do the things you have accused him/her of. It’s impossible. I KNOW this person. I don’t care what your evidence says – I know in my soul he/she is a good person. Those people’s guts told them one thing – and despite the facts, they prefer to listen to their gut.

I have almost let my gut feeling turn volunteers applicant away — and those people have turned out to be some of my best volunteers. What I was actually doing was hearing my prejudices: about age, about culture, or about education (or lack their of). And I was honest enough to explore that and admit to it.

I have had people tell me, after working together for a couple of months, “You know, my first impression of you was insert-negative-comment-here. You have turned out not at all to be that way.” And I thank them for NOT going with their gut!

I’ve had endless numbers of volunteer managers tell me that their gut reaction to virtual volunteering is NO WAY IS THAT SOMETHING MY ORGANIZATION SHOULD DO.

In the course of my job, I never let my gut make decisions for me. Ever. Yes, my gut reaction might lead me in a direction, but if my gut is telling me something in the work place, such as don’t accept that person as a volunteer or that new idea just isn’t worth trying, I don’t make a decision based on that – I do more investigating and questioning. When it comes to effectively supporting and engaging volunteers, I need facts. Why am I having that feeling that such-and-such isn’t a good volunteer? Is it that he is being evasive in his answers? Is it that she seems too good to be true? Is it that he looks like an ex-boyfriend? When I start answering those questions honestly for myself, I either come to the concrete, fact-based reason I don’t want the person as a volunteer or I have to accept that my reluctance is more about prejudice than reality.

Volunteer managers: you are not psychic. There are no such things as psychics. Listen to your gut, but do NOT let it make your decisions, and if you haven’t said in the last three months, “Wow, my gut was wrong about that!” then you are NOT being honest with yourself!

Why don’t they tell? Would they at your org?

Over the years, more than one person observed Jerry Sandusky, head of the nonprofit organization The Second Mile and former Penn State defensive coordinator, having sex with boys. Yet none of those people called the police, and none of the people in authority that they told about what they saw called police.

Why?

A leading candidate for the Republican nomination for President of the USA is being accused of sexual harassment by women who worked for a business association he lead, and by a woman who claims when she asked for help getting a job, he pressured her for sex (and, yes, the latter is sexual harassment – a coercive request for sex in exchange for a job, a good grade or other non-sexual “reward”). But people looked the other way, this latest accuser didn’t say anything at the time and for many years, and this man kept moving up in his political party to where he is now.

Why didn’t people in the know say more?

I have the answer to both of those questions: the consequences for the accuser or witness of saying something to people in authority or to the police seemed greater, and worse, than saying nothing. Consciously or unconsciously, people said to themselves, I don’t want to deal with this. This makes me uncomfortable. I may lose my job / never get a job if I say something. I don’t want this to define me, to follow me at this job and all jobs in the future. Maybe he’s better now or maybe someone else will deal with this. I don’t want to be the bad guy. It’s easier for me and this organization not to say anything.

I am not at all excusing the behavior of all the people who didn’t speak out. Penn State’s Athletic director and one of the university’s vice president have not only lost their jobs: they face possible prison time for lying to a grand jury and for not reporting to proper authorities the allegations of sexual misconduct. And that is exactly as it should be. Shame on them! It’s a shame that people in the Catholic Church who knew about sexual assaults by many priests weren’t similarly punished.

But I am challenging nonprofits, non-governmental agencies, universities, government departments and other mission-based programs – and particularly aid agencies with staff members in the field! – to take a hard look at not just their policies, but their culture.

Are you never hearing about inappropriate behavior by employees or volunteers at your organization not because nothing is happening, but because people don’t feel comfortable saying anything?

The consequences of a culture that, intentionally or not, discourages victims and witnesses from coming forward can even be deadly: Kate Puzey, a Peace Corps volunteer in the west African nation of Benin in 2009, was murdered in apparent retaliation for accusing a local Peace Corps staff member of child sexual assault. Her murder, and the poor reaction of the Peace Corps administration to this and to reported sexual assaults on Peace Corps members themselves, lead to a volunteer protection act, passed by Congress this year, establishing sexual assault policies and training to protect victims and whistle-blowers.

What about your organization?

