Trusting teen volunteers with leadership – would you?

WA Co Oregon sheriff logoI love it when an organization’s representative says that the reason they involve volunteers for particular tasks is “because volunteers are the best people for those tasks.” Not because of the myth that volunteers are “free” and “save money.”

But it’s so rare that I hear anyone say that.

I had one of these rare moments recently at the Washington County, Oregon Sheriff’s citizens academy, when the topic of the Sheriff’s Office search and rescue team was discussed in detail. The positions on the sheriff’s primary search and rescue team are reserved for teen volunteers. You read that right: THESE POSITIONS ARE RESERVED FOR TEEN VOLUNTEERS. Not paid adults, not reserve deputies – TEEN VOLUNTEERS. This team is the PRIMARY search and rescue team for this area – not an auxiliary. The search and rescue team looks for (and finds!) lost people, downed aircraft, evidence in major crimes, and more. The members are highly trained and particularly-trained. They must be 14 to 19 years old, meet all of the minimum requirements, complete the intensive training academy, and make a minimum 2-year commitment.hey “age out” of the program in December following their 21st birthday.

So why is such an important, essential, life-saving, high-responsibility investigative program reserved for teen volunteers? I asked the organizer during the presentation. His reply, according to my notes, “Because they will do absolutely anything. They will get down on their hands and knees, side by side, and slowly crawl across a football field in cold weather, literally with their noses to the ground, looking for a bullet casing linked to a crime. They will thoroughly search an area with young, sharp eyes. They will come when called, even when it’s 3 a.m., and get right to work, and they will follow directions exactly – and in this work, they MUST follow their directions and training exactly. Because we can absolutely rely on them.”

Yes, of course there are older people that could be just as committed… I hear those “we shouldn’t make sweeping generalizations about different age groups!” thoughts out there, I do. And I’m sure there are other reasons that these teens make such great volunteers – because they don’t have family commitments, they don’t have job commitments, they have the flexibility and support to do these intensive activities, they aren’t plagued by the physical constraints that many of us older folks are (I can’t barely get up off the ground anymore, let alone crawl across such), and on and on.

But consider how refreshing it is to hear someone talk this way about teenagers. In all of my time working in volunteer management research and consulting – two decades – I have never heard anyone say that teenagers were the best people for a particular volunteering role. I’ve just heard over and over why teens cannot do this or that, or shouldn’t do this or that, why older volunteers don’t want to work with them, how they don’t take their commitment seriously, and on and on and on.

If the Washington County Sheriff’s Department thinks so highly of teen volunteers, and you don’t… if they are having such great success with teen volunteers in such high responsibility roles and you aren’t… what is it that they might be doing that you aren’t?

Deriding the monetary value of volunteer hours: my mission in life?

moneysignsDuring a presentation on volunteers at a local government agency that I attended a few weeks ago, the program manager proudly noted that the agency’s volunteer contributions are the equivalent of 21 full time employees, and gave a value of their time at more than a million dollars, based on the dollar value per hour promoted by the Independent Sector. That was one of her very first points in her presentation, and this was the ONLY reason offered during the entire session as to why this agency involves volunteers; she then went on to what volunteers do.

I wonder how the agency’s volunteers would feel to know that they are involved because they replace paid staff? Because they “save money”?

This agency said the greatest value of volunteers is that they are unpaid and mean the agency doesn’t have to hire people to do those tasks. I have so many, many examples on my blog and web site – linked at the end of this blog – regarding why those statements lead to outrage, and how they actually devalue volunteer engagement. These statements reinforce the old-fashioned ideas that volunteers are free (they are not; there are always costs associated with involving volunteers) and that the number of hours contributed by volunteers is the best measure of volunteer program success (quantity rather than quality and impact).

