How Will Trump Presidency Affect Humanitarian Aid & Development?

Effects on the work

2015-07-21-SDGsAid and development efforts in the last 10 years have made amazing strides in terms of addressing issues that make many people, even a majority of people, very uncomfortable, even angry. It’s oh-so-popular to put in a well for drinking water or to build a school for young children or to provide maternal health care, but it’s rarely as popular in those same communities to encourage women to demand their sexual partners to use a condom to prevent HIV/AIDS, or to suggest a plan for providing housing and other help for refugees from other countries. Women’s equal rights to education, life choices, roles in society and employment are now unquestioned in the policies of most international development agencies, including the United Nations, something I wasn’t expecting when I started working internationally. Honestly, I fully expected some kind of “out” in UN policy documents to allow local people to refuse rights for women, if the refusal was based on religious or cultural grounds. But the UN has stood firm, at least officially. Yes, the UN and other aid agencies absolutely look for accommodation within local cultural and religious practices, they absolutely encourage recognition of local values, and that may mean your meeting with a local village is segregated, with all the men in one place, and all the women in another. It requires very delicate maneuvering at times, but the core policy and priority regarding women’s rights, and other rights, does not change.

Reaching women in socially-conservative areas, like Afghanistan, can be an incredible challenge, as you navigate a culture that does not want women in public and is easily angered if they perceive an attack on their religion. And just because local senior staff are singing the praises of gender mainstreaming doesn’t mean the staff they supervise has bought in. But, as an aid worker, you have to find a way. It is your mandate. You find a workaround. Because you know that full civil rights for all people is the only way a country can prosper and become resilient to corruption, crime, and armed civil unrest, and when civil rights for any residents are curbed, officially or by widespread cultural practice, the entire country suffers, and your aid and humanitarian efforts will ultimately fail.

Something that shocks a lot of people is that the UN has a human rights mandate that includes rights for people that are lesbian, gay, bisexual, transgender and queer (LGBTQ). The United Nations Free & Equal initiative is on Twitter (@free_equal) and on Facebook. It is an initiative of the Office of the High Commissioner for United Nations Human Rights. There is this video from the UN Secretary General in support of the Free & Equal initiative. I was stunned, and thrilled, to find this out a while back. It’s a daring position, given the majority attitudes about LGBTQ people throughout the world, including right here in the USA. In promoting equality and human rights, it’s a great comfort to know that a major international development agency has your back, policy wise.

The United States Agency for International Development (USAID), a government agency, also has the  LGBT Global Development Partnership. It was put into the planning and formation stages by Secretary of State Hillary Clinton and then launched in April 2013 under the tenure of Secretary of State John Kerry. The initiative works to strengthen the capacity of local LGBTQ leaders and civil society organizations in developing countries and to enable the economic empowerment of LGBTQ people in those countries through enhanced entrepreneurship and small and medium-sized enterprise development.

The UN and USAID initiatives in support of LGBTQ people are in response to the violence, economic hardship, stigma and political marginalization that are a daily fact of life for millions of LGBTQ people throughout the world. These people experience a lack of employment opportunities, discrimination in access to health care, housing and education and violations of their civil rights regularly because of their sexual preference. 83 countries and territories currently criminalize LGBTQ behavior or identification, and at least eight have laws allowing the imposition of the death penalty for same-sex relations. These USAID and UN initiatives are desperately needed, as are women’s empowerment initiatives. As are initiatives to help refugees. As are initiatives to help religious minorities. As are initiatives to help people with disabilities. And on and on.

But now, the USA elections of 2016 show that the majority of people in the USA support politicians dedicated to eliminating the civil rights gained by LDBTQ people in the USA over the last five years. Donald Trump is on the record as planning to create a militarized deportation force to remove 11 million undocumented immigrants from the USA, to ban the entry of Muslims into the USA and aggressively surveil any Muslim already here, to punish women for accessing abortion once he makes it illegal with the help of his Supreme Court appointees and Congress, and to change our nation’s libel laws and to restrict freedom of expression and freedom of the press. He talks about fully militarizing and otherwise empowering police to enforce “law and order” regarding Black and Latino Americans and other racial minorities in their own communities. He has said climate change is a “hoax” and that he will eliminate all government programs that address such. He promotes myths about vaccine safety. International programs that run contrary to these soon-to-be official policy positions in the USA, that run contrary to the values of many millions of Americans who support this administration, are now in severe danger of being eliminated as well.

Even if all of these initiatives are, miraculously, not cut by the Trump administration, they will be much, much harder to deliver in years to come by aid and development workers. Why? Because any local person can look an American aid worker right in the eye and say, “Why are you promoting something – freedom of the press, rights for immigrants, rights for gay people, reducing car emissions, reducing green house gases, increasing wind and solar energy, vaccines for children – that most people in your own country do not support?” Any person can say, “Your own President mocks powerful public women, and brags of sexually assaulting them. Why is it wrong that men in my country are doing the same as him?” People in developing countries intensely watch what happens in the USA, and they are always on the lookout for hypocrisy, for the USA demanding something of another country that it does not do itself. That a majority of American voters support a political party and government lead by a man who promotes nativism, authoritarianism, misogyny and racism will fuel these movements in other countries, resulting in pushback against humanitarian aid and development workers’ efforts for the rights of women, the rights of ethnic and religious minorities, the rights of LGBTQ people, the rights of immigrants and refugees, and on and on.

US development policy can—and has—lifted millions out of poverty and social exclusion, and played a role in transforming countries for the better and creating peace and prosperity where it would not be otherwise. Travel the world, talk to people, you hear the stories over and over, in Africa, in Eastern Europe, and even in Afghanistan, by people that have experienced this transformation first hand. Yes, there is still vast amounts of work to do, and many gains are fragile, but that lives have improved and business has flourished because of USAID and similar efforts simply cannot be denied. These programs not only benefit local people in their everyday lives; they also create social and economic stability that, in turn, creates a market for USA-made products and reduces the need for American military action. A lot of support for USAID and other development agencies comes from a motivation for growing the USA’s markets overseas rather than any feeling of compassion – and I’m okay with that, because such investment still helps local people, which is MY motivation. Weak or failed states are havens for armed criminal groups, some motivated by religion but most motivated by greed, and these groups not only keep their home country in chaos, they also destabilize neighboring countries. Human freedoms in such countries are at risk – and so are their economies, and all the economies attached to such. And that includes the USA. Natural disasters, including pandemics, also destabilize countries – which, in turn, threatens surrounding countries – and ultimately threatens the USA.

