Germany needs 90 thousand volunteers immediately

Germany is getting rid of its compulsory military and community service for young men, and German hospitals, retirement homes, hostels, Red Cross chapters, agencies serving people with disabilities, and other social service and community agencies across the country are deeply worried about how they will now staff their organizations.

For more than 40 years, young German men, age 18 to 20, were drafted into military service — it was originally a two year commitment, but over the years, it was reduced to 15 months, then reduced to 12 months, and most recently, reduced to six. The reductions have been a result of cost-cutting. Men could substitute community service at German social service agencies for military service; the community service commitment was usually a bit longer, by a few months, than the military service. Men who opted for community service instead of military service are known in Germany colloquially as “Zivis.”

But the days of compulsory service — and the Zivis — are over as of 2011. Hundreds of charities across Germany that have relied on almost 100,000 conscripts to run their organizations are bracing for a severe labor shortage. Many charities don’t believe they will be able to find enough volunteers willing to do the grunt work that Zivis have done – washing dishes, cleaning rooms, preparing meals, etc.

Can Germany recruit 90,000 volunteers to replace Zivis? Yes – but it will take a sweeping, fundamental rethinking of how Germany charities perceive the role of volunteers, and a LOT of training and support to implement this new thinking.

Germany already understands the value of volunteers in fire fighting. Germany has the most volunteer fire fighters, per capita, of any country in the world. In Germany, for a community served by volunteer firefighters, the first truck must arrive within eight minutes. Volunteer firefighters train alongside professional firefighters — there is no two-tiered training system, one for professionals and one for volunteers. Volunteers stay for years, not just weeks or months. And volunteer fire fighters fight fires, protecting humans, businesses and property. Yes, they also do grunt work, but they also fight fires. Whether they know it or not, Germany already trusts volunteers with critical services; Germany needs to build on that for other community services.

The place to start: German charities need to involve volunteers in more than grunt work:

    • They need to think about volunteers in the ways organizations here in the USA that are staffed primarily by volunteers do. Volunteers deliver the majority of services provided by the American Red Cross and the Girl Scouts of the USA, for instance, staffing not just the grunt work but leadership positions as well. Many of their volunteers stay for years, not just weeks or months, because they do much more than grunt work. Volunteering varies across cultures in many aspects, but one thing that is always the same, culture-to-culture, country-to-country: volunteers want to feel like the work they are doing is critical, not just nice, but necessary.
  • In addition, volunteering needs to be tied to high school and university work, where appropriate, giving students practical experience applying what they are learning in classrooms — service learning. Certain community service should earn the volunteer high school or university class credit.

To make this transformation possible, however, will take intensive, advanced volunteer management training for charities, for universities and for government agency staff. It also may mean paying people to do the grunt work, while reserving positions with high levels of responsibility for volunteers – that’s a radical way of thinking for many people.

I trained a few times in Germany, and I was taken aback at how far behind the country is with regard to volunteer management:

    • Representatives from volunteer centers told me they would not use online databases of volunteering opportunities because “then no one will use our volunteer center.”
  • Residents who are not ethnically-German are vastly under-represented among the staff of most charities and community service organizations in Germany; you can go to a village in Germany with a significant ethnic-Turkish population, for instance, but you won’t see volunteers from this population at the local fire house. In my eight years in Germany, I never found any charity or community service organization that involved volunteers that was undertaking recruitment activities targeted on minority communities specifically — yes, I looked.

This is a challenging time for Germany, but it’s also an amazing opportunity for Germany to ramp up its involvement of volunteers, and transform its society in a number of positive, sustainable ways. It could become a model for the rest of the EU! Attention Germany: I’m ready to help!

Die Tage der Wehrpflicht – und der Zivis – sind vorbei ab 2011. Hunderte Wohlfahrtsorganisationen in ganz Deutschland, die auf die Arbeit der fast 100.000 einberufenen vertraut haben, sehen sich jetzt einer radikalen Verringerung ihrer Arbeitskräfte gegenüber. Viele Organisationen glauben nicht, daß sie ausreichend Freiwillige finden können um die Routinearbeit zu erledigen, die bis jetzt von Zivis erledigt wurde – spülen, Räume reinigen, Mahlzeiten zubereiten, usw.

Kann Deutschland 90.000 Freiwillige rekrutieren um die Zivis zu ersetzen? Ja – aber es verlangt ein fundamentales Umdenken wie deutsche Wohlfahrtsorganisationen die Rolle von Freiwilligen verstehen, und VIEL Übung und Unterstützung um dieses neue Denken auch umzusetzen.

