Evaluation Re: Peace Corps’ Sexual Assault Risk Reduction & Response Program

Kate Puzey was a 24-year-old Peace Corps volunteer from Cumming, Georgia, who was murdered in 2009 in the West African village of Badjoude, Benin, soon after she had reported a colleague for allegedly molesting some of the young girls they taught. The story prompted the USA television network 20/20 to do an investigative piece about women Peace Corps members who were sexually-assaulted while serving abroad, and how these women’s needs both before and after these crimes were not addressed by the Peace Corps. The media attention and public outcry lead to the Kate Puzey Peace Corps Volunteer Protection Act of 2011, legislation that provides whistleblower protection for Peace Corps volunteers, a safeguard that is was in place for federal employees but not for Peace Corps volunteers at that time, protection that would have given Kate more protection when she reported her allegations. In addition, the legislation requires the Peace Corps to develop sexual assault risk-reduction and response training and protocol in consultation with experts that complies with best practices in the sexual assault field. The training also was to be tailored to the specific countries in which volunteers serve.

Seven years after Kate’s death, and six years after the legislation named for her, the Final Evaluation Report: The Peace Corps’ Sexual Assault Risk Reduction and Response Program (IG-17-01-E) was released by the USA Office of Inspector General on November 28, 2016. I missed it at its release, and just stumbled upon it online a few weeks ago.

The evaluation found that Peace Corps largely complied with the requirements in the Kate Puzey Act and that, compared to an evaluation in 2013, the Peace Corps markedly improved how it supported volunteers who had reported a sexual assault. However, the inspector general also found individual cases where the Peace Corps did not meet its standard to respond effectively and compassionately to victims of sexual assault, including a few instances of victim blaming and improperly sharing confidential details with staff. “Some applicants were either not aware of the crime and risks previous Volunteers had faced in their country of service or they did not understand the information that was provided to them.” From the executive summary:

We found that the Peace Corps had developed its sexual assault training in accordance with the
Kate Puzey Act requirements: it incorporated available best practices, it consulted with experts in
the sexual assault field, and it involved the Office of Victim Advocacy in the training design
process.

However, we found that some Volunteers had not learned important information in the sexual
assault risk reduction and response sessions, including the difference between restricted and
standard reporting, the services available to a victim of a sexual assault, how to report a sexual
assault incident, and the identity and role of Sexual Assault Response Liaisons at post. The
training was insufficiently tailored to the country of service (as required by the Act), was not
responsive to the needs of diverse Volunteers, and did not address the problem of sexual
harassment. In addition, some staff delivered the training inconsistently due to poor training
skills. Furthermore, the Peace Corps’ approach to assessing the Volunteer training was
incomplete and did not provide a useful measure of training effectiveness.

Creating a Speak-up Culture in the Workplace

speak upMission-based agencies – nonprofits, non-governmental organizations, charities, government offices, schools, etc. – are often thought of as being in the business of doing good rather than the business of making money. We like to believe, therefore, that such programs are naturally, inherently good, righteous, even superior. We like to believe that, at such programs, everyone – employees, consultants, volunteers and program participants – is on the same page when it comes to honest practices and integrity.

However, the reality is that such agencies are run by humans, and humans suffer lapses in ethics, common sense and judgment. Humans are fallible and, therefore, mission-based organizations are fallible.

I don’t know of many nonprofits or government programs that make ethics a written, central priority to their operational strategy. According to the Ethics and Compliance Initiative, research shows that such a practice can reduce misconduct “by as much as 66 percent in organizations with effective programs,” as noted in this article “Before the Whistle Blows: Creating a Speak-up Culture at Work,” from August 2016 in Workforce magazine. Yes, the author is talking about for-profit businesses, but I can’t imagine anything in this article isn’t also applicable, and essential, to the mission-based world.

The subtitle of the article is “Creating an environment in which employees feel empowered to speak up when they suspect wrongdoing starts at the top.” I would love to go to an entire workshop on this subject, and see such workshops offered at any and all conferences for managers of volunteers and conferences regarding any kind of nonprofit management.

Creating a “speak-up” culture puts a premium on ethical decision-making across the board with responsibility shared by all. But setting the tone and promoting that culture rests squarely on the shoulders of organizational leaders. Their endorsement and modeling create an atmosphere of openness and trust that reassures employees who are understandably anxious about coming forward, whether out of fear of being let go or fear of being ostracized. Leaders who take employee concerns seriously and follow through send a strong message about integrity.

That should be a wake-up call to all senior staff at mission-based organizations. How many of you have communicated your views to your staff regarding ethical behavior?