  • Are you going to look at not only your policies, but your practice?
  • Do you do trainings and awareness activities for employees and volunteers regarding sexual harassment and inappropriate behavior every year?
  • What do you do to create a welcoming environment regarding the reporting of inappropriate behavior?
  • What do your individual employees and volunteers say about your organization’s culture, particularly in how comfortable they would feel reporting suspected inappropriate or even criminal behavior by someone, particularly a person in authority?

And in case you are wondering – yes, this is a personally important issue to me.

Peace Corps Volunteer Protection Act of 2011 (for Kate Puzey)

The USA Senate unanimously passed the Kate Puzey Peace Corps Volunteer Protection Act of 2011. The legislation, which is named for a Georgia Peace Corps volunteer who was murdered in 2009 while serving in Africa, would provide better security and protection measures for Peace Corps volunteers. The legislation is named in honor of Kate Puzey, a 24-year-old Peace Corps volunteer from Cumming, Ga., who was murdered in 2009 in the West African village of Badjoude, Benin, soon after she had reported a colleague for allegedly molesting some of the young girls they taught.

The legislation provides whistleblower protection for Peace Corps volunteers, a safeguard that is currently in place for federal employees but not for Peace Corps volunteers. This type of protection would have given Kate more protection when she reported her allegations.

In addition, it requires the Peace Corps to develop sexual assault risk-reduction and response training and protocol in consultation with experts that complies with best practices in the sexual assault field. The training also is to be tailored to the specific countries in which volunteers serve.

Photos & videos by & of volunteers online – privacy issues?

Following up on the post from yesterday regarding why nonprofits, NGOs and other mission-based organizations shouldn’t use stock photos, let’s talk today about privacy issues with photos of volunteers, particularly children.

Back in 2010 on UKVPMs, a discussion group for volunteer managers in the United Kingdom, someone wrote:

I have vague memories of this issue being discussed before, but I’m looking into guidance (mainly for volunteers, but also for paid staff and service users) around people posting photo’s or video clips etc on You Tube and similar sites. If working with children and/or  other vulnerable groups, are there clear legal responsibilities we need to be aware of ? I don’t have a deal of experience in this area, so don’t know how much vetting the sites carry out themselves and how reliable this might be. Is data protection an issue

Video and photo-sharing sites do NOT vet any photos or videos submitted to their sites, just as the phone company isn’t responsible for what you are saying in a phone conversation.

It’s important to remember that, in most countries, you cannot legally control what people take photos of or film at a public event. Think of it as the picnic in the public park rule — you cannot control someone taking photos or film of you if you are having a picnic in a public park, regardless of whether or not kids are present.

That said, you should ask your staff and volunteers (same rule for all) to adhere to certain rules regarding taking photos or filming at any of your organization’s activities, public or not, and to adhere to certain rules regarding what they do with that film and video. You need to determine what those rules should be. You need to let volunteers know this includes whatever they do with their cell phones (so no one can say — “Oh, I thought you just meant cameras“).

Do all of your staff and volunteers already sign photo release forms, saying that photos may be taken of them at organization activities in which they participate and may be used in your own outreach activities (your web site, your blog, brochures, slide show presentations, posters, etc.)? Do parents of all children participating in your programs sign such a form? If not, you definitely should get busy getting such a form put together and signed by everyone now, and everyone who joins later. You can find lots of examples of photo release forms on Google.

I don’t know how much these releases would count in a court, but they do create awareness among participants that photos are sometimes taken. I haven’t lost any volunteers over the signing of such a policy — has anyone else? (I’d be interested to hear how you handled such in the comments section below — or did you lose the volunteer altogether?).

Do you already have a policy regarding how your organization identifies children in photos? (first name only, no names at all, etc.) Make sure all staff and volunteers know this policy. If you don’t have such a policy, again, look on Google — lots of organization’s share their policy. Some I found:

With the photo release and children-in-photos policies taken care of, talk with staff and volunteers and involve them in the development of further policies regarding taking photos and film during organization activities, and how they use these photos and videos. Reinforce your confidentiality policies and children-identification-in-photos policy during these conversations. Be clear about what cannot be filmed or posted under any circumstances (personnel discussions, staff meetings, counseling sessions, etc.). I find that involving people in the conversation about policy development (asking for their feedback in my online discussion group for volunteers, at onsite meetings, informally when we meet, etc.) better guarantees people will embrace it and make sure it is enforced.