Nancy Birdsall and Ben Leo wrote in White House and the World:

Gender discrimination, corruption, lack of opportunity, and repressive governments in many parts of the developing world are an affront to universal values. America is often the only actor capable of marshaling the resources, political capital, and technical know-how required to address these tough issues.

In addition to security threats, the US economy and the American workforce are more reliant than ever on developing-country markets. US exports to developing countries have grown by more than 400 percent over the last 20 years. Today, they total more than $600 billion annually and are greater than US exports to China, Europe, and Japan combined. Brazil, Colombia, India, Korea, Malaysia, Turkey, and other countries are leading markets for US exports. Three decades ago, these were relatively poor countries that offered limited US export potential. Populous countries like Bangladesh, Ethiopia, and Nigeria have the potential to be the next wave of emerging markets. It makes strategic sense to further advance America’s global prosperity agenda, thereby helping to grow middle-class societies that drive democratic change, promote peace with their neighbors, and reliably purchase US products and services.

Even if what happened far away didn’t affect the USA, I would still want to help – that’s who I am – but the reality is that even neo-liberals have acknowledged this reality, hence why even Republican Presidents in the USA in the last three decades, until now, have supported the idea of a global economy and foreign aid.

(for USA-based readers, particularly Trump supporters – the term neo-liberal doesn’t mean left wing. In the rest of the word, the word liberal means someone who believes unfettered free market capitalism is the best economic and social policy for the world – in the USA, we call those people libertarians or Republicans).

Effects on aid workers

Trump has said he will reauthorize waterboarding and other forms of torture. This, coupled with his stated attitudes about Muslims, immigrants and refugees from Syria, has the potential to put workers in aid and development from the USA, working abroad, in further danger than they already face. It is yet another thing people from the USA working in humanitarian aid and development must consider, must be mindful of as they are offered posts abroad, and must think about as they navigate another country’s landscape.

Distancing yourself from these policies and statements on social media, including Facebook, might adversely affect your employability with USAID and international agencies that receive funding from the US government during the Trump President and Republic control of the federal government, however, such posts could also help you in your work with people from other countries, people angered and further disempowered by Trump’s foreign policy. That doesn’t mean you post anti-Trump memes on Instagram or are ever have to say publicly who you voted for. It could mean posting sometimes on social media of your support of and concern for Muslim Americans, Syrian refugees, people in Yemen, Afghanistan, Iraq, Iran, the Occupied Palestinian territories, human rights for immigrants, etc., and your condemnation of waterboarding, torture and any violations of human rights.

It was already difficult for female aid workers to complain about sexual harassment on the job; when I complained about such 10 years ago, while doing field work, I was told by a UN HR manager, “Well, you just have to ignore it and not let it bother you. If you can’t, you can always quit.” That’s the usual response, I quickly learned when talking to colleagues. But now, women aid workers from the USA are going to be at even greater risk of sexual harassment and assault because of the Trump presidency. The incoming President has, by his statements and behavior, made it acceptable for anyone, including politicians and other government representatives, to rate women by their looks and to insult women reporters, politicians, artists and celebrities with most vile statements about their character, appearance – even their sexuality. His bragging about sexual assault also normalizes such behavior in the minds of many men, in the USA and abroad. Megyn Kelly, a reporter for the politically right-wing Fox News channel, noted to Trump during a Presidential debate she moderated: “You’ve called women you don’t like ‘fat pigs,’ ‘dogs,’ ‘slobs’ and ‘disgusting animals.’ Your Twitter account has several disparaging comments about women’s looks. You once told a contestant on ‘Celebrity Apprentice’ it would be a pretty picture to see her on her knees.” Imagine a female aid worker having such comments directed at her by men she is working with, and when she says these comments are inappropriate, is told, “But it’s what your own President says!” It will be hard to demand such comments stop when the head of the most power country on Earth is saying the same.

For male aid workers in particular, repeated statements on social media and as a part of your aid and development work in support of women’s equal rights and respect for women, as well as condemnations of sexual harassment and assault, can help counter the dangerous narrative being established about acceptable treatment of women. More than ever, your female colleagues need you to speak up when you hear people you are working with joking about sexual assault or women’s behavior.

Final thoughts for now

It’s all quite dire, I know. But it’s based on what Trump and GOP members of the House and Senate have said and promised, and therefore, it must be considered as really happening. Organizations and governments abroad that have counted on support from UN and USAID need to think about what they will do if that support vanishes, both the financial support and the rhetorical support. Aid workers from the USA, more than ever before, need to be conscious of how they are perceived abroad, and remember that the safety climate in a place can change dramatically per a rumor or a sound byte on the news. And aid agencies need to revise all of their safety measures for their staff, particularly women, and to think about how they will reinforce their anti-sexual-harassment policies in the face of this new climate.

Also, I’ve gotten two comments from people taking issue with my comment “the USA elections of 2016 show that the majority of people in the USA support politicians dedicated to eliminating the civil rights gained by LDBTQ people in the USA over the last five years.” It is true that Secretary Clinton garnered more votes on election day – and that her lead in the results continues to grow: As of Dec. 1, Clinton has garnered 65,152,112 votes, compared to Trump’s 62,625,928. That’s a margin of 2.53 million votes. The Democratic Party nominee’s margin in the popular vote is also rapidly approaching 2 percentage points. But I’m not sure the vote really does represent what a majority of Americans think. Perhaps I’ve got more access outside the bubble than a lot of folks, but being from a rural part of the USA, I see and hear a jaw-dropping amount of glee over the soon-to-come rollback regarding civil rights gains in the USA. There’s no question in my mind that this is, indeed, what a majority of people in the USA want – and that’s something we need to accept in order to address and change it.