The heart of how to create such a speak-up culture is this, at least IMO:

Make sure that managers and supervisors receive thorough training in how to respond to and guide employees who come forward. These sessions may also expand to include full team training with hypothetical scenarios or case studies. Simultaneously, the organization ensures that the ethics and compliance policy is clear on how violations are identified and acted upon. Employees must know what constitutes misconduct within the organization and at what point it should be reported. From there, employees need to know the methods available for speaking up. A high quality ethics program will have multiple methods for reporting concerns.

The profound failures at Penn State to address reports of suspicions of crimes against children and to warn people if their safety might be threatened, all regarding former assistant football coach Jerry Sandusky, convicted of child molestation while working at Penn State, should give every organization pause. There was no “speak up” culture at Penn State, and not just within the athletic program. I remain flabbergasted as I read about the case – and I read extensively about it – that people did not report what they saw, or if they did report, those who received the information did not act appropriately about it. And I wish I could say it was the exception, but I quiz organizations about their reporting procedures regarding suspected misconduct and, more often than not, find they do not have such. Many will say, in their defense of not having any procedure, “Well, we haven’t had any problems!” And I say, “So far.”

Every organization is different in how it should set up methods for reporting suspicion of misconduct or unsafe conditions, for response to such and for follow-up. In addition to getting legal advice on how it should be done, creating procedures can be a terrific exercise for employees and volunteers – they will be buying in to it by designing it. But you have to create a trusting environment where participants feel comfortable asking questions and discussing sensitive topics, such as what they think they should do if they:

  • hear a client telling a joke that is racist or sexist to a staff member
  • have seen an employee, consultant, volunteer or client use an organization’s device and/or Internet access to visit pornography sites
  • know a staff member is taking equipment home without permission
  • learn that an adult volunteer frequently texting with an under-aged teen volunteer
  • suspect an adult volunteer at your organization is dating a minor he or she met through your organization

handstopOnline criticism – criticism of you, or your organization, is unavoidable. Even if your organization or program foolishly decides not to use any social media at all, in a futile effort to avoid criticism, others WILL talk about your organization online, some to criticize it, and perhaps even to spread misinformation. Your organization, no matter how small, needs to know how to address online criticism.

NTEN has a good blog on addressing online criticism and trolls: Navigating Naysayers: Managing Difficult Social Media Interactions, by Charrosé King, Senior Social Media Specialist, American Psychiatric Association. “Social media can feel like an incredibly dark place, but don’t let hate silence you or your organization’s messages that other people need to hear.”

My own resource: How to Handle Online Criticism / Conflict. How a nonprofit organization, government office or community initiative handles online criticism and conflict speaks volumes about that organization or initiative, for weeks, months, and maybe even years to come. It can even cause discord offline, among volunteers and employees. There is no way to avoid criticism, but there are ways to address criticism that can actually help an organization to be perceived as even more trustworthy and worth supporting. An organization MUST be able to honestly and openly deal with online criticism, particularly from supporters and participants. Otherwise, the organization puts itself in a position to lose the trust of supporters and clients, and even generate negative publicity — and, once lost, trust and credibility can be extremely difficult to win back.

And it brings to mind a thread I started on TechSoup called It’s not always Tech For Good. The first story is about how a VSO Volunteer from Britain working in Kenya persuaded two leaders from the Maasai tribe, a seminomadic people living in Western Kenya, to do an “Ask Me Anything” on Reddit. To persuade the village chiefs to do the interview, the volunteer said that people across the world wanted to know more about the Maasai community and may even be willing to offer help. Sadly, the online event got hijacked by porn pushers. The next post, also by me, is about how location services on a smartphone can be grossly misused by others, such as an anti-abortion campaigner that uses such to push services to reach women who check-in at fundraisers for pro-choice events. the thread is still open and additional stories are welcomed.

This leaves us at risk of having our goodwill exploited. In security circles we call this scheming activity social engineering. It’s an attempt to acquire sensitive information for malicious reasons through deception… Awareness and vigilance will go a long way towards protecting yourself.”

Effects on the work

2015-07-21-SDGsAid and development efforts in the last 10 years have made amazing strides in terms of addressing issues that make many people, even a majority of people, very uncomfortable, even angry. It’s oh-so-popular to put in a well for drinking water or to build a school for young children or to provide maternal health care, but it’s rarely as popular in those same communities to encourage women to demand their sexual partners to use a condom to prevent HIV/AIDS, or to suggest a plan for providing housing and other help for refugees from other countries. Women’s equal rights to education, life choices, roles in society and employment are now unquestioned in the policies of most international development agencies, including the United Nations, something I wasn’t expecting when I started working internationally. Honestly, I fully expected some kind of “out” in UN policy documents to allow local people to refuse rights for women, if the refusal was based on religious or cultural grounds. But the UN has stood firm, at least officially. Yes, the UN and other aid agencies absolutely look for accommodation within local cultural and religious practices, they absolutely encourage recognition of local values, and that may mean your meeting with a local village is segregated, with all the men in one place, and all the women in another. It requires very delicate maneuvering at times, but the core policy and priority regarding women’s rights, and other rights, does not change.