If you are going to prohibit all such photo and video-taking, you need to have very clear reasons why (in writing and in conversations), and you need to talk about what the consequences will be to staff and volunteers if the prohibition is violated. You also need to consider the consequences of such a draconian ban — you will be losing out on a significant public outreach tool. Volunteers can create a LOT of interest among their friends, family and associates for your organization when they share photos and videos of their activities as a volunteer. Also, you will probably lose more volunteers over such a draconian ban than you will if you allow photos to be taken.

One of the guidelines I have is to ask staff and volunteers to always announce to their colleagues “I’m taking photos/video now!” before they start doing so, and to respect the wishes of people who say they do not want to be filmed. Ask staff and volunteers to respect the wishes of their fellow volunteers who may contact them and ask that an image that features them on their own Flickr account (or other photo-sharing site) or YouTube account to be removed (note that these accounts are owned by them, not you). Ask staff and volunteers to share links to videos and photos with the organization, as a courtesy. Talk with volunteers about what a photo dispute might look like and how such could be negotiated/mediated (you could give them two or three fictional scenarios for discussion). And, as noted above, ask for their own suggestions for policies.

For whatever you come up with in terms of guidelines, you will have to reinforce the message frequently — you can’t just deliver the message once and expect it to be heard.

Survey for Returned Peace Corps Volunteers Re: Safety

A followup to my blog from back in January, Peace Corps must better address assaults and murders of members, which talked about the USA television network 20/20 piece about women Peace Corps members who were sexually-assaulted while serving abroad, and how these women’s needs both before and after these crimes were not addressed by the Peace Corps. You can view the interviews with some of these former Peace Corps members here. 20/20 also did a profile of a slain Peace Corps volunteer, Kate Puzey, who was murdered after the Peace Corps leaked her name to a suspect she had accused of sexually abusing children. You can view part of the story here.

Among the women interviewed on the program was Casey Frazee, whose story and request for change were first published in the Winter 2009 issue of the National Peace Corps Association’s (NPCA) WorldView magazine.  A follow-up blog post was published in September 2010. She formed an ad hoc group, First Response Action (FRA), that “advocates for a stronger Peace Corps response for Volunteers who are survivors or victims of physical and sexual violence.”  The group envisions “a Peace Corps with policies that reflect best practices in all areas of training, prevention and response.”  FRA is currently conducting a survey of current and Returned Peace Corps Volunteers about their experiences during sexual assault training in the Peace Corps.

If you have experienced sexual assault or safety and security issues during your Peace Corps service, here are some resources from the Agency:

  • As noted on the Peace Corps website, Peace Corps works in some of the least developed countries and in some of the most remote areas in the world, therefore health, safety, and security risks are an unavoidable part of life and of Volunteer service. Peace Corps has gathered the key points about Volunteer safety and security on the following website page:  Safety and Security in Depth for Family and Friends.
  • Although the Peace Corps is not authorized by law to provide medical care or counseling to Returned Peace Corps Volunteers, all Volunteers who leave Peace Corps service after having been the victims of sexual assault are eligible for counseling under the Federal Employees Compensation Action (FECA), the workman’s compensation program for federal employees, under which Peace Corps Volunteers are covered.  Peace Corps offers three counseling sessions following sexual assault to serve as a bridge for Volunteers until they can arrange counseling under FECA, with the cost paid by the Peace Corps, not the Volunteer.  FECA is administered by the Department of Labor. I’m going to continue to monitor how Peace Corps responds to complaints about the safety of its members, particularly women, and continue to post updates here on my blog. To be fair, such information is not available about other volunteer sending organizations, at least than I can find. If you have a heads up about such information, please let me know.

Security Management in Violent Environments

The Humanitarian Practice Network has published a new version of Good Practice Review 8 on Operational Security Management in Violent Environments. The new edition both updates the original material and introduces new topics, such as the security dimensions of ‘remote management’ programming, good practice in interagency security coordination and how to track, share and analyse security information. The new edition also provides a more comprehensive approach to managing critical incidents, in particular kidnapping and hostage-taking, and discusses issues relating to the threat of terrorism. It’s published by the Humanitarian Practice Network at ODI.