From an article today in The New York Times: “a series of questions from the Trump transition team to the State Department indicate an overall skepticism about the value of foreign aid, and even about American security interests, on the world’s second-largest continent… the tone of the questions suggest an American retreat from development and humanitarian goals, while at the same time trying to push forward business opportunities across the continent.” The article says, “The questions seem to reflect the inaccurate view shared by many Americans about how much the United States spends on foreign aid and global health programs.” In the article, Monde Muyangwa, director of the Africa program at the Woodrow Wilson Institute, noted that “the framing of some of their questions suggests a narrower definition of U.S. interests in Africa, and a more transactional and short-term approach to policy and engagement with African countries.” Ms. Muyangwa said the queries could signal “a dramatic turn in how the United States will engage with the continent.” The article notes that Former President George W. Bush quadrupled foreign assistance levels to African countries during his term, and President Obama largely maintained that, even as his administration was making cuts elsewhere.

More from undispatch.com Trump dramatically expanded the scope of the Global Gag Rule to include all global health assistance provided by the US government. Rather than applying the Global Gag Rule exclusively to US assistance for family planning in the developing world, which amounts to about $575 million per year, the Trump memo applies it to “global health assistance furnished by all department or agencies.” In other words, NGOs that distribute bed nets for malaria, provide childhood vaccines, support early childhood nutrition and brain development, run HIV programs, fight ebola or Zika, and much more, must now certify their compliance with the Global Gag Rule or risk losing US funds.

Update February 8, 2017: Charities Say That Trump’s Refugee Ban Will Be “Incredibly Problematic” For Their Work Abroad. Charities operating in countries on the US president’s banned list, or employing staff with dual nationality from these nations, also warned the ban would jeopardise their work. A nonprofit has said plans to have Syrians speak to the US Congress have had to be shelved.

When “participatory” & “consultation” are just words

social cohesionWhen you work in humanitarian initiatives in other countries, whether your project concerns water or HIV/AIDS or maternal health or vaccines or bridge construction or government web sites or whatever, your nonprofit headquarters and your donors will emphasize over and over that you must employ ways for the local people to participate in decision-making.1,2

Yet, too often participatory decision-making doesn’t happen in developed countries, by the governments that fund overseas initiatives and demand details about how participatory decision-making was assured.

The backlash against the European Commission (the government of the European Union), manifested most recently by Brexit and the Belgian region of Wallonia rejecting a long-planned free trade pact between the EU and Canada3, are great examples of lack of participatory decision-making.

So is the anger in Portland, Oregon regarding the new contract with Portland Police Department4, 5

And so is the anger and protests regarding the Dakota Access Pipeline. The pipeline is being built by Texas-based Energy Transfer Partners and will transport as many as 570,000 barrels of crude oil daily from North Dakota to Illinois. The Midwest Alliance for Infrastructure Now, a group that supports the pipeline, says 100% of the affected landowners in North Dakota, where part of the Standing Rock Sioux Tribe lives, voluntarily signed easements to allow for construction, and the Army Corps of Engineers, the consulting agency for the project, has a list of dates it said it contacted the tribe, or tried to and never heard back.6, 7 In addition, government officials believe they have followed the consultation process promoted by the President’s office in 2010.8

But the Seattle Times says “Environmental documents filed by the company show that during its permit application the tribe was not even listed in the entities consulted during a piecemeal, fast-track review of the project by the Corps. Company contractors contacted the county weed board, the Audubon Society, county commissioners and more. But not the Standing Rock Sioux Tribe, permitting documents show.” The company has not allowed the tribe’s archaeological experts to review the ground in the path of the pipeline as it comes toward Standing Rock. The tribe’s expert, Tim Mentz Sr., in a review at the invitation of a private landowner, discovered some important artifacts, including stone effigies, burial sites and rare depictions of celestial constellations. The Seattle Times says, “So confident was Energy Transfer Partners that its work would go smoothly, that it started building the pipeline last spring, long before it had all its last permits in hand.”9

There can be no argument that tribes have been historically unable to influence projects that affect them and the land they hold sacred so this feels like just yet another land grab against native people in the USA that will marginalize them and hurt their lives. Sarah Krakoff, a professor at the University of Colorado specializing in American Indian Law and Natural Resources Law, says, “Sometimes what the agencies think of as adequate and with all good intentions do not feel adequate from the tribal side. Either because the process isn’t meaningful to them, it doesn’t accord with their timeframe or decision frame.”

Even when participatory decision-making is emphasized, the actions taken that are supposed to provide ways for lots of different people to influence what’s happening can be just for show; any community activist can tell a story about meticulously capturing the input of a group through a variety of listening exercises, only to have all that feedback utterly ignored in the final plans. I don’t know that this happened in the case of the Dakota Access Pipeline, but I’ve seen it happen overseas in my own humanitarian agency work; it’s infuriating.

And even well-done participatory decision-making isn’t always enough to keep protests at bay: until 2016, the ongoing consultative processes regarding the Malheur National Wildlife Refuge between local people, including ranchers, birders, outdoor enthusiasts, environmentalists, tribal members and others was considered a model for other communities. But that process, including a landmark 2013 agreement, didn’t stop people from far outside the area from using guns and force to invade the refuge, occupy it and cause many thousands of dollars in damage, including to private property and tribal lands.10, 11

On a related note, social media posts the Dakota Access Pipeline are often tagged with #NoDAPL, and slackervism / slactivism abounds, with people posting memes in support of the the Standing Rock Sioux Tribe, or adjusting their Facebook page to show they are at the Standing Rock Indian Reservation when they actually aren’t.12 It’s supposed to somehow create support for the tribe and to confuse law enforcement authorities regarding who is at Standing Rock and who isn’t, but Snopes points out that there’s no record that such has helped at all, including in attracting more “material assistance.”13

Since I’m really not fond of slacktivism, here are ways to REALLY help re: #NoDAPL without leaving your house or coffee shop or wherever you are with Internet and phone access :

(1) Call North Dakota governor Jack Dalrymple at 701-328-2200, leaving a RESPECTFUL, firm message on this subject (I find writing out the statement & reading from it helps me).

(2) Call the White House at (202) 456-1111 or (202) 456-1414 & tell President Obama to rescind the Army Corps of Engineers’ Permit for the Dakota Access Pipeline.

(3) Sign the petition at petitions.whitehouse.gov

(4) Contact the executives of Energy Transfer Partners that are building the pipeline:

Nonprofits can learn from motorcycle manufacturers? Yes!