Put this in contrast to a paper on volunteer resource management practices in hospitals which I read today. The post about it on LinkedIn promotes this quote, “volunteers contribute greatly to personalizing, humanizing and demystifying hospitalization.” The paper, “Hospital administrative characteristics and volunteer resource management practices” is by Melissa Intindola, Sean Rogers, Carol Flinchbaugh and Doug Della Pietra and the description never once mentions the value of volunteers as being a monetary value for their hours, money saved, employees replaced, or any other old-fashioned statements to tout why volunteers are involved. I haven’t read the entire paper (it’s $30 – not in the budget right now), and maybe they do talk about these values, but from the summaries of the paper, it sounds like they understand the far better reasons for volunteer engagement, and that this understanding guides their recommendationss.

I’m not opposed to using a monetary value for volunteer hours altogether, but it should never, EVER, be shown as the primary reason volunteers are involved, or even the secondary reason to involve volunteers. If a monetary value is used, it should always come with MANY disclaimers, and should follow all of the other, better, more important reasons the agency involves volunteers. It should come many pages after the mission statement for the volunteer program and the results of volunteer engagement that have nothing to do with money saved.

Years of whining about this has paid off: the Independent Sector noticed yesterday and tweeted some responses to me. Not sure why it took so many years for them to notice my oh-so-public whining, particularly since I tagged them on Twitter every now and again…

I guess it’s time to again recommend this new book, Measuring the Impact of Volunteers: A Balanced and Strategic Approach, by ChristineBurych, Alison Caird, Joanne Fine Schwebel, Michael Fliess and Heather Hardie. This book is an in-depth planning tool, evaluation tool and reporting tool. As I wrote in my blog about this book, “I really hope this book will also push the Independent Sector, the United Nations, other organizations and other consultants to, at last, abandon their push of a dollar value as the best measurement of volunteer engagement.”

There is secular-based short-term humanitarian volunteer initiative called the Humanist Service Corps (HSC) that launched fairly recently, and they’ve already had a big success with one of their first projects: HSC has been running a medical records/medical screening to provide free health screenings for the rural community of Kukuo in Ghana’s Northern Region. In the process, HSC volunteers have trained local people to create a bilingual medical records system that simplifies and increases healthcare access for an entire community. As the HSC fundraising page for this project notes, “For the first time in their lives, the 1,250 residents of Kukuo will have access to their health information in a language they understand.”

The project is more than you might think: “Results as of April 6th, 2016: 681 patients screened, 67 cases of malaria, 27 cases of hypertension, 116 malnourished residents, 19 children missing vaccinations, two cases of Type II diabetes. Additionally, our medical outreach has helped uncover two child brides and five teenage girls kept out of school to help their families.”

The project involved training local people themselves to collect and organize paperwork, input the information into computers, double-check work and organize data. Since their training by HSC volunteers ended at the end of April, the local Kukuo Health Screening Volunteers have been running every aspect of the project themselves, with an HSC volunteer available to supervise, troubleshoot, and support. According to this blog about working with the Ghanaian volunteers, “They check each other’s screens for errors, sort and file all the screens during processing, maintain lists for future follow-up, and are working to create the digital and paper copies of the much-anticipated Kukuo Census.” Each of the local volunteers was also helped by the HSC volunteer to create his or her own an email address, write a resume, understand and discuss their letter of recommendation from HSC and be able to talk about what they did for the project and the skills that they have mastered… All of the volunteers did very well with this additional training, especially considering that many were touching a computer for the first time.”

But the work is not done. “We need to fully fund the project by June or we will not be able to screen the entire Kukuo community.” You can donate to this HSC project here. Or, you can become a monthly donor to HSC.

Online volunteers created a music festival in St. Louis

Everyone pictures virtual volunteering as remote volunteers that sit in front of a computer or tablet or smart phone, typing and clicking, interacting only online and undertaking mostly techie tasks. But something I learned early on when I started researching virtual volunteering back in 1996 is that it’s actually a very human thing, that often leads to very personal non-computer-related activities and connections.

twangfestMore than 20 years ago, some members of an online discussion group, Postcard2 or P2, an email-based gathering place for people to talk about a particular type of music – alternative country – decided to create their own nonprofit and host a weekend of concerts in St. Louis to feature bands performing the kind of music they love, which is rarely played on the radio. It became an annual event, called Twangfest. And in June 2016, Twangfest will host its 20th event milestone.