Deutschland versteht bereits den Wert von Freiwilligen in Feuerwehren. Deutschland hat die meisten Freiwilligen Feuerwehrleute pro Einwohner aller Länder weltweit. In einer deutschen Gemeinde mit einer freiwilligen Feuerwehr muß nach 8 Minuten erste wirksame Hilfe durch die Feuerwehr geleistet werden. Freiwillige Feuerwehrleute erhalten die gleiche Ausbildung wie Berufsfeuerwehrleute, es gibt keine zwei Klassen-Ausbildung. Freiwillige bleiben für Jahre, nicht nur für Wochen oder Monate. Und freiwillige Feuerwehrleute bekämpfen Feuer, retten Menschenleben und schützen Sachwerte. Ja, sie machen auch Routinearbeit, aber sie bekämpfen auch Feuer. Ob sie es wissen oder nicht, Deutsche vertrauen bereits jetzt Freiwilligen mit Aufgaben von entscheidender Bedeutung; Deutsche müssen dies auf andere soziale Aufgaben ausdehnen.

Der Anfang: Deutsche Wohlfahrtsorganisationen müssen Freiwillige für mehr als nur Routinearbeiten einsetzen:

    • Sie müssen sie genauso ansehen wie Organisationen in den USA, deren Mitarbeiter hauptsächlich Freiwillige sind. Ich habe ein paar Schulungen in Deutschland geleitet und war erstaunt wie weit zurück dieses Land ist im Bezug auf Management von Freiwilligen“? :

    •  Vertreter von Freiwilligen-Zentren erzählten mir, sie würden keine Online-Datenbank für verfügbare Ehrenämter benutzen, weil “dann wird niemand unsere Freiwilligen Zentrum besuchen.”
  • Einwohner mit Migrationshintergrund sind weit unterrepräsentiert in der Belegschaft der meisten Wohlfahrtsorganisationen und gemeinnützigen Organisationen in Deutschland. Man kann z.B. in eine Gemeinde mit deutlichem türkischem Bevölkerungsanteil gehen, aber man wird keinen Freiwilligen dieser Bevölkerungsgruppe im örtlichen Freiwilligen Feuerwehrhaus antreffen. In meinen acht Jahren in Deutschland habe ich nie eine Wohlfahrtsorganisation oder gemeinnützige Organisation, die Freiwillige einbezieht, gefunden, die Anwerbung speziell auf Minderheiten zugeschnitten hatte – ja, ich habe danach gesucht.

Es ist eine herausfordernde Zeit für Deutschland, aber es ist auch eine einzigartige Gelegenheit für Deutschland, um die Einbeziehung von Freiwilligen zu steigern; und um seine Gesellschaft in einer positiven und nachhaltigen Weise zu transformieren. Deutschland könnte zu einem Vorbild in der restlichen EU werden! Aufgepasst Deutschland: Ich bin bereit zu helfen!

Needed: Online Volunteering Research

On the Volunteers & Technology forum at TechSoup, someone asked me what I thought the top five potential research areas are regarding online volunteering.

My answer is there, but I’ll put it here as well, with some additional info.

First, I should note that no institution is doing online research regarding online volunteering, and no one person is consistently doing it, including me — I do it when I can, as I have no funding to do such (and, actually, I haven’t been seeking any). I’ve done more in the last two years, for the revision of the Virtual Volunteering Guidebook (to be released early next year), than I’ve done in the 10 years before — but I was stunned at the lack of research by other people I could reference.

Studies regarding volunteering don’t include anything about online volunteering, despite the practice being more than 30 years old. I get an email about twice a year from some graduate student wanting to do a study about online volunteering, and I’m happy to help them, but their topic is always the same, and not at all what’s needed by the field: the motivation of online volunteers. Snooze.

For practitioners — as in nonprofit and government staff that want to be successful in engaging online volunteers — I think the priority research needs regarding online volunteering are the following, but not in any order of priority — any of them would be hugely welcomed by practitioners:

    • What are the factors for success in an online volunteering completing a volunteering assignment.
  • What are the factors that keep an online volunteer supporting an organization for at least a year.

For those first two, practitioners have been talking about this, and I’ve been talking to them about it, but I haven’t been researching it in a consistent way that would meet rigorous academic standards. For those who have been involving online volunteers themselves: we know the answers, for the most part, but the only actual academic research is from back in the 1990s. There really needs to be current research, and not by me. Such research would be an affirmation that’s really needed by practitioners in mobilizing resources to involve volunteers and, as there are a few people running around claiming loudly that no screening, no orientation, no prepping of online volunteers is needed at all, that online volunteers will magically complete their assignments without organizations being so “bureaucratic”, it means a lot of volunteer managers can get push back from senior management when asking for critically-needed resources to properly screen and support online volunteers.