Reaching women in socially-conservative areas, like Afghanistan, can be an incredible challenge, as you navigate a culture that does not want women in public and is easily angered if they perceive an attack on their religion. And just because local senior staff are singing the praises of gender mainstreaming doesn’t mean the staff they supervise has bought in. But, as an aid worker, you have to find a way. It is your mandate. You find a workaround. Because you know that full civil rights for all people is the only way a country can prosper and become resilient to corruption, crime, and armed civil unrest, and when civil rights for any residents are curbed, officially or by widespread cultural practice, the entire country suffers, and your aid and humanitarian efforts will ultimately fail.

Something that shocks a lot of people is that the UN has a human rights mandate that includes rights for people that are lesbian, gay, bisexual, transgender and queer (LGBTQ). The United Nations Free & Equal initiative is on Twitter (@free_equal) and on Facebook. It is an initiative of the Office of the High Commissioner for United Nations Human Rights. There is this video from the UN Secretary General in support of the Free & Equal initiative. I was stunned, and thrilled, to find this out a while back. It’s a daring position, given the majority attitudes about LGBTQ people throughout the world, including right here in the USA. In promoting equality and human rights, it’s a great comfort to know that a major international development agency has your back, policy wise.

The United States Agency for International Development (USAID), a government agency, also has the  LGBT Global Development Partnership. It was put into the planning and formation stages by Secretary of State Hillary Clinton and then launched in April 2013 under the tenure of Secretary of State John Kerry. The initiative works to strengthen the capacity of local LGBTQ leaders and civil society organizations in developing countries and to enable the economic empowerment of LGBTQ people in those countries through enhanced entrepreneurship and small and medium-sized enterprise development.

The UN and USAID initiatives in support of LGBTQ people are in response to the violence, economic hardship, stigma and political marginalization that are a daily fact of life for millions of LGBTQ people throughout the world. These people experience a lack of employment opportunities, discrimination in access to health care, housing and education and violations of their civil rights regularly because of their sexual preference. 83 countries and territories currently criminalize LGBTQ behavior or identification, and at least eight have laws allowing the imposition of the death penalty for same-sex relations. These USAID and UN initiatives are desperately needed, as are women’s empowerment initiatives. As are initiatives to help refugees. As are initiatives to help religious minorities. As are initiatives to help people with disabilities. And on and on.

But now, the USA elections of 2016 show that the majority of people in the USA support politicians dedicated to eliminating the civil rights gained by LDBTQ people in the USA over the last five years. Donald Trump is on the record as planning to create a militarized deportation force to remove 11 million undocumented immigrants from the USA, to ban the entry of Muslims into the USA and aggressively surveil any Muslim already here, to punish women for accessing abortion once he makes it illegal with the help of his Supreme Court appointees and Congress, and to change our nation’s libel laws and to restrict freedom of expression and freedom of the press. He talks about fully militarizing and otherwise empowering police to enforce “law and order” regarding Black and Latino Americans and other racial minorities in their own communities. He has said climate change is a “hoax” and that he will eliminate all government programs that address such. He promotes myths about vaccine safety. International programs that run contrary to these soon-to-be official policy positions in the USA, that run contrary to the values of many millions of Americans who support this administration, are now in severe danger of being eliminated as well.

Even if all of these initiatives are, miraculously, not cut by the Trump administration, they will be much, much harder to deliver in years to come by aid and development workers. Why? Because any local person can look an American aid worker right in the eye and say, “Why are you promoting something – freedom of the press, rights for immigrants, rights for gay people, reducing car emissions, reducing green house gases, increasing wind and solar energy, vaccines for children – that most people in your own country do not support?” Any person can say, “Your own President mocks powerful public women, and brags of sexually assaulting them. Why is it wrong that men in my country are doing the same as him?” People in developing countries intensely watch what happens in the USA, and they are always on the lookout for hypocrisy, for the USA demanding something of another country that it does not do itself. That a majority of American voters support a political party and government lead by a man who promotes nativism, authoritarianism, misogyny and racism will fuel these movements in other countries, resulting in pushback against humanitarian aid and development workers’ efforts for the rights of women, the rights of ethnic and religious minorities, the rights of LGBTQ people, the rights of immigrants and refugees, and on and on.

