Now that you’re awake, Brussels, here are next steps

A fat, middle-aged, politically-left-leaning woman from Kentucky – me –  is not surprised by the anti-European Union vote in the for-now-United Kingdom. I saw this coming. Why didn’t you?

The shock about the vote from “expert” economic policy advisors and political pundits on CNN and the BBC demonstrate shows just how profoundly out of touch they are with the thinking of so many everyday citizens, just like they were in 2005 about France and the Netherlands and how they felt about the EU. I predicted those 2005 results too, by the way. Back in 2005, I sat in Germany each evening after work, listening to all the experts on TV say over and over that there was no way French voters would reject the EU Constitution, and I thought, wow, you are all wrong and I can’t believe you don’t see what’s coming. And when the French rejected that Constitution, as I predicted, those same experts assured the world that the Dutch would approve it, by a wide margin. Again, I shook my head in disbelief at how out-of-touch they were. Three days later, Dutch voters rejected the constitution by 61.6% of voters.

I’m not the brightest bulb in the box, as we say back in my home state. But I listen. I hear. I heard the comments at parties and over lunches. I don’t speak French, or Dutch, or much German, yet I knew what a majority of people were thinking. Why didn’t you?

eu aid volunteersI was involved in creating the virtual volunteering strategy for the EU Aid Volunteers initiative as a consultant. I also was paid by the EU to research and write a paper, Internet-mediated Volunteering in the EU:  Its history, prevalence, and approaches and how it relates to employability and social inclusion, for the ICT4EMPL Future Work project undertaken by the Information Society Unit of the Institute for Prospective Technological Studies at the European Commission’s Joint Research Centre. Yes, I’ve benefitted from the EU. I’m pro EU – I think the common currency and common safety and trade regulations are a great idea. I think the common agreements about human rights are a great idea. While I think the EU needs a lot of reforms, while I think they’ve made a lot of missteps, I’m pro EU. But I also listen – and I hear the backlash.

My biggest problem with the EU is regarding communications: the EU has done a very poor job of communicating to everyday citizens about what’s happening, and why. It’s done a very poor job of making everyday citizens feel a part of the decisions that are being made about their lives. Whether the EU has or has not over-reached is someone else’s blog. I want to talk about just how the EU talks – and listens.

Here’s an example of an EU communications misstep. The flag requirement isn’t really the problem; the way it is communicated, and so easily spun by opponents, is a problem. Here’s another example of an EU misstep, regarding overturning a long-held Germany road rule. It’s these kinds of mistakes, over and over and over again, that have alienated people on the grassroots level. They feel left out. They feel marginalized. The “leave” votes are from people who feel very strongly that their language, their food, their values and even their history are under attack by the EU. I have heard these statements again and again from people in the UK that voted to leave the EU: “We are now in control of our own destiny” and “We’re tired of being talked down to.” You built this sentiment, EU. This is the result of your poor communications.

What now, Brussels? If you want the EU to survive:

  1. The EU must immediately employ the same citizen participatory decision-making in Europe that it demands of projects it funds in the developing world. You must discuss with citizens, not just officials. You must ask for feedback from them and show you have heard that feedback. You do a great job with social media. EU agencies and representatives are awesome on Twitter and Facebook. And that’s probably part of the reason people under 50 in the UK voted to stay in the EU. But, Brussels, you do a lousy job at traditional communications methods, and that’s part of the reason people 50 and over voted to leave. Traditional communications methods: lots interviews on TV, including on morning shows and other high-visibility talk shows. Interviews on the radio and local publications. Take your message directly to the citizenry, and get your feedback directly from them. Then show you are listening – talk about what you are hearing, even if you don’t like what you’re hearing. Say loudly when you have altered something because of the feedback of citizens.
  2. You must celebrate the culture and history of individual European countries. You must demonstrate that you honor individual languages and cultural practices and the different values and the different histories of different countries in the EU family. You are going to have to demonstrate that the word multi-cultural includes absolutely everyone – that’s how you get people to embrace that word, by showing that it includes everyone. You are going to have to have individual EU offices integrate that kind of diverse cultural celebration in all of their work. That doesn’t mean compromising on the standards of, say human rights. That doesn’t mean appeasing extreme right-wing groups. It does mean not freaking out that people want to say “I am French” or “I am Dutch” or “I am English” instead of “I am part of the EU.” I am a Kentuckian. I am a citizen of the USA. I am a citizen of the world. I am not a citizen of NAFTA. I’m no fan of David Cameron, but his comment that “It should be nation states wherever possible and Europe only where necessary” spoke to a lot of people’s hearts – not just right wing nationalists, but also many people who are proud of their heritage but don’t want to force it on anyone else. Ethnic, cultural and gender identifiers are each very personal, precious things, and people, even a left winger like me, are possessive of how they identify and want to be identified. That’s something to keep in mind if you work with… well, people. Nationalism doesn’t have to mean segmentation or segregation. It doesn’t have to mean walls. It can mean, “We’re having an Irish music festival and EVERYONE is welcomed!” It can mean there will be a French cheese festival in a small town in Germany and EVERYONE is welcomed to come try some and buy some (lawdy knows I did when I lived in that small town in Germany…).
  3. Talk about the people of Europe for whom life isn’t going well. Talk about what everyday Greek citizens went through – and are still going through – because of austerity. Show them sympathy. Show them compassion. Say why, ultimately, and clearly, their life will be better because of your economic reforms.
  4. Regularly talk about the benefits of EU membership for everyday people. Show it, in statistics and stories. Sell the ideal every day for ordinary citizens. Don’t just assume people know.