Jayne and her motorcycleIn the last week, I’ve attended two events by motorcycle manufacturers, and there was so much — SO MUCH — that nonprofits could learn from how these motorcycle events were handled.

One event was a women’s-only event by Harley Davidson. It’s called a Garage Party. I went to the one in Gladstone, Oregon. These events are held at dealerships all over the USA.

The other event was by Triumph in Canby, Oregon. They had about 20 motorcycles you could sign up to ride, on group rides every 30 minutes. The Triumph truck travels all over the USA to bring these events to cities all over.

What I learned from these events that’s applicable to nonprofits:

    1. There were notices in local newspapers about these events, but the Internet also played a huge role in marketing these events, specifically viral marketing. I found out about both events because different people posted the details to online communities I’m a part of. Two of our friends went because we posted about one of the events ourselves on an online group. Text-only messages are easy to forward, and were essential in getting the word out to so many people so quickly about these events. How likely are your volunteers, clients and financial supporters likely to forward your organization’s events via email to family and friends, or to put info about it on their Facebook or MySpace status updates? They are not going to do it for every event, but they will for the ones that feel special to them, that really speak to their heart or that they think others will find fun or especially interesting. Also, do you reach out to specific online communities to market an event? In fact, have you ever considered reaching out specifically to motorcycle communities as event attendees?
    2. Both events were very well attended. The Triumph event had the attendance organizers were hoping for but not really expecting, because of the economy and because of the somewhat remote location. The Harley event attendance in Gladstone far exceeded expectations. I think this excellent attendance at both events came not only from good marketing, but also, because of how people are thinking right now: with the beating we’re all taking in this economy, people are revisiting their priorities and lifestyles, and not just cutting back financially, but also thinking about how they are going to live. Riding a motorcycle is surprisingly affordable, not to mention the sense of control it gives you, a sense of control a lot of people feel they don’t have now in other aspects of their life. These events spoke to people’s hearts and, maybe, even their fears.How might volunteering at your organization or experiencing your organization’s program in an event give someone a sense of stability, control, escape or fun? Could you create a one-day volunteering or program event that could invite new people into your organization with the sole purpose of getting as many people into your organization as possible and getting them in one-on-one conversations with volunteers, particularly in a fun, shared activity?
    3. The garage party was focused on a specific group: women. Harley knows that, to sell motorcycles in this economy, it’s got to create more motorcycle riders. And one of the best target audiences is women. So they have created an event that could not be more female friendly: it’s staffed entirely by women (all male staff leave), because new women riders tend to be very self-conscious and self-deprecating, and there’s nothing like watching a woman smaller than you pick up an 800 pound bike (362.87 kilos) and then tell you, “YOU can do this.” There’s great food, short demonstration stations, gift bags, and free t-shirts with I am not a back rest on the back. What could have made the Garage event better? More hands-on activities, and more interactions with actual women riders (see next bullet). And a lesson for the Triumph demo rides: have at least one woman Triumph rider (even more would be better) out talking to the women at these events, whether they look like they ride their own or not, and recruit more women motorcyclists to attend these events by posting about them on local online communities for women motorcyclists.How could your nonprofit create an event that’s targeted at a specific under-represented group? Are there people who are intimidated to come to your events currently, who would need to be catered to specifically in order to attend? What could you do to make an event more welcoming to a specific group that is currently under-represented among your volunteers, clients or supporters?
    4. The Triumph event was staffed primarily by VOLUNTEERS. Yes, a for-profit company was using volunteers! Because they were “free”? Nope. It was for all the right reasons: Because an event attendee talking to a volunteer — someone who owns at least one of the motorcycles in the line up, and owned at least one other probably at some point, who can speak passionately about the product, who wants you to get to have the experience they have been having, and who won’t get any commission from a sale and doesn’t rely on this activity for their financial livelihood — is in such contrast to talking to a salesperson or paid staff person. The volunteers got to spend two days talking about something they love, a free t-shirt, supper each night, and the opportunity to ride any motorcycle not booked for a ride. The few paid staff there stayed in the background, there to fill in blanks and maybe, must maybe, to make a sale, but volunteers were the official spokespeople.Do you value your organization’s volunteers as unique, important spokespeople on behalf of your organization? Do you encourage them to talk and blog about their experience? Do you have a speaker’s bureau of volunteers available to go onsite and talk to a group about your organization? Do you give volunteers a role at all or most public events? And have you ever considered reaching out specifically to motorcycle communities to recruit volunteers?

A LOT to think about!

OpenOffice needs volunteers – & a plan for future engagement

I love FOSS software! FOSS means Free and Open Source SoftwareOpen source software allows users (including online volunteers!) to study, change and improve the software at the code level, rights normally reserved for the copyright holder – usually, a large corporation. Free software usually refers to software that grants you the freedom to copy and re-use the software, rather than to the price of the software. But when I talk about it, I really am talking about cost-free-for-the-user software: it doesn’t cost a user money to use it, though donations are encouraged (and, yes, I donate).

As I’ve said before, It bothers me when I see people in countries where I work or visit – Afghanistan, Ukraine, Egypt, etc. – using pirated Microsoft software rather than LibreOffice or OpenOffice. Or when I see nonprofits struggling with expenses and spending huge amounts of money on proprietary software from multi-billion dollar companies rather than FOSS software. FOSS products are powerful, constantly debugged and upgraded, and feature-rich. The support forums for them are as good as anything large software corporations provide.

OpenOffice has been one of my favorite FOSS tools for years. It has word-processing, spreadsheet and presentation features every bit as powerful as Microsoft, at least for my needs, and it’s opened Microsoft files, and created them for me to send to others, as easily as it is for Microsoft to open old versions of its office suite, which many of the people I work with are still using.  But I also use LibreOffice, which is also a FOSS office suite, with all the same features. Why do I use both? Because, sometimes, one will do something the other won’t.

With all that said, there is a history behind these two FOSS efforts that is worth your reading, if you are interested in community engagement, volunteerism, responsive-management, transparency and mission-based organizations. The history shows how clashes regarding commitment and goals between paid leaders and devoted volunteers can lead in splits in programs, and shows the importance of ongoing cultivation of new volunteers – in contrast to assuming volunteers will just magically materialize, the way they always seem to have.