US development policy can—and has—lifted millions out of poverty and social exclusion, and played a role in transforming countries for the better and creating peace and prosperity where it would not be otherwise. Travel the world, talk to people, you hear the stories over and over, in Africa, in Eastern Europe, and even in Afghanistan, by people that have experienced this transformation first hand. Yes, there is still vast amounts of work to do, and many gains are fragile, but that lives have improved and business has flourished because of USAID and similar efforts simply cannot be denied. These programs not only benefit local people in their everyday lives; they also create social and economic stability that, in turn, creates a market for USA-made products and reduces the need for American military action. A lot of support for USAID and other development agencies comes from a motivation for growing the USA’s markets overseas rather than any feeling of compassion – and I’m okay with that, because such investment still helps local people, which is MY motivation. Weak or failed states are havens for armed criminal groups, some motivated by religion but most motivated by greed, and these groups not only keep their home country in chaos, they also destabilize neighboring countries. Human freedoms in such countries are at risk – and so are their economies, and all the economies attached to such. And that includes the USA. Natural disasters, including pandemics, also destabilize countries – which, in turn, threatens surrounding countries – and ultimately threatens the USA.

Nancy Birdsall and Ben Leo wrote in White House and the World:

Gender discrimination, corruption, lack of opportunity, and repressive governments in many parts of the developing world are an affront to universal values. America is often the only actor capable of marshaling the resources, political capital, and technical know-how required to address these tough issues.

In addition to security threats, the US economy and the American workforce are more reliant than ever on developing-country markets. US exports to developing countries have grown by more than 400 percent over the last 20 years. Today, they total more than $600 billion annually and are greater than US exports to China, Europe, and Japan combined. Brazil, Colombia, India, Korea, Malaysia, Turkey, and other countries are leading markets for US exports. Three decades ago, these were relatively poor countries that offered limited US export potential. Populous countries like Bangladesh, Ethiopia, and Nigeria have the potential to be the next wave of emerging markets. It makes strategic sense to further advance America’s global prosperity agenda, thereby helping to grow middle-class societies that drive democratic change, promote peace with their neighbors, and reliably purchase US products and services.

Even if what happened far away didn’t affect the USA, I would still want to help – that’s who I am – but the reality is that even neo-liberals have acknowledged this reality, hence why even Republican Presidents in the USA in the last three decades, until now, have supported the idea of a global economy and foreign aid.

(for USA-based readers, particularly Trump supporters – the term neo-liberal doesn’t mean left wing. In the rest of the word, the word liberal means someone who believes unfettered free market capitalism is the best economic and social policy for the world – in the USA, we call those people libertarians or Republicans).

Effects on aid workers

Trump has said he will reauthorize waterboarding and other forms of torture. This, coupled with his stated attitudes about Muslims, immigrants and refugees from Syria, has the potential to put workers in aid and development from the USA, working abroad, in further danger than they already face. It is yet another thing people from the USA working in humanitarian aid and development must consider, must be mindful of as they are offered posts abroad, and must think about as they navigate another country’s landscape.

Distancing yourself from these policies and statements on social media, including Facebook, might adversely affect your employability with USAID and international agencies that receive funding from the US government during the Trump President and Republic control of the federal government, however, such posts could also help you in your work with people from other countries, people angered and further disempowered by Trump’s foreign policy. That doesn’t mean you post anti-Trump memes on Instagram or are ever have to say publicly who you voted for. It could mean posting sometimes on social media of your support of and concern for Muslim Americans, Syrian refugees, people in Yemen, Afghanistan, Iraq, Iran, the Occupied Palestinian territories, human rights for immigrants, etc., and your condemnation of waterboarding, torture and any violations of human rights.

It was already difficult for female aid workers to complain about sexual harassment on the job; when I complained about such 10 years ago, while doing field work, I was told by a UN HR manager, “Well, you just have to ignore it and not let it bother you. If you can’t, you can always quit.” That’s the usual response, I quickly learned when talking to colleagues. But now, women aid workers from the USA are going to be at even greater risk of sexual harassment and assault because of the Trump presidency. The incoming President has, by his statements and behavior, made it acceptable for anyone, including politicians and other government representatives, to rate women by their looks and to insult women reporters, politicians, artists and celebrities with most vile statements about their character, appearance – even their sexuality. His bragging about sexual assault also normalizes such behavior in the minds of many men, in the USA and abroad. Megyn Kelly, a reporter for the politically right-wing Fox News channel, noted to Trump during a Presidential debate she moderated: “You’ve called women you don’t like ‘fat pigs,’ ‘dogs,’ ‘slobs’ and ‘disgusting animals.’ Your Twitter account has several disparaging comments about women’s looks. You once told a contestant on ‘Celebrity Apprentice’ it would be a pretty picture to see her on her knees.” Imagine a female aid worker having such comments directed at her by men she is working with, and when she says these comments are inappropriate, is told, “But it’s what your own President says!” It will be hard to demand such comments stop when the head of the most power country on Earth is saying the same.

For male aid workers in particular, repeated statements on social media and as a part of your aid and development work in support of women’s equal rights and respect for women, as well as condemnations of sexual harassment and assault, can help counter the dangerous narrative being established about acceptable treatment of women. More than ever, your female colleagues need you to speak up when you hear people you are working with joking about sexual assault or women’s behavior.