These founding members of this music festival were dispersed across the USA, and most saw each other face-to-face only once or twice a year. But they spent time together, online, every week, often every day, for a few years. They had become close friends who shared a passion, and they channeled that passion into an onsite event that’s one of my favorite examples of what virtual volunteering can lead to.

I was a part of the discussion group starting in 1996, just as a lurker, and sometimes, more than 100 messages would be posted in a single day. I wrote about Twangfest, and the community that spawned it, back in 2000 for the Virtual Volunteering Project. I got to go to the event in 1998 and 1999, and I still meet with people I met via P2 – many are still dear friends. Here’s part of the description of the discussion group from some point in its history:

This list began as an offshoot of Postcard, the Uncle Tupelo list, and was created for people who wanted to discuss a wider range of music, including (but not limited to) alt.country, country rock, hard country, bluegrass, honky-tonk, insurgent country, roots rock, and hillbilly music We also discuss a wider range of topics, including the music’s forerunners and historical background, the sociology of the music and its listeners, and contemporary business practices that make the music possible. Many of the 600+ subscribers to this list are ordinary folks who love this music. The list also includes musicians, writers, radio and record label folks, and others who work in the music business, who bring an interesting perspective to the subjects… Years of argument and agreement have created a sense of community on P2. List members meet up at musical or other venues in their home towns or as they travel. 

Note that it never says anything about virtual volunteering. The intention of this group was never to create a music festival and a nonprofit, and even with those creations, no member of the group was calling it virtual volunteering. Yet, that’s what it was. Some volunteers took leadership roles, becoming members of the board of directors, identifying places to advertise, recruiting volunteer designers, negotiating with venues, and approaching potential sponsors. Some volunteers took on micro tasks – like me: I was an on-call volunteer, ready to answer questions as needed about preparing nonprofit paperwork and coming up with phrasing for the web site and press releases to make sure people knew this wasn’t just a music festival, that it was a nonprofit organization working to preserve and promote the unique tradition and culture of Americana music. The nonprofit never divided people as online volunteers and traditional volunteers – all were just volunteers (and in this case, just means solely, not merely, so please, no hate mail).

I’m stunned that it’s been 20 years since Twangfest started! But, then again, virtual volunteering is a practice that’s more than 35 years old!

Problems in countries far from home can seem easy to solve

globeProblems in countries far from home can somehow seem far easier to solve than problems in your own country. They aren’t. Western do-gooders need to resist the allure of ‘exotic problems.’ It’s yet another excellent piece from the Guardian Development Professionals Network. It’s a must-read for all those that want to volunteer abroad, are seeking a career in international humanitarian aid and development, or want to donate to such causes.

Keeping volunteers safe – & keeping everyone safe with volunteers

I am thrilled to have just discovered that some of my favorite resources for helping to keep volunteers safe, and keeping everyone safe with volunteers, are now available for FREE – just download them!

One is Kidding Around? Be Serious! A Commitment to Safe Service Opportunities for Young People. It discussed “risk relevant characteristics” of adolescents and children – knowledge that was especially helpful when I was creating and advising on online mentoring programs -, offers a realistic, effective risk management process for dealing with young people, and reviews how to approach different service scenarios involving young participants. If you have young volunteers working together in particular, this book is a MUST read.

Another resource that is now free to download is Screening Volunteers to Prevent Child Sexual Abuse: A Community Guide for Youth Organizations. There are explicit guidelines on interactions between individuals, detailed guidance on monitoring behavior, advice on training staff, volunteers and youth themselves about child sexual abuse prevention, and exactly how to respond to inappropriate behavior, breaches in policy, and allegations and suspicions of child sexual abuse. I really can’t say enough fantastic things about this book.