When the company that produced OpenOffice was purchased by the the for-profit corporation Oracle in 2010, Oracle became owners of OpenOffice. The thousands of volunteers that had been contributing to OO, constantly refining the product, as well as promoting it to others, were concerned at Oracle’s lack of activity on or visible commitment to OpenOffice. These volunteers are passionate advocates of FOSS, not just OO, and they were dedicated to seeing the tool not only continue, but continue to evolve, as all software must to survive. A group of OO devotees created the Document Foundation, a nonprofit organization to either manage OO once Oracle let it go – which everyone thought they would – or to create an alternative software. Oracle was invited to become a member of the Document Foundation, so that they Oracle could help with the transition when they discontinued OO. Instead, Oracle surprised everyone: the company demanded that all members of the OpenOffice.org Community Council also involved with the Document Foundation to step down from the council, claiming a conflict of interest, and things turned hostile. LibreOffice was born, and volunteers left in droves to join the effort to refine and promote it. In 2011, Oracle announced it was, indeed, ending development of OpenOffice and that it would give OpenOffice code and trademark to the Apache Software Foundation. OpenOffice continued to be refined and new releases came to fruition, but LibraOffice won the battle for volunteer developer participation.

From what I’ve read, I get the impression that the Apache Software Foundation folks envisioned that the developer pool for OpenOffice would come from seeded by IBM employees, Linux distribution companies and public sector agencies – in short, they thought other organizations would donate talent, because they had before, but they didn’t think about recruiting online volunteers themselves. And now the foundation is struggling with recruiting volunteer developers for Open Office. Things are so dire that the Apache Software Foundation recently outlined what discontinuing the product could look like.

Volunteers deliver the program of both of these foundations. Here’s what the Apache Software Foundation says on its web site:

All projects are composed of volunteers and nobody (not even members or officers) are paid directly by the foundation for their job. There are many examples of committers that are paid to work on the projects, but never by the foundation themselves, but rather by companies or institutions that use the software and want to enhance it or maintain it. Note that the ASF does contract out various services, including accounting, Press and Media relations, and infrastructure system administration.

I love that so many open office projects, including the Document Foundation/LibreOffice, have a commitment to their program being delivered by volunteers rather than paid staff, NOT because they want to save money, but because of the nature of their program itself, which they believe is best delivered by volunteers. They believe volunteer engagement is community engagement and that volunteers are the best people for program delivery – a radical idea I’ve promoted to a lot of nonprofits and gotten a LOT of pushback for.

One of the things I love about these FOSS efforts fueled by thousands of online volunteers all over the world is that they involve volunteers based on what they call meritocracy: new volunteers start by completing microvolunteering tasks, such as sending little patches for problems with the software they find, or sending helpful suggestions regarding improving the software, or replying to official online discussions about the software. Their micro contributions are valuable and consistent. When they have proven themselves to be reliable, trustworthy and helpful, they may be asked for more substantial contributions, or they may offer to take on a larger task themselves, and then complete it successfully. The core group of volunteers may feel the person has proven him or herself as a volunteer, that their commitment to the project is genuine and ongoing, and, therefore, their contributions merit their full inclusion in the development community, granting them direct access to the code repository and to conversations with other volunteers. This increases the number of volunteers and increases the ability of the group to develop the program, and to maintain and develop it more effectively. It’s a method of volunteer screening and recognition, all in one!

So, with all that said… can OpenOffice be saved? Yes – as long as the Apache Software Foundation leadership can make a strong case for OpenOffice to not only Microsoft, but LibreOffice as well. If they can, then attracting new volunteers is relatively easy – at least it would be for, say, me, to develop a very effective recruitment strategy for such, if they have a commitment to carrying it out. OpenOffice was downloaded more than 29 million times in 2015 – that to me says there is a lot of interest in this initiative continuing. Oh how I would love to help them make it so…

The importance of Twitter lists

Twitter_logo_blueAs I said in a recent blog, called the awesome power of Tweet tags, I am still a huge fan of Twitter. As I said in that blog, I still get so much more out of Twitter than Facebook, professionally:

  • I get a great sense of what folks are doing in the areas of expertise and work I care about most
  • I can easily find and connect with amazing experts in areas of expertise and work in which I’m intensely interested
  • I can find what I’m looking for and easily screen out what I don’t care about
  • When I tweet, I get replies and retweets and even requests for more info – real engagement – as well as traffic to my blog and web site

But you should also be aware of another way to leverage Twitter for your nonprofit, government or other mission-based organization or program: creating and sharing Twitter lists, where you curate accounts based on some aspect of your program’s mission or location. For instance:

  • an animal shelter should have a public Twitter list of other shelters and animal rescue groups in the area, and another list of accounts tweeting credible information regarding animal care and training
  • a small college or university should have a Twitter list of its own departments, faculty and students using Twitter to talk about their university work
  • a police department should have a Twitter list of other law enforcement agencies in the area and nearby, and another list of accounts by nonprofits addressing issues that contribute to crime prevention (homeless shelters, drug treatment centers, programs to help teens, etc.)
  • a city office should have a Twitter list of other city offices
  • a public school should have a Twitter list of registered nonprofits in the area focused on youth
  • a water and sanitation program in a developing country should have a Twitter list of similar programs in other countries, so staff can look for ideas they can use in their own area, and have a list of programs and organizations in-country that have funded or might fund the WATSAN program
  • an association of managers of volunteers should have a list of all of the nonprofits in the area with Twitter accounts, another list of all student groups at local colleges and universities in the area that regularly engage in public service, and another list of all civic groups in the area using Twitter.

Creating Twitter lists and sharing them with the public affirms an organization’s mission, establishes a program as a leader regarding that mission, creates valuable resources for people you are trying to serve, and creates another way for you to attract Twitter followers. It also makes it much easier for you to be able to check in with what’s happening with specific audiences – instead of following them all on Twitter, you put accounts on lists, and then read those lists when it’s time to catch up on a particular area of interest to you.