Final thoughts for now

It’s all quite dire, I know. But it’s based on what Trump and GOP members of the House and Senate have said and promised, and therefore, it must be considered as really happening. Organizations and governments abroad that have counted on support from UN and USAID need to think about what they will do if that support vanishes, both the financial support and the rhetorical support. Aid workers from the USA, more than ever before, need to be conscious of how they are perceived abroad, and remember that the safety climate in a place can change dramatically per a rumor or a sound byte on the news. And aid agencies need to revise all of their safety measures for their staff, particularly women, and to think about how they will reinforce their anti-sexual-harassment policies in the face of this new climate.

Also, I’ve gotten two comments from people taking issue with my comment “the USA elections of 2016 show that the majority of people in the USA support politicians dedicated to eliminating the civil rights gained by LDBTQ people in the USA over the last five years.” It is true that Secretary Clinton garnered more votes on election day – and that her lead in the results continues to grow: As of Dec. 1, Clinton has garnered 65,152,112 votes, compared to Trump’s 62,625,928. That’s a margin of 2.53 million votes. The Democratic Party nominee’s margin in the popular vote is also rapidly approaching 2 percentage points. But I’m not sure the vote really does represent what a majority of Americans think. Perhaps I’ve got more access outside the bubble than a lot of folks, but being from a rural part of the USA, I see and hear a jaw-dropping amount of glee over the soon-to-come rollback regarding civil rights gains in the USA. There’s no question in my mind that this is, indeed, what a majority of people in the USA want – and that’s something we need to accept in order to address and change it.

From an article today in The New York Times: “a series of questions from the Trump transition team to the State Department indicate an overall skepticism about the value of foreign aid, and even about American security interests, on the world’s second-largest continent… the tone of the questions suggest an American retreat from development and humanitarian goals, while at the same time trying to push forward business opportunities across the continent.” The article says, “The questions seem to reflect the inaccurate view shared by many Americans about how much the United States spends on foreign aid and global health programs.” In the article, Monde Muyangwa, director of the Africa program at the Woodrow Wilson Institute, noted that “the framing of some of their questions suggests a narrower definition of U.S. interests in Africa, and a more transactional and short-term approach to policy and engagement with African countries.” Ms. Muyangwa said the queries could signal “a dramatic turn in how the United States will engage with the continent.” The article notes that Former President George W. Bush quadrupled foreign assistance levels to African countries during his term, and President Obama largely maintained that, even as his administration was making cuts elsewhere.

More from undispatch.com Trump dramatically expanded the scope of the Global Gag Rule to include all global health assistance provided by the US government. Rather than applying the Global Gag Rule exclusively to US assistance for family planning in the developing world, which amounts to about $575 million per year, the Trump memo applies it to “global health assistance furnished by all department or agencies.” In other words, NGOs that distribute bed nets for malaria, provide childhood vaccines, support early childhood nutrition and brain development, run HIV programs, fight ebola or Zika, and much more, must now certify their compliance with the Global Gag Rule or risk losing US funds.

Update February 8, 2017: Charities Say That Trump’s Refugee Ban Will Be “Incredibly Problematic” For Their Work Abroad. Charities operating in countries on the US president’s banned list, or employing staff with dual nationality from these nations, also warned the ban would jeopardise their work. A nonprofit has said plans to have Syrians speak to the US Congress have had to be shelved.

Song of frustration re: volunteering

handstopDave Carroll became famous for writing a song and making a video about United Airlines smashing his guitar and not taking responsibility for it. The video went viral, Mr. Carroll not only appeared on various media outlets as a result, including CNN and The View, not only did United give him the financial settlement and apology he’d been demanding for months, he also became a paid speaker for various conferences and retreats, talking about “inhuman customer-service policies” and their unseen costs: loss of customer trust (and, therefore, customers), brand destruction, and more.

In February of this year, after he tried to volunteer at his son’s school, Mr. Carroll produced another song and video, this one about his frustration at trying to volunteer at his son’s school. It’s called “There’s Got to Be a Better Way.” You can watch the entire video, where Mr. Carroll makes fun of the volunteer screening at length, or just jump to the song about the experience at the 5:56 mark.

IMO, the video and song are a PERFECT example of thoughtless volunteer screening, where nonprofit and public sector organizations are interested just in checking a box rather than doing MEANINGFUL, effective screening of someone to work with kids.