And still another resource is Safe to Compete: An Introduction to Sound Practices for Keeping Children Safer in Youth-Serving Organizations. This document from the National Center for Missing & Exploited Children, published in 2013, is a framework for youth-serving organizations to guide their development of a sexual abuse prevention program.

Combine these three books with Beyond Police Checks: The Definitive Volunteer & Employee Screening Guidebook by Linda Graff, available from Energize, Inc. (but not for free), and you’ve got a solid, more-than-basic understanding of risk management in volunteer engagement activities. I really can’t say enough fantastic things about Graff’s book. It completely changed my view of safety in volunteering programs, both for clients and for volunteers themselves – the over-reliance on police checks for safety continues, sometimes with tragic consequences.

Three of these resources are “old”, however, I have had no trouble whatsoever easily adapting their recommendations to online scenarios with volunteers (virtual volunteering). The “old” books were a wake-up call for me regarding the vulnerability of teens, women and people with disabilities, and I carried that new knowledge into my recommendations regarding virtual volunteering, starting in the 1990s and continuing to this day.

And if you are promoting virtual volunteering, digital volunteering, micro volunteering, whatever, these books are a MUST read before you utter another word!

July 16, 2020 update: Prepared by Volunteer Canada for Public Safety Canada Community Safety and Partnerships Branch, The Screening Handbook (to screen volunteers) from March 2012 is a free online publication that provides “a comprehensive resource to help organizations revise and develop screening policies and practices. Screening is considered to be an essential component of sound human resource management. It is broadly defined as an ongoing process that helps better match people and organizations, improves the safety and quality of programs, and reduces risks and liability… Screening practices play a critical role for organizations in fulfilling their moral, legal, and ethical responsibilities to all those they reach, including members, clients, participants, employees, and volunteers. This obligation is even greater when they are working with vulnerable people, including children, youth, people with disabilities, and senior adults… Organizations should have comprehensive and ongoing screening practices in place that recognize the importance and value of all the relevant steps in determining the right fi t for an assignment. To rely solely on Police Checks as the only screening protocol is to ignore other important and valuable sources of relevant information.

Building a team culture among remote workers: yoga, cocktails & games

Workforce.com has an outstanding article from February of this year, This Party’s Electric: Culture, Cocktails and Remote Co-workers, about some creative, effective ways companies have created a sense of team among remote workers. This article is about paid employees, but these practices would also work for those engaging online volunteers, in many scenarios.

The article notes that:

  • All 70 of the employees at FlexJobs, a telecommuting job service, work virtually, and many employees have never met in the same room, in-person. To build team culture, the FlexJobs leadership team uses collaboration technology to come up with fun ways to help employees develop relationships outside of work, including a twice-monthly virtual yoga class over Skype run by an employee with a yoga certification, and a trivia-themed happy hour using Sococo, an online virtual workplace, where employee teams gather in virtual rooms to brainstorm answers to questions posted by the CEO. “You would be surprised by how well it all works,” said Carol Cochran, FlexJob’s director of people and culture.
  • Katie Evans, senior communications manager at Upwork, an online talent marketplace formerly known as Elance-oDesk, created a “get to know you” exercise, and had remote employees submit three facts about themselves. She shared the facts anonymously with the team, then employees met using Google Hangouts video to guess which facts went with which person. “I thought it would last for 30 minutes, but it lasted two hours,” she said. “Everyone had a lot of fun.” The party made her realize that you don’t need to be live and in person to build company morale, and you don’t need to use complicated technology to make virtual celebrations fun. “The value is in the face time and storytelling, not the platform,” she said. Now she hosts quarterly all-company parties and smaller teams have begun using collaboration tools for team coffees and weekly “rocks and roses” meetings where everyone shares their best and worst moment of the week.

The key in these and other examples from the article is that these remote workers do already know each other, to a degree, through work – they work together already, they’ve interacted enough to know each other’s names and roles.