Here’s a good example: Northwest Oregon Volunteer Administrators Association (NOVAA) has several Twitter lists. One is made up of nonprofits in the greater Portland, Oregon area that tweet, a list of people tweeting about the management of volunteers, and a list of people and organizations that tweet about volunteerism and volunteer recruitment. By having such lists and sharing them with the public, NOVAA is helping promote its brand as an organization that can help organizations in the area, including nonprofits, schools and government agencies, regarding effective volunteer engagement. What would be great is if they also had a list of all public officials in the area, or that represent the area, that are on Twitter, so that they could easily follow what those people might be saying regarding volunteers and NOVAA members could more easily contact those representatives regarding volunteerism.

Here’s another good example: United Way of the Columbia-Willamette, also in Portland, Oregon. One of its Twitter lists is of its partner organizations on Twitter. Another list is of organizations focused on helping people and families work towards financial stability. Like NOVAA, they also have compiled a list of nonprofits in the greater Portland, Oregon area that tweet. So UW is using its Twitter lists to both promote nonprofits in the area and help people in the area find the services at nonprofits they need – in short, they are using Twitter lists as a part of their mission to “improve lives, strengthen communities and advance equity by mobilizing the caring power of people across our metro area.”

Here’s how it works for me: I maintain several public Twitter lists – lists of people and organizations that regularly tweet about subjects of interest to me. These lists affirm my areas of expertise and my interests as a professional, help establish me as a leader regarding some of these areas, and create valuable resources for people and organizations with whom I want to connect in some way. It also cuts down on how many people I have to follow on Twitter;  instead, I can put people and organizations on various lists, by subject matter, geography, whatever, and then check in with those lists as I like. I pick one or two of my lists a day, and then spend a few minutes going through the tweets of that list.

For instance, there’s my Tech4Good ICT4D, a list of people and organizations that regularly tweet regarding computers and the Internet used to help people, communities and the environment. Or my ework evolunteer list, which tracks people and programs tweeting about telework, telecommuting, remote work, virtual teams, distributed teams, virtual volunteering, etc. Or my CSR  list, which is made up of corporations that tweet about their philanthropic and social responsibility activities, and people and organizations that tweet regarding corporate social responsibility. My several public Twitter lists become both ways to brand my interests and expertise as well as a way to offer resources that others might find useful.

Take Twitter to the next level: make it not only an outreach and engagement tool, make it something that promotes your program through the lists you curate!

One of my favorite things about Twitter is tweet tags – keywords or phrases with a hash mark (#) in front of them. They are my favorite way to find great information on a specific subject, and for me to reach people that aren’t following me on Twitter but are following the tweet tag (by “following”, I mean that they look for tweets with that tag, specifically).

How do I find tags to follow? Either via other Twitter accounts I follow, or I think of them and wonder if any is using them and so I look for them. I also look at what’s trending on the left side of my Twitter screen on my laptop, and sometimes those trending tags inspire me to share something using such myself.

I also leverage Twitter tags associated with United Nations Days that are somehow associated with my work or interests. For instance, August 19 is World Humanitarian Day, a day meant to honor those who have been killed whilst doing international aid work and to recognize the work being done by humanitarians worldwide – local as well as international humanitarians. The tag the organizers use ever year is #WorldHumanitarianDay. Some years, they have a second tag for a specific theme; in 2016, that tag was #ShareHumanity. So I used HootSuite to program tweets in advance that would be posted a week before the day, the day before, and then lots the day of, and that were tagged with #WorldHumanitarianDay and/or #ShareHumanity. The result was that many people following those tags ended up retweeting my tweets, and I got a few new followers as a result (and some great people and organizations to add to my Twitter lists).

Tweet tags to use and follow will differ from person to person, and organization to organization. For instance, when I was in Ukraine, working for the UN, I recommended that @UNDPUkraine use these tags regularly, both on their own tweets and to follow:

Give it a try yourself! Searches can be saved, for easy daily or weekly references. I don’t check all the tags every day – usually just a few times a month. And this is anonymous – people can’t see which tags you are looking for and following yourself.

Should you create your own tweet tag for a conference, a program, your region, a cause, etc.? Only if you believe you can get lots of other people to use it, and you understand you will not own the tag, that absolutely anyone on Twitter can use it. women-only hours at community Internet centers? why?

women-only hours at community Internet centers? why?

Back in August 2003, I had the pleasure of co-hosting an online discussion at TechSoup regarding Gender and the Digital Divide. It was a discussion regarding the barriers that keep women and girls away from computer and Internet-related classes and community technology centers (telecenters, Internet cafes, etc.). One of the things that came up in this discussion back then was that the barriers for women and girls to tech access are even more pronounced in developing countries, where family-obligations and cultural practices keep large numbers of women from ever stepping foot into a community technology center, telecenter, Internet cafe, etc., whether nonprofit or privately-run.

I was reminded yet again of this recently while corresponding with an Afghan female colleague: her employer has blocks on hundreds of web sites, including several she needs for her own career and skills development. But using an Internet cafe is not an option for her, and thousands of other women in Kabul like her, because:

    • her family would never allow her to go to such a place without a mahram (a male relative she could not marry, such as a brother, uncle, or father, acting as a safety and social escort), and most men aren’t willing to devote a few hours a week to accompany a female relative to an Internet cafe.
  • given the atmosphere of many public Internet sites — the posters in the wall, what’s being looked at on some of the computer screens by male patrons, men coming and going — it’s not an option for her to use a public Internet site even with a mahram.

My friend — and thousands of other women in Kabul — need a place that’s either devoted only to women Internet users, or, a public site that has women-only hours. I have yet to find either using Web searches and posts to various online communities.

But it’s not just in Kabul. Cultural practices keep women out of public Internet sites in communities all over the world.

I appreciate so much that I have the freedom where I live to walk into any public place with Internet access, and not have to worry about any social or legal ramifications as a result. But I also have to acknowledge that not every woman on Earth does have this freedom and, until they do, community technology centers run by nonprofits and Internet cafes run for-profit need to think about their accommodations for women and girls.