You can survive this, EU. But you are going to have to change how you communicate, quickly!!

What I learned from researching virtual volunteering in Europe

As I’ve blogged about 7 times already (and now, 8!): Since early April 2013, I’ve been researching Internet-mediated volunteering (virtual volunteering, online volunteering, microvolunteering, online mentoring, etc.) in European Union (EU) countries. This research is for the ICT4EMPL Future Work project being undertaken by the Information Society Unit of the Institute for Prospective Technological Studies at the European Commission’s Joint Research Centre. As part of this project, I created a wiki of all of the various resources I used for my research, and it includes a list of online volunteering-related recruitment or matching web sites that are either focused on or allow for the recruitment of online volunteers from EU-countries, and a list of more than 60 organisations in EU countries that involve online volunteers in some way, either through a formal virtual volunteering or microvolunteering program, or just as a part of their volunteer engagement, without calling it virtual volunteering or any other associated name.

The research and analysis for this project is pretty much done. The overall ICT4EMPL project is focused on employability and social inclusion, so all of my analysis in the narrative for the EU ties back to those goals. The final paper should be available before the end of the year from the Information Society Unit of the Institute for Prospective Technological Studies, and may be published in a journal by the University of Hertfordshire.

But here’s some analysis about what I found in my research that either aren’t in the paper I’ve submitted, but I think they should be out in public for discussion, or, that are in the paper, but I wanted to highlight them in particular for discussion:

  • Virtual volunteering is happening all over Europe. It’s not a new practice in Europe, just as it isn’t in North America. There are thousands of people in Europe that are engaged in virtual volunteering – and as I found 60 organizations involving online volunteers in a very short time, I image there are far, far more that I didn’t find, just because of my lack of skills in languages other than English. True, virtual volunteering still isn’t as widespread in Europe as it is in the USA, but its well-established and seems to be growing.
  • Traditional volunteer centers in Europe are ignoring virtual volunteering. The web sites of volunteer centers in European capitals, as well as most national web sites focused on volunteering in Europe by Europeans, were of little help in this research – they rarely mentioned online volunteers, virtual volunteering, microvolunteering, etc. Also, many of their online search engines for volunteering opportunities offer no way to list virtual opportunities. What is it going to take for this to change?
  • Spain is the European leader regarding virtual volunteering. Organizations involving online volunteers and web sites talking about voluntarios virtualesvoluntarios en línea, voluntarios digitales, voluntarios en red, microvoluntariosvoluntariat virtual, voluntaris digitals, voluntariat virtual abound in Spain. I could have done this report JUST on Spanish virtual volunteering and had 50 pages of narrative! Fundación Hazloposible, an NGO established in 1999 in Spain, launched HacesFalta.org the following year, an online portal for the promotion of volunteerism, including virtual volunteering, and its been growing ever since. Academic articles about this and other online efforts are plentiful. But why did Spain embrace virtual volunteering so early, and why did it spread so quickly, compared to other European countries? I would love to hear your thoughts as to why.
  • Lack of French virtual volunteering efforts. French is spoken by 74 million people, including in 31 francophone countries of Africa. It’s one of the official working languages of the United Nations. And, yet, information about virtual volunteering in French is sparse; even when the France-based France Bénévolat, talks about it, they just mention the phrase and then link to Canadian materials. Why the lack of information in French – and the apparent lack of interest in France regarding virtual volunteering, compared to Spain and England in particular?
  • Where are the online discussion groups for managers of volunteers in European countries? The United Kingdom has the wonderful UKVPMs, which brings together hundreds of people that work with volunteers, regularly discussing everything from legislation to day-to-day challenges in working with volunteers. There’s E-Voluntasun canal para compartir experiencias de intervención e investigación sobre voluntariado. But where are the discussion groups in French, Portuguese, Italian, Catalan, German, Czech, Polish, Estonian, Swedish and on and on? In fact, where are the associations of managers of volunteers in these countries – not the volunteer centres, that promote volunteerism, but the associations that talk about effective management and support of volunteers? I found nothing on the International Association for Volunteer Effort (IAVE) site nor on the European Volunteer Centre (CEV) about such groups. Without such associations/communities of practice, there’s little chance of volunteering be elevated to the level of importance many of us believe it deserves, far beyond “feel good” activities. What will it take to change this?
  • Where are materials in languages other than English to help organizations involve online volunteers? I don’t mean just the Guía de voluntariado virtual, the translation of the Virtual Volunteering Guidebook I co-authored with Susan Ellis back in the 1990s, or translations of web materials I’ve written. I don’t mean just the UN’s Online Volunteering service English materials translated into French. I mean advice written in Spanish about Spanish experiences for a Spanish audience, or advice written in French about Francophone African experiences for a Francophone African audience, regarding how to identify tasks that might be undertaken by online volunteers, how to screen online candidates for volunteering, how to keep online volunteers motivated, how to supervise and support online volunteers, how to create an online mentoring program, how to create microvolunteering opportunities how to work with virtual teams of online volunteers, and on and on? I am so hungry to read a non-USA perspective about how to create online volunteering tasks, how to support online volunteers, the benefits of such engagement for organizations (not just the volunteers), etc. Are these out there and I’ve missed them? And I am ready to write an impassioned endorsement for anyone who wants to undertake such an endeavor for his or her respective country/region.
  • There are far, far, far more efforts in Europe to promote virtual volunteering, including microvolunteering, to potential volunteers than to volunteer hosting organizations. I found lots of material geared towards potential online volunteers, or talking about online volunteers and how they benefit, but scant information about why organizations in Europe involve volunteers, and why they should. Without focusing much, much more on hosting organizations, Europe is in danger of creating many thousands of disappointed people – people that wanted to volunteer online but couldn’t find tasks to do.

Those are some the findings I think might be of most interest to those that work with volunteers. Would love to hear your thoughts about these findings. 

Voluntary Sector & Volunteering Research Conference, Sept. 2013 in the UK

Call for Papers: Voluntary Sector and Volunteering Research Conference
10-11th September 2013, Sheffield Hallam University, UK

This is the primary UK conference for the voluntary sector and volunteering research community. It brings together academics, practitioners and policymakers with a shared interest in the voluntary sector and volunteering. It also attracts some delegates from overseas and this provides an opportunity for networking with researchers from different countries and contexts. In 2013 the partners who have been responsible for organising the event in the past – NCVO and VSSN – have been joined for the first time by IVR a development which reflects the increasing interest in volunteering among participants.

Our aim is simple: to provide the opportunity to share new, emerging research, and then to make the most of the evidence base by connecting researchers with the policymakers and practitioners who use research.

The conference is your ‘open space’ to share new and existing research, so this call for papers is an open invitation to all researchers working on or with the sector and on volunteering.

CONFERENCE THEMES
We are inviting proposals – either for individual papers or entire sessions (3-4 papers or a panel) – which address the three main aims of the conference:

1.       TO INFORM AND ASSIST THE WORK OF PRACTITIONERS

We would welcome proposals for papers that:

  • focus on issues of internal organisation – such as leadership; accountability; governance; financial management; strategic planning; and performance improvement;
  • explore and discuss the ways in which voluntary sector organisations interact with their environment – such as their relationships with government, their interaction with businesses and the ways in which they co-operate, collaborate and compete with other voluntary organisations; or
  • address issues of volunteering and volunteer involvement including motivation and rewards, volunteer management and other ways in which the work of volunteers can best be organised to provide successful opportunities for volunteering.

2.       TO INFORM AND INFLUENCE POLICY

We would welcome proposals for papers that analyse and explore the implications for volunteering and voluntary organisations of:

  • developments in ‘horizontal’ policies which impact on volunteering or the voluntary sector as a whole – such as the ‘Big Society’ and government expectations about the role of voluntary action; the promotion of giving time and money; and commissioning; or
  • changes in ‘vertical’ policies which affect the work of organisations working in specific fields of activity (such as the welfare of older people, children or those with disabilities and people in need of advice and information) and users of their services.