Tools come and go – but certain community engagement principles never change, as the aforementioned Workforce.com article confirms. Successfully working with people remotely is a very human endeavor that people who are amiable, understanding and thoughtful tend to excel in.

In the EU? Want to become an EU Aid Volunteers sending organization?

eu aid volunteersIf your organization or initiative is based in Europe, in a country that is a part of the European Union, and is also working in humanitarian action or civil protection or volunteer engagement, you can take a free online course to explore becoming an EU Aid Volunteers sending organization. The course will run from 2-29 May 2016, with participants logging on for approximately 3 hours per week for lessons, webinars and discussions. There is a limit of one participant per organization. Space is limited and will be allocated on a first come, first served basis!

This E-Learning course was created by the consortium formed by Volonteurope,
Alianzapor la Solidaridad, GVC Onlus and Hungarian Baptist Aid in partnership with Instituto de Estudios Sobre Conflictos y Acción Humanitaria (IECAH). At the end of the course participants will acquire:

  1. The ability to describe how the EU Aid Volunteers programme provides a central framework for strengthening local capacity and resilience in disaster-affected communities; and
  2. The ability to explain the principles and values of Humanitarian Action along with other key aspects of humanitarian work.

The course ultimately “seeks to provide flexible, practical and up-to-date training on the value of volunteers in humanitarian action.”

Every participant will have the chance to communicate with facilitators and other participants to discuss questions, problems, and opinions. The main forum will be used for introductions, general discussion, and debates, and to “really take advantage” of the course, regular participation in the forums is considered fundamental.

volunteer engagement to promote social cohesion, prevent extremism?

social cohesionThere will be a conference in Brussels, Belgium on 13 October 2016 regarding the possible role of volunteer engagement in promoting inclusion and preventing extremism.

Examples from across Europe and beyond, such as from South Africa, Colombia and Algeria, will be reviewed to explore ways that volunteerism has contributed to building trust and social cohesion. The conference will also discuss elements and factors that are essential for success in such endeavors. The examples will be included in a publication that “will offer analysis of the challenges faced in Europe concerning social inclusion and the risks of extremism from different belief groups and explain how the volunteer projects contribute to addressing these issues.”

The conference is being promoted by the European Volunteer Centre (CEV), supported by the European Commission. The event will be organised in the framework of the Slovak Presidency of the Council of the European Union and with the support of London House and Team London (European Volunteering Capital 2016).

There are lots of ways for an organization that involves volunteers to be thinking about inclusiveness in its volunteer engagement, even if social cohesion or community building isn’t explicitly stated in its mission. For instance:

Citizens academy – intensive community engagement

WA Co Oregon sheriff logoLast year, I wrote a blog in defense of police departments involving volunteers while also affirming that many police departments need drastic overhauls to be more transparent, better serve their communities and to cultivate trust with the communities they serve.

Since moving back to the USA in 2009, I’ve seen several notices from various police agencies offering a citizens academy. These aren’t mere open houses, where members of the public come in to meet a few officers, take a tour of a station, have some snacks and take a selfie with a uniformed officer. These academies take place over several weeks, with citizens receiving detailed presentations about individual programs within the department – tactical teams, narcotics investigation teams, crisis response teams, patrol, robotics, incarceration, arrests processing, etc. – and these presentations aren’t by interns or admin assistants but the officers running those programs and working on the front lines. Attendees ask questions, sometimes contentious questions (yeah, me, as usual), and officers are on-the-spot to respond.

I signed up for such a citizen’s academy by the Washington County, Oregon sheriff’s department. It’s 14 sessions, over more than two months – every Tuesday night, and also all day on three Saturdays. There are almost 30 people in the academy; by my estimation, about a third in my academy are young people wanting to be police officers, more than half are retired people interested in how the police work and who have lots of time on their hands, and the rest of us, probably just six or so people, are what I would characterize as people who want to learn more because of both or professional work and our personal politics: a mental health professional, an advocate for the mentally ill, an employee at a school, a counselor in training and… me! We’re more than halfway through the academy.