Public Internet access points in Kabul, elsewhere in Afghanistan, or in other developing countries, can encourage more women to use their services by:

    • creating women-only hours at a time that is appealing to women, or creating a women-only space with its own supervised entrance/exit and its own bathroom
    • providing women-only classes
    • staffing women-only hours, women-only spaces or women-only classes by women volunteers or women paid staff members, and with just one or two male staff members (if any) closely supervised and never, ever alone with any woman (staff or customer)
    • providing childcare for women using the site (it’s okay to charge a nominal fee for this)
  • a computer user space free of any images that might be deemed offensive to a conservative culture

How else can community technology centers, telecenters, Internet cafes, etc. in conservative areas be more accommodating of women and girls? Let’s hear from you.

whitesaviorbarbieIf you are going abroad, particularly to developing countries, even just for vacation rather than a humanitarian mission, be really careful and respectful in what you write for the public about your travels, including your use of social media – blogs, Twitter, Facebook, Instagram, etc. -, and what photos you take and post. Think about a post or photo carefully before you publish: is it accurate? Is it enlightening? Could it be seen as patronizing? What would the people I’m talking about say if they read what I said/saw my photos? Would it be acceptable for a stranger to talk about your community, and share photos of your children, on their blog in the way you are about to?

Earlier this month, National Public Radio did a story about how Zambians, other Africans and aid workers are using social media to show factual errors and condescending remarks in a memoir by British actress Louise Linton about her gap year. The hashtag being used is #LintonLies.

An excerpt from Linton’s book:

I still sometimes feel out of place. Whenever that happens, though, I try to remember a smiling gap-toothed child with HIV whose greatest joy was to sit on my lap and drink from a bottle of Coca-Cola.

Really? THAT moment was that child’s GREATEST JOY?! And that is the kind of circumstance that makes you feel not out of place? She also talks in her memoir about child soldiers in Zambia – something that is not actually an issue in Zambia. Throughout her book, she confuses Zambia with Congo and Rwanda. The Zambian embassy in London has even called her out.

And then there’s actress Debra Messing, who seems similarly confused about Africa being a country, and posted photos online recently that gave people the impression that her message was more about “look where I am!” than the people she was supposed to be there FOR on behalf of two NGOs, as dissected by a commentator at Jezebel.

It all looks like ‘White Savior Barbie’ come to life – White Savior Barbie is an Instagram account that hilariously parodies volunteer selfies in developing countries, as highlighted in this article on the Huffington Post. There’s also an article in the satirical magazine The Onion that mocks voluntourism , joking that a 6-day visit to a rural African village can “completely change a woman’s facebook profile picture.”

I actually have a little bit of sympathy for Messing. I know that they had good intentions. And we’ve all done things out of ignorance that we later, often quickly, regret. We all make cultural missteps. We all make communications missteps. And aid workers can get quite carried away in an ongoing and very smug game of more-in-tune-with-people-and-not-acting-privileged-than-thou when they mock volunteer humanitarians and others, and that can be just as bad as the missteps they mock. I’ve been called out a few times for things I’ve written my blogs from developing countries – sometimes I haven’t agreed with those criticisms, sometimes I have. But I hope I’ve never come from a place of “look at me going to save all these poor people!”

I also hope these missteps don’t stop people from sharing their adventures online, including photos:

UNICEF recognizes the enormous power of visual imagery such as this to engage, inform and inspire audiences – and to advocate for children’s rights. I learn so much reading various posts on social media from people working in developing countries. It’s brave to put yourself and your thoughts and opinions out there, for public consumption. But be ready to revisit what you’ve said and thought online when it comes under public criticism.

And aid agencies, PLEASE train your workers, including volunteers and celebrity representatives, on how to use social media – and what not to do – before they start their work abroad or go on a field visit.

Update May 10, 2017: A photo of a young girl being raped, used by the magazine LensCulture to promote a for-profit competition by Magnum, a prestigious photo agency, violated UNICEF’s ethical guidelines on reporting on children by showing the victim’s face, which makes her identifiable, and lacked any explanation regarding the enslavement and abuse of the girl. The incident also brought attention to a broader issue in photojournalism: how the Western media depicts — and often demeans — young women and girls in poor countries. More about the incident here (the photo is NOT shown on this page).

Update March 26, 2018: This story was originally published on November 26, 2017 and has been updated. An Instagram user who goes by the name of Jossa Johansson came under fire for the caption of a post with a photo of herself embracing a little girl from Kibera, Kenya. It began, “One of the happiest moment in your life was probably when you met me and my friends,” wrote Johansson. And from there, it gets even worse. The uproar reinforces the message of a joint campaign aimed at volunteers in developing countries: Think before you snap that photo (and write that caption). The campaign offers guidelines and a cheeky video to first-time travelers or young volunteers eager to capture every moment of their vacation or mission on Facebook or Instagram. It was created by Radi-Aid, a project of the Norwegian Students’ and Academics’ International Assistance Fund (SAIH) that fights stereotypes in aid and development, and by Barbie Savior, an Instagram parody account. A seemingly innocent selfie with African kids, for example, can perpetuate the idea that only Western aid, charity and intervention can “save the world,” says Beathe Ogard, president of SAIH in Norway. These children are portrayed as helpless and pitiful, Ogard says, while the volunteer is made out to be the superhero who will rescue them from their misery.

Police: use social media to invite community participation, show compassion

handstopI’m noticing a big social media misstep this week: lots of law enforcement agencies, mostly police departments and sheriff’s offices posting in solidarity with Dallas, Texas police – as they absolutely should – but that were silent after the shootings of Alton Sterling and Philando Castile this week.

Of course you should support your own tribe – I certainly do, when it’s one of my tribes: aid workers abroad, nonprofit workers here in the USA, journalists, and Kentuckians.

But it’s also a time to counter narratives that create mistrust and call for violence. It is a time when we all need to show that, even if we disagree, we do not believe violence is the answer, and we stand together, as humans, from a place of compassion and rational thought.

Here’s some ideas for phrases for law enforcement agencies to post on, say, Twitter, when there is a shooting by police of a citizen, and there is controversy about that shooting:

We are closely following events in [[name of city where shooting occurred]]. We hope for compassion  for families affected, peace at protests. 

We strive to build connections in our community. All are welcomed to apply to ride along with 1 of our officers. Info: [[link]]

We welcome local #blacklivesmatter activists to our citizens’ academy, to talk with our officers, ask questions: [[link]]

We provide many ways for any community member to meet with officers, face-to-face, talk with us. Info: [[link]]

We will have a meeting on [[date]]; community members welcomed to come, ask questions re: our policing policies [[link]]  

These are deliberate messages that acknowledge what has happened, and even if you think a civilian shooting is justified, you are showing that you acknowledge that there might be a disconnect with some in your local community, and you want to bridge divides.