I am so tired of seeing the question on discussion groups for managers of volunteers: “Where can I get a cheap criminal background check for potential volunteers?” or “How do I get a discount at the police station for police to do background checks of potential volunteers.” These people are looking for a box to check, rather than creating a culture that keeps everyone safe. Instead, read Screening Volunteers to Prevent Child Sexual Abuse: A Community Guide for Youth Organizations (it’s free to download) and use its very effective ways for screening out inappropriate candidates and creating a culture of safety. Combine it with Beyond Police Checks: The Definitive Volunteer & Employee Screening Guidebook by Linda Graff, available from Energize, Inc. (but not for free), and you’ve got a solid, more-than-basic understanding of risk management in volunteer engagement activities, and know how to better assure safety without driving away quality volunteering candidates. You also will understand how mindlessly enforcing protocols, without thinking about their purpose, doesn’t keep anyone safe.

women-only hours at community Internet centers? why?

Back in August 2003, I had the pleasure of co-hosting an online discussion at TechSoup regarding Gender and the Digital Divide. It was a discussion regarding the barriers that keep women and girls away from computer and Internet-related classes and community technology centers (telecenters, Internet cafes, etc.). One of the things that came up in this discussion back then was that the barriers for women and girls to tech access are even more pronounced in developing countries, where family-obligations and cultural practices keep large numbers of women from ever stepping foot into a community technology center, telecenter, Internet cafe, etc., whether nonprofit or privately-run.

I was reminded yet again of this recently while corresponding with an Afghan female colleague: her employer has blocks on hundreds of web sites, including several she needs for her own career and skills development. But using an Internet cafe is not an option for her, and thousands of other women in Kabul like her, because:

    • her family would never allow her to go to such a place without a mahram (a male relative she could not marry, such as a brother, uncle, or father, acting as a safety and social escort), and most men aren’t willing to devote a few hours a week to accompany a female relative to an Internet cafe.
  • given the atmosphere of many public Internet sites — the posters in the wall, what’s being looked at on some of the computer screens by male patrons, men coming and going — it’s not an option for her to use a public Internet site even with a mahram.

My friend — and thousands of other women in Kabul — need a place that’s either devoted only to women Internet users, or, a public site that has women-only hours. I have yet to find either using Web searches and posts to various online communities.

But it’s not just in Kabul. Cultural practices keep women out of public Internet sites in communities all over the world.

I appreciate so much that I have the freedom where I live to walk into any public place with Internet access, and not have to worry about any social or legal ramifications as a result. But I also have to acknowledge that not every woman on Earth does have this freedom and, until they do, community technology centers run by nonprofits and Internet cafes run for-profit need to think about their accommodations for women and girls.

Public Internet access points in Kabul, elsewhere in Afghanistan, or in other developing countries, can encourage more women to use their services by:

    • creating women-only hours at a time that is appealing to women, or creating a women-only space with its own supervised entrance/exit and its own bathroom
    • providing women-only classes
    • staffing women-only hours, women-only spaces or women-only classes by women volunteers or women paid staff members, and with just one or two male staff members (if any) closely supervised and never, ever alone with any woman (staff or customer)
    • providing childcare for women using the site (it’s okay to charge a nominal fee for this)
  • a computer user space free of any images that might be deemed offensive to a conservative culture

How else can community technology centers, telecenters, Internet cafes, etc. in conservative areas be more accommodating of women and girls? Let’s hear from you.

Between my Google Alerts and those whom I follow on Twitter, I see a story at least once a day about the engagement of online volunteers. I put the most interesting or unique ones on the Virtual Volunteering Wiki. It’s so wonderful to see virtual volunteering oh-so-mainstream. I’m not at all surprised: by the 1990s, it was already impossible to track every organization involving online volunteers – there were so many! If there is anyone out there still talking about any form of virtual volunteering – digital volunteers, micro volunteering, crowd sourcing, ework, etc. – as “new”, you have to wonder: have they been under a rock?

But I do have a concern: many of these virtual volunteering initiatives don’t seem to have thought about online safety. Too many, in my opinion, are focused on creating a really complex, feature-rich web site for volunteers to use to sign up and contribute their time and skills, but not thinking about risk management – protecting clients and volunteers.

As Susan Ellis and I say in The LAST Virtual Volunteering Guidebook, and I say in any workshop related to virtual volunteering:

Relatively speaking, the Internet is no more or less safe than any other public space, such as a school, faith community, or sports stadium. Fears of exploitation, abuse, or exposure to sexually-explicit or violent material should not prevent an agency from engaging in virtual volunteering, any more than such fears should prevent the involve­ment of volunteers onsite. There is risk in any vol­unteering, online or face-to-face. The challenge is to minimize and manage such risk. (page 112)

Do you have to interview every candidate for online volunteering? Do you have to check professional references on every candidate for online volunteering? Do you have to conduct a criminal background check on every online volunteer? No, you don’t have to do any of these things IF the tasks they will do as volunteers don’t warrant such – they aren’t going to work with clients, they aren’t going to work with other online volunteers and know their names, they aren’t going to have access to confidential information, they won’t have access to any online systems in such a way that they could even accidentially harm such, etc. Again, back to a quote from The LAST Virtual Volunteering Guidebook.:

Every organization will have different interview­ ing and screening methods based on what services volunteers provide and its workplace culture. Even for volunteers working onsite, the issues involved in volunteering for a beach cleanup or simple clerical work are not the same as issues involved in volun­teering to tutor young children or manage an orga­nization’s computer systems.