One of the unique aspects of this publication is an entire chapter on sexual aggression, which offers blunt advice to both women AND men regarding how to prevent rape and sexual abuse during aid and humanitarian deployments.

The Humanitarian Practice Network at the Overseas Development Institute is an independent forum where field workers, managers and policymakers in the humanitarian sector share information, analysis and experience.

I really hope that the Peace Corps will read this report, per its recent and apparently ongoing mishandling of the sexual assaults on some Peace Corps members. The document’s frankness and specifics are something the Peace Corps could learn from.

No matter what your role in humanitarian actions/aid work, no matter what agency you are working with, download and read this publication, and then compare it to the manual/policies for your own agency. If you see a need for improvement in your agency’s practices and policies, speak up!

Peace Corps must better address assaults and murders of members

With the passing of Sargent Shriver, and the anniversary of the John F. Kennedy presidency, a lot of organizations and media have been celebrating the Peace Corps. And that’s terrific, because I think the Peace Corps is an incredible agency, one that’s done amazing work and that I hope will be around for many, many more years.

But now is a time when the Peace Corps also needs to take a hard look at itself with regard to how it deals with the safety of its members in the field, particularly its female members, and particularly with regard to sexual assault, including rape.

Bad things happen to aid workers, even in the Peace Corps. I saw some disturbing things when I worked abroad, and dealt with some very disturbing things first hand. Aid workers — especially women — are in very vulnerable situations when they are abroad, no matter their ages, no matter how they dress, etc. — and sadly, there are many people who will take advantage of that vulnerability.

I’m a fan of the Peace Corps, though I’ve never served in such. I’ve met up with many Peace Corps members in the course of my work and travels abroad, and they have been consistently wonderful people. I love trading stories with them. I love reading their blogs. I love the projects they undertake. I’m a believer.

But that doesn’t mean that I’m not extremely bothered by mistakes by the Peace Corps with regard to the sexual assault and murder of some of their members, particularly over the last 10 years. And these gross mistakes need to be talked about in the open, in a very public way.

In the last decade, there have been 1000 sexual sexual assaults and rapes of PeaceCorps volunteers, and the vast majority of the victims have been women. This month, the USA television network 20/20 has put together a piece about women Peace Corps members who were sexually-assaulted while serving abroad, and how these women’s needs both before and after these crimes were not addressed by the Peace Corps. There is more at the 20/20 web site, but the specific videos related to the Peace Corps are hard to find there, so expect to look around quite a bit.

My heart breaks for these women who were ready to give up two years of their life working abroad, living in conditions that most Americans could not tolerate, far from their friends, families and homes, all to make a small corner of the world a bit better and to help people understand that, at our best, Americans can be good, caring, supportive people. And my heart breaks because I’m watching an important institution stumble — even fail — in a very public way.

When you have messed up as an institution, it’s not time to circle the wagons and chant “no comment” over and over again. It’s not time to roll out meaningless statistics like “98% of our members say they felt safe while serving” or to say that “the investigations are ongoing.” It’s time to do everything possible to sit down face-to-face with *every* aggrieved person and say, “Please tell me what happened,” followed by, “What did our organization do/not do for you.” You don’t have to admit guilt at that time, but you DO have to listen, to take notes, and to show that you care. And it’s time to say, in a very public way, “We are talking to every person, face-to-face, who has said this happened to them, and we are going to help connect them with the information and resources they need. Because we deeply care about what has happened.” The perception of transparency, honesty and accountability are absolutely vital for any institution to be trusted and supported by the public. And even if litigation is pending, it IS possible to address those perceptions both for those who have been harmed and for the public who are watching events unfold.

AND IT’S NOT THAT HARD.