I’m taking the academy for two specific reasons: first, as a consultant and researcher regarding volunteer engagement and communications, I’m talking to organizations about community engagement. While these academies are not volunteer engagement, they are most certainly community engagement, and I wanted to see such a model up close, first hand, to see how it works and to think about ways the idea might be exported to other, non-law enforcement agencies and even overseas. I think this model of community engagement forces a level of transparency across an agency, something in which many programs are great need. It’s not something that could be instituted overnight – it would require a cultural change at most agencies to institute something like this. I also would like to see police departments in transitional countries in particular, with reputations for police corruption and abuses, instituting their own citizen academies, jail tours, job shadows and ridealongs, but I can’t advocate for that in my work overseas if I haven’t experienced it myself.

Secondly, I’m a human rights advocate, and when I look at what happened in Ferguson, Missouri in particular, I am outraged. And I think about, and sometimes see, police abuses worldwide – corruption in police departments, under the guise of fees, fines, and law enforcement (like forfeiture), happens in many places globally. Reflecting a theme I said in a blog earlier, I would love to see Black Lives Matter advocates and police reform advocates signing up for these citizen academies at police and sheriff’s departments across the USA, as well signing up for jail tours and job shadows and ride alongs with patrol officers – I think it could create more understanding and change for both the police and the community.

I am really enjoying this academy, but there are two things missing: first, there should have been a survey of participants at the very first session about their perceptions of both the sheriff’s department and police and jails in general. Then, at our last class, they should give us that survey again. It would be fascinating to see if perceptions are changed. Secondly, the problems with the sheriff’s department regarding its own officers and other staff, such as this, or this, or this, or this, or this, or this or this, or this – all happening in the last three years – have not been mentioned – just a comment about “We’ve taken a beating in the media.” We really should have heard from someone in charge of internal investigations and about efforts to create a culture of respect within the department for women, teens, immigrants, etc.

Presenters should also keep in mind that they are talking to a diverse group in terms of feelings about the police and government. For instance, a few people in the class have had incarcerated family members and others on the other side of the criminal justice system; jokes about people in the throes of a drug aren’t always appreciated by such. Presenters are certainly entitled to share their opinions – I really like knowing where they stand – but they might not want to assume the silence of some people in the room means agreement.

I’d also like to see a similar academy for officers and jail staff themselves, done by various nonprofit and government agencies that serve crime victims (and those frequently targeted by criminals), such as domestic violence shelters, mental health providers, rape counseling centers, nonprofits working with immigrants, etc., that serve those that have been arrested and incarcerated, such as nonprofits working with gang members, programs serving people with alcohol and drug abuse problems, etc., and those that are engaged in local human rights and racial justice issues  That would force a level of face-to-face detail and discussion and even debate that’s very much needed in many communities.

All that said – HUGE kudos to the Washington County, Oregon’s Sheriff’s Department for doing this academy. It’s very well done, it’s a model for other police departments looking to do something like this, I’ve really enjoyed it so far, I’m really looking forward to the rest of the presentations and experiences, and I highly recommend it.

In case you are wondering, yes, I did a ride along with a deputy. I went on a shift from 6 p.m. to 4 a.m. It was fascinating. I hope I wasn’t too annoying with my many, many questions.

Update April 10, 2016: The Oregonian today published a profile of the death in 2014 of an inmate in the Washington County jail.

Update August 10, 2016: The first known citizen’s police academy held in the USA was established in Orlando in 1985, according to a report from the Criminal Justice Institute. Last year, the International Association for Chiefs of Police listed such academies as an integral way to improve community relations. Establishing these courses was also named as an action item in the final report from the President’s Task Force on 21st Century Policing. The National Citizens Police Academy Association explains the importance of the courses on its website.