The same is true for online volunteers. Your screening approach will be different for a volun­teer designing a Web page than for one creating a private online area where your staff and clients will interact and the online volunteer will have far more access to client contact and other confidential information. (page 41)

If an online volunteering role does warrant some degree of screening – and not all do, but most do – then you have to decide how much there will be, and how it will be conducted. First and foremost is that you must follow the law. For instance, many states require a criminal background check on any volunteers that will work with children one-on-one. A volunteer who will come to a classroom one time to speak about his or her job may not be required by law to undergo a criminal background check, but someone who will talk with a child, one-on-one, even if they will always be in a room with other adults and children, probably is required by law to undergo such – apply the same principles to online volunteers in determining what screening is required. Should the online volunteering candidate be interviewed? If the person is new and is doing any task that requires at least some expertise – web page development, translating text from one language to another, moderating an online discussion group, designing a newsletter, editing a brochure, etc. – yes, absolutely! Many more tips for screening online volunteers to ensure they really can do the task that they have signed up for, and have the time to do so, can be found in The LAST Virtual Volunteering Guidebook.

My favorite resource on screening volunteers, online or offline, that will work with clients in any capacity, is free to download: Screening Volunteers to Prevent Child Sexual Abuse: A Community Guide for Youth Organizations. Point one under the section on what to do before the organization starts screening volunteers is this: “Develop criteria that define how screening information will be used to determine an applicant’s suitability.” That will be different for every organization, depending on their mission and the work volunteers will do. You have to think about not only worst-case scenarios – screening out people that might sexually and/or financially-exploit clients, other volunteers, etc. – but also about people who don’t have the skills necessary for the work, people who don’t have the temperament for the challenges, and people who really don’t have time to volunteer, as all of those scenarios, while not criminal, can be harmful to your organization and those it serves.

You also have to clearly define what behavior is inappropriate on the part of online volunteers, how you will communicate that to volunteers, the consequences of inappropriate behavior, and how you are going to be aware of such behavior. As we note in the guidebook, a way to absolutely ensure safety in online interactions between volunteers and clients is to set up a private sys­tem through which all messages are sent, reviewed by staff before they can be read by the intended recipient, stripped of all personal identifying information by the moderator, archived for the record, etc., but that such a system can ruin an attempt to create trusting, caring relationships between volunteers and clients (and we provide a powerful example of how such a super-safe system ended up almost derailing an online mentoring program). Your efforts to ensure safety must balance with your program goals.

Among the many suggestions we make in The LAST Virtual Volunteering Guidebook, regarding online safety is this:

The best way to ensure that clients and vol­unteers are having positive online experiences is for program staff to stay in frequent touch with both, to encourage an atmosphere of open communication. Also, it is fundamental that you establish and clearly (and frequently) communicate policies regarding online exchanges between volunteers and clients. (page 114)

Clearly, explicitly inform applicants for volunteering about your organization’s policies and procedures regarding safety, abuse prevention, and all aspects of risk management, as well as circumstances that would lead to a volunteer being dismissed. Be explicit. Also share your code of conduct or statement of ethics in writing. Ask applicants if they have a problem with any of the policies and procedures, code of ethics, etc.; such a discussion will help you find out if applicants are uncomfortable with any aspect of such, which can be an indicator that they are an inappropriate candidate. Even though it is not legally binding, require applicants to sign a document that states they understand and agree to adhere to your policies and procedures and code of conduct; again, this can help you find out if an applicant is uncomfortable with any aspect of such, which can be an indicator that they are an inappropriate candidate. It also affirms to volunteers that you make the safety of your volunteers, staff and clients a priority, which can encourage new volunteers to take such precautions with the utmost seriousness.

Suggestions for risk management are found throughout the book, in the chapters regarding developing and revising policies, designing assignments for online volunteers, interviewing and screening online volunteers, orienting and training online volunteers, basic techniques for working with online volunteers, and online volunteers working directly with clients, as well as the chapter written for online volunteers themselves. Our advice is based on both virtual volunteering practices, including micro volunteering and crowdsourcing, and the proven fundamentals of onsite, face-to-face, traditional volunteer management.

April 13, 2020 Update: Another new video! I lead virtual volunteering workshops in the 1990s & got big pushback from nonprofits asserting that an online program could never be safe. Now, many programs are launching brand new virtual volunteering programs, bringing online volunteers together with people in senior living homes, or with teens, and on and on. And that change is great, however, these programs need to think about safety! My newest video has more info and is about five-minutes long.