Institutions are made up of people, and people make mistakes, so not only is no institution going to be perfect, there are sometimes going to be some really awful things done by humans representing those institutions. But this isn’t random misteps at the Peace Corps; the 20/20 story shows that there is a systematic problem:

  • the organization does not know how to consistently address accusations of sexual assault or criminal activity that are observed by its members,
  • its staff members do not know how to consistently address fears of sexual assault addressed by their members,
  • its staff members do not know how to consistently address the needs of Peace Corps members who are the victims of sexual assault, and
  • staff do not know how to appropriately address this kind of negative, truthful media report.

Make it right, Peace Corps. You can correct this. Starting now. There are plenty of things you can do that won’t jeopardize any legal proceedings currently under way or in the works. Think about what the right thing is to do — every staff person knows what that is — and then do it. And I will blog about how wonderful it is that you have turned things around.

Peace Corps Online, an independent news source regarding the PCs, has covered ABC’s investigation of the murder of Benin PCV Kate Puzey. Its own original coverage of the crime, comments on Peace Corps actions, the email Puzey sent her country director about sexual incidents with Puzey’s students and with another PCV, the back story on how RPCVs helped the Puzey family, and Peace Corps’ official statement. There is also this PCOL Editorial: One major shortcoming that the Puzey murder highlights is that Peace Corps does not have a good procedure in place for death notifications.

aid worker arrested in Haiti

An American aid worker is being held in Haiti, accused of kidnapping a 15-month-old boy. Paul Waggoner is the co-founder of Materials Management Relief Corps, a humanitarian organization that seeks to provide logistical support to medical workers in Haiti.

According to news reports, Waggoner was working at the Haitian Community Hospital in Petionville in February when a Haitian man sought treatment for his 15-month-old son. The child died. Dr. Kenneth Adams, a volunteer physician on staff at the Haitian Community Hospital, said he was present when the child’s father returned to see his son and “witnessed as the father looked at the baby for several minutes, waiting for the baby to breathe.” He said the man took pictures with the deceased baby before he left. Jeff Quinlan, who was working as director of security at the hospital when the child arrived said he told the father that the boy had died and instructed him to return within 24 hours to take the body. But he said the father instead returned more than 24 hours later with a “witch doctor” claiming the child was still alive. Hosptial workers said the body was cremated because the father had not claimed the remains within 24 hours.

Waggoner had nothing to do with the child’s care, according to hospital staff. One colleague said this may be an effort to extort money from Materials Management Relief Corps or Waggoner’s family. The conditions in Haiti’s National Penitentiary, where Waggoner is being held, are horrific: as many as 70 inmates are crowded into 20-by-20 foot cells without plumbing, in lockdown conditions. Diseases, like tuberculosis and AIDS, are rife in the prison. Haiti is also currently battling a cholera epidemic.

I’m going to go out on a limb here and say that I believe Mr. Waggoner is innocent, and, therefore, this case illustrates one of the risks faced by aid workers that doesn’t get talked about much: getting entangled in local justice systems. It’s why I do not encourage people to volunteer on their own, sans any host organization: Mr. Waggoner at least has the support of Materials Management Relief Corps. But an independent volunteer who waltzes into a local NGO and just starts helping – if he or she is falsely accused of stealing, of hurting a child, or worse, there is NO organization that will be helping you!

Indeed, there are some aid workers that do bad things:

All horrific cases, and all of these cases put all aid workers under a cloud of suspicion in many countries, making their work extremely difficult. But the reality is that most aid workers not only do not engage in such horrific behavior, aid workers are also frequently the target of sexual abuse, kidnapping and assault themselves: type aid worker sexually assaulted into Google.com and you will end up with a long, horrific list of incidents against aid workers including stories that talk about:

And on and on. I’m a frequent international traveler and sometime aid worker myself, and don’t want to be alarmist. I do believe you can do good while traveling abroad. But take security cautions seriously, and remember that the more solo you are, the harder it will be to get any support if you face a local justice system.

You can contact US government officials to urge them to do more to secure Waggoner’s freedom. Blog about this case yourself to raise the profile of this case on search engines and, potentially, in the media.

July 17, 2017 updateCharities and voluntourism fuelling ‘orphanage crisis’ in Haiti, says NGO. At least 30,000 children live in privately-run orphanages in Haiti, but an estimated 80% of the children living in these facilities are not actually orphaned: they have one or more living parent, and almost all have other relatives, according to the Haitian government.