3.       TO SHARE THE FRUITS OF RECENT RESEARCH AND THEORY-BUILDING

We also welcome proposals for papers that:

  • report on the findings from recent research on the voluntary sector and volunteering; or
  • make a contribution to the theoretical understanding of any aspect of voluntary action

SUBMISSIONS
You can submit a proposal for either a single paper presentation or for a whole session. In all submissions, please be sure to include your name,organisation and email address. 1. SINGLE PAPERS: Parallel sessions will offer a balance of presentations and discussion time. Typically, sessions include three 15 minute presentations, followed by substantial discussion. All papers presented in the parallel sessions will also be available in the conference proceedings, so that, where appropriate, more detail can be provided.

Submission: You should send us a 400 to 600-word summary of your research. We welcome submissions discussing preliminary findings as well as those on completed projects. There is no need to include references at this stage.

2. THEMED PANEL SESSIONS: In panel sessions, researchers and practitioners will discuss a theme, with audience participation. Submissions for panel sessions should list panel members and give a clear overview of the topic to be discussed. Please also make it clear whether the proposed session consists of linked papers on a shared theme or involves the discussion of a topic by a panel of commentators.

Submission: Please submit a 400 to 600-word proposal that provides an overview of the theme to be discussed and the form the discussion will take. This might be a workshop, debate, panel or structured discussion or a suite of papers on related topics. If the format consists of papers on a shared theme, please submit brief abstracts for each of them as well as the overarching proposal.

If your submission is successful, we will ask you to send us a longer 2500 to 4500-word paper or papers for inclusion in the conference proceedings. We will give details on the preferred format of the paper when we confirm acceptance of your submission.

THE CAMPBELL ADAMSON PRIZE
Each year NCVO offers a prize for the best paper submitted to the conference. Papers will only be considered for the award if they are received by the deadline of 31st July 2013. The prize will be awarded for the paper that best meets the criteria of research quality; practice or policy relevance; and accessibility of style and approach.

AFTER SUBMISSION

NEW RESEARCHERS SESSIONS
As part of the annual Voluntary Sector and Volunteering Research Conference, a special session will be run for ‘new’ researchers, by VSSN and IVR. The session runs parallel to the main conference programme and is free to attend. It is aimed at early career voluntary sector researchers, whether postgraduate students or researchers in the sector. It is a fantastic opportunity to meet, discuss research and share ideas with other new researchers as well as present your own research in a supportive setting. Their call for papers has also been issued and further information can be found on the IVR website http://www.ivr.org.uk/ivr-events

UK Volunteering Tsar Doesn’t Have Time to Volunteer

Lord Nat Wei, the British official charged with kick-starting volunteering in the U.K. and encouraging citizens to take over the delivery of a variety of community services, has found that volunteering to run this initiative three days a week is incompatible with “having a life”.

Like the USA federal and state governments, the U.K. government is hoping that its citizens will step up and volunteer their time in order to provide local services that local and federal governments no longer want to fund. Prime Minister David Cameron calls it the big society drive, and he wants volunteers to take over the staffing of post offices, libraries, transport services. He says that staffing these organizations with volunteers will empower individuals and give them a greater voice in their communities.

Cameron is right that involving volunteers in public sector organizations gives the community a greater voice in how those services are run – and that reason is why I encourage public sector organizations, not just nonprofits/NGOs, to involve volunteers. But as this case of the U.K. volunteering tsar illustrates, there are not large numbers of people who have the time to staff a public service on top of holding down a job and spending time with their families.

In addition, volunteers are not free: someone has to pay for their screening, training and ongoing support. There are organizations that are staffed primarily by volunteers, such as the American Red Cross and the Girl Scouts of the USA, but the required infrastructure to effectively support these volunteers is enormous – these volunteers don’t just magically show up and get the work done, without a tremendous amount of money and paid staff to support them. Even Wikimedia online volunteers aren’t free!

The Guardian story about the UK volunteering tsar has been flying around among my fellow volunteer management consultants with much commentary – we’ve had a tremendous good laugh over it. The irony of the situation has been delightful. We are all skeptical about government-promoted volunteering plans, in the U.K. or otherwise, having seen oh-so-many come and go, making missteps we try to warn them about. This is just the latest. Yes, we’re being smug. Don’t miss the comments on the story as well.