November 16, 2020: The UK Safer Internet Centre is where you can find online safety tips, advice and resources to help children and young people stay safe online. Excellent resource not just for programs in the UK, but ANYWHERE – especially online mentoring, online tutoring and online visiting program where volunteers will assist remote clients.

I am thrilled to have just discovered that some of my favorite resources for helping to keep volunteers safe, and keeping everyone safe with volunteers, are now available for FREE – just download them!

One is Kidding Around? Be Serious! A Commitment to Safe Service Opportunities for Young People. It discussed “risk relevant characteristics” of adolescents and children – knowledge that was especially helpful when I was creating and advising on online mentoring programs -, offers a realistic, effective risk management process for dealing with young people, and reviews how to approach different service scenarios involving young participants. If you have young volunteers working together in particular, this book is a MUST read.

Another resource that is now free to download is Screening Volunteers to Prevent Child Sexual Abuse: A Community Guide for Youth Organizations. There are explicit guidelines on interactions between individuals, detailed guidance on monitoring behavior, advice on training staff, volunteers and youth themselves about child sexual abuse prevention, and exactly how to respond to inappropriate behavior, breaches in policy, and allegations and suspicions of child sexual abuse. I really can’t say enough fantastic things about this book.

And still another resource is Safe to Compete: An Introduction to Sound Practices for Keeping Children Safer in Youth-Serving Organizations. This document from the National Center for Missing & Exploited Children, published in 2013, is a framework for youth-serving organizations to guide their development of a sexual abuse prevention program.

Combine these three books with Beyond Police Checks: The Definitive Volunteer & Employee Screening Guidebook by Linda Graff, available from Energize, Inc. (but not for free), and you’ve got a solid, more-than-basic understanding of risk management in volunteer engagement activities. I really can’t say enough fantastic things about Graff’s book. It completely changed my view of safety in volunteering programs, both for clients and for volunteers themselves – the over-reliance on police checks for safety continues, sometimes with tragic consequences.

Three of these resources are “old”, however, I have had no trouble whatsoever easily adapting their recommendations to online scenarios with volunteers (virtual volunteering). The “old” books were a wake-up call for me regarding the vulnerability of teens, women and people with disabilities, and I carried that new knowledge into my recommendations regarding virtual volunteering, starting in the 1990s and continuing to this day.

And if you are promoting virtual volunteering, digital volunteering, micro volunteering, whatever, these books are a MUST read before you utter another word!

July 16, 2020 update: Prepared by Volunteer Canada for Public Safety Canada Community Safety and Partnerships Branch, The Screening Handbook (to screen volunteers) from March 2012 is a free online publication that provides “a comprehensive resource to help organizations revise and develop screening policies and practices. Screening is considered to be an essential component of sound human resource management. It is broadly defined as an ongoing process that helps better match people and organizations, improves the safety and quality of programs, and reduces risks and liability… Screening practices play a critical role for organizations in fulfilling their moral, legal, and ethical responsibilities to all those they reach, including members, clients, participants, employees, and volunteers. This obligation is even greater when they are working with vulnerable people, including children, youth, people with disabilities, and senior adults… Organizations should have comprehensive and ongoing screening practices in place that recognize the importance and value of all the relevant steps in determining the right fi t for an assignment. To rely solely on Police Checks as the only screening protocol is to ignore other important and valuable sources of relevant information.

Thursday, I listened to an absolutely amazing interview on OPB’s Think Out Loud (it’s a local radio show on Portland, Oregon’s local NPR affiliate) regarding why a Portland church will not be opening a warming shelter for the homeless this year. One of the biggest reasons they will not be opening this year: concerns about the safety of volunteers.

This heart-breaking interview shows why having a good heart and some willing volunteers is just NOT ENOUGH for certain critical community issues – and may even put volunteers in danger and enable the problems to continue. This interview also shows why the homeless need so much more than a warm place to sleep and a smile. It’s a painful reality check – and there are no winners.

Magical paychecks

I’m on a lot of online communities, most focused on nonprofits in some way. And recently, on one of them, someone posted this:

I need to have some kind of porn blocker software on the computers at our office, since volunteers have access to the computers.

Sigh.

Yes, that’s right: while employees, because of their paychecks, aren’t at all inclined to do anything inappropriate on work computers, volunteers, who are unpaid, just can’t stay away from online pornography.

Sigh.

I’ve heard people at nonprofit organizations talk about extensive training and supervision for volunteers regarding confidentiality, working with children and working with money, who then balk when I suggest exactly the same training and supervision is needed for paid employees.

Paychecks are NOT magical! A paycheck doesn’t make someone more knowledgeable than a volunteer, more experienced, more trustworthy, more respectable nor safer.

I love a paycheck as much as anyone! But it doesn’t give me super powers.