Yes, you are going to get hateful responses to such social media messages. But it’s not those people you are reaching out to. You are reaching out to local people in your own community who have had negative experiences with the police, or who are skeptical of law enforcement, for whatever reason. You are saying to those members of your community, “We hear you, even if we don’t agree with everything you are saying, just as you don’t agree with everything we are saying. But we do want to meet you, to know you, to talk with you outside of law enforcement situations. We welcome you. ‘Protect and Serve the community’ means YOU too.”

Of course, you cannot say any of that if it’s not true… but I think, for the majority of law enforcement agencies in the USA, it is. Let’s stop the cycle of outrage with sincere, honest community outreach, transparency and understanding.

The shock about the vote from “expert” economic policy advisors and political pundits on CNN and the BBC demonstrate shows just how profoundly out of touch they are with the thinking of so many everyday citizens, just like they were in 2005 about France and the Netherlands and how they felt about the EU. I predicted those 2005 results too, by the way. Back in 2005, I sat in Germany each evening after work, listening to all the experts on TV say over and over that there was no way French voters would reject the EU Constitution, and I thought, wow, you are all wrong and I can’t believe you don’t see what’s coming. And when the French rejected that Constitution, as I predicted, those same experts assured the world that the Dutch would approve it, by a wide margin. Again, I shook my head in disbelief at how out-of-touch they were. Three days later, Dutch voters rejected the constitution by 61.6% of voters.

I’m not the brightest bulb in the box, as we say back in my home state. But I listen. I hear. I heard the comments at parties and over lunches. I don’t speak French, or Dutch, or much German, yet I knew what a majority of people were thinking. Why didn’t you?

eu aid volunteersI was involved in creating the virtual volunteering strategy for the EU Aid Volunteers initiative as a consultant. I also was paid by the EU to research and write a paper, Internet-mediated Volunteering in the EU:  Its history, prevalence, and approaches and how it relates to employability and social inclusion, for the ICT4EMPL Future Work project undertaken by the Information Society Unit of the Institute for Prospective Technological Studies at the European Commission’s Joint Research Centre. Yes, I’ve benefitted from the EU. I’m pro EU – I think the common currency and common safety and trade regulations are a great idea. I think the common agreements about human rights are a great idea. While I think the EU needs a lot of reforms, while I think they’ve made a lot of missteps, I’m pro EU. But I also listen – and I hear the backlash.

My biggest problem with the EU is regarding communications: the EU has done a very poor job of communicating to everyday citizens about what’s happening, and why. It’s done a very poor job of making everyday citizens feel a part of the decisions that are being made about their lives. Whether the EU has or has not over-reached is someone else’s blog. I want to talk about just how the EU talks – and listens.

Here’s an example of an EU communications misstep. The flag requirement isn’t really the problem; the way it is communicated, and so easily spun by opponents, is a problem. Here’s another example of an EU misstep, regarding overturning a long-held Germany road rule. It’s these kinds of mistakes, over and over and over again, that have alienated people on the grassroots level. They feel left out. They feel marginalized. The “leave” votes are from people who feel very strongly that their language, their food, their values and even their history are under attack by the EU. I have heard these statements again and again from people in the UK that voted to leave the EU: “We are now in control of our own destiny” and “We’re tired of being talked down to.” You built this sentiment, EU. This is the result of your poor communications.

What now, Brussels? If you want the EU to survive:

  1. The EU must immediately employ the same citizen participatory decision-making in Europe that it demands of projects it funds in the developing world. You must discuss with citizens, not just officials. You must ask for feedback from them and show you have heard that feedback. You do a great job with social media. EU agencies and representatives are awesome on Twitter and Facebook. And that’s probably part of the reason people under 50 in the UK voted to stay in the EU. But, Brussels, you do a lousy job at traditional communications methods, and that’s part of the reason people 50 and over voted to leave. Traditional communications methods: lots interviews on TV, including on morning shows and other high-visibility talk shows. Interviews on the radio and local publications. Take your message directly to the citizenry, and get your feedback directly from them. Then show you are listening – talk about what you are hearing, even if you don’t like what you’re hearing. Say loudly when you have altered something because of the feedback of citizens.
  2. You must celebrate the culture and history of individual European countries. You must demonstrate that you honor individual languages and cultural practices and the different values and the different histories of different countries in the EU family. You are going to have to demonstrate that the word multi-cultural includes absolutely everyone – that’s how you get people to embrace that word, by showing that it includes everyone. You are going to have to have individual EU offices integrate that kind of diverse cultural celebration in all of their work. That doesn’t mean compromising on the standards of, say human rights. That doesn’t mean appeasing extreme right-wing groups. It does mean not freaking out that people want to say “I am French” or “I am Dutch” or “I am English” instead of “I am part of the EU.” I am a Kentuckian. I am a citizen of the USA. I am a citizen of the world. I am not a citizen of NAFTA. I’m no fan of David Cameron, but his comment that “It should be nation states wherever possible and Europe only where necessary” spoke to a lot of people’s hearts – not just right wing nationalists, but also many people who are proud of their heritage but don’t want to force it on anyone else. Ethnic, cultural and gender identifiers are each very personal, precious things, and people, even a left winger like me, are possessive of how they identify and want to be identified. That’s something to keep in mind if you work with… well, people. Nationalism doesn’t have to mean segmentation or segregation. It doesn’t have to mean walls. It can mean, “We’re having an Irish music festival and EVERYONE is welcomed!” It can mean there will be a French cheese festival in a small town in Germany and EVERYONE is welcomed to come try some and buy some (lawdy knows I did when I lived in that small town in Germany…).
  3. Talk about the people of Europe for whom life isn’t going well. Talk about what everyday Greek citizens went through – and are still going through – because of austerity. Show them sympathy. Show them compassion. Say why, ultimately, and clearly, their life will be better because of your economic reforms.
  4. Regularly talk about the benefits of EU membership for everyday people. Show it, in statistics and stories. Sell the ideal every day for ordinary citizens. Don’t just assume people know.

You can survive this, EU. But you are going to have to change how you communicate, quickly!!