Other research priorities, IMO:

    • Are there management needs that are different for online volunteers representing different groups (by age, by geographic region, by profession, by education level, etc.) to complete assignments and to be inspired to continue supporting an organization over months rather than just days or weeks.
    • How much does involving online volunteers cost – a comparison of at least 20 organizations in the USA (or any one country, for that matter).
    • What differences are there in the success of involving online volunteers in non-English-speaking countries in Europe in comparison with North America?
  • What differences are there in the success of involving online volunteers in developing or transitional countries where Internet access is available to large portions of the population (India, Nigeria, South Africa, Pakistan, Poland, etc.) in comparison with North America?

Okay, that was six instead of five. Those last two are needed hugely. Online volunteering is happening in other countries, whether the NGOs there admit it or not. I’ll never forget doing a training in Germany for about a dozen folks, and once I explained what online volunteering was, it turned out four organizations there were involving online volunteers — they hadn’t realized it, however.  Spain is doing a LOT regarding online volunteering — but no one is tracking it/researching it (I’d say they are ahead of even the UK in terms of online volunteer engagement — they were as of 2001, anyway).

Now, what I didn’t say on the TechSoup forum: why aren’t academics, organizations and institutions including online volunteering in their studies regarding volunteering? Why do they continue to ignore a practice that’s more than 30 years old, and has been talked about widely — in newspapers, at conferences, in online discussion groups — since the late 1990s? Here is why I think that’s the case:

    • Intellectual laziness on the part of of the organizations — and, in some cases, on the part of individual researchers.
    • These organizations and institutions, and many academics, are simply not in touch with what is happening on the front lines of volunteer engagement. They don’t participate in online discussion groups about nonprofits, with practitioners, for instance. Their silence is deafening.
    • They do not listen to others outside their immediate circle — and they let funders, even from the corporate world, define their research topics. Try writing, say, the Corporation for National Service or the Pew Research Center about online volunteering and the need for research or the need for it to be consistently included in volunteerism research, and see if they respond. Yes, I’ve tried, more than once. No, they never wrote back. I gave up.

Another anti-volunteer union

Unionized school employees in Petaluma, California, some of whom have been laid off due to budget cuts, do not like it that parent volunteers are now doing the work they were once paid to do. But even more: the union does not believe volunteers should be involved in the schools at all. Loretta Kruusmagi, president of the 350-member employees’ union bargaining unit at Petaluma Junior High School in California, said of the parents. “Our stand is you can’t have volunteers, they can’t do our work.”

On the one hand, I completely agree that the primary reason to involve volunteers should never be to save money:

But, ofcourse, on the other hand, volunteer involvement is essential for all sorts of other reasons, and I question the credibility of nonprofit organizations and government agencies focused on services to the public, like schools and state parks, that do not involve volunteers in a variety of ways, including in decision-making roles.

I believe passionately that certain positions — even the majority of positions in entire programs at some organizations — should be reserved for volunteers. The majority of programming by the Girl Scouts of the USA is delivered by volunteers. The majority of programming by the American Red Cross is delivered by volunteers. Going all-volunteer can be the right thing to do for all sorts of reasons that have nothing to do with money saved: It’s been true for the Pine Creek Information Center, it’s been true for the Aid Workers Network, and it’s true of lots of other organizations.

Why involve volunteers? What are the appropriate reasons?

    • Volunteer involvement allows members of the community to come into your agency, as volunteers (and, therefore, with no financial stake in the agency), to see for themselves the work your organization does.
    • Community engagement is community ownership. Volunteer involvement demostrates that the community is invested in the organization and its goals.
    • Involving volunteers — representatives of the community — helps educate the community about what the organization does.
    • Certain positions may be best done by volunteers. Volunteers can do anything. They can be counselors, advisers, theater ushers, short-term consultants, board members, projects leaders, project assistants, event coordinators, event staff, first responders, coaches, program leaders, classroom assistants, and on-and-on. Always be able to say why your agency wants volunteers, specifically, in those positions rather than paid staff (and never say it’s to save money!).
    • Involving volunteers creates support for your organization in other ways. How many volunteers are also financial donors? Have volunteers spoken at local government meetings or written letters to the editor of your local newspaper on your organization’s behalf? Are there any influential community members (elected officials?) who are former volunteers with your organization? What have volunteers done to educate friends and family about your organization and its mission?
    • Involving volunteers can be a reflection of your organization’s mission. If you are a nonprofit theater, for instance, you probably involve unpaid ushers. What have ushers experienced that is a reflection of your mission (which may be to present theater productions of that are of cultural significance for your community, or to ensure that community members of all ages and backgrounds are introduced to and educated about the place of theater in our society, etc.). If you involve volunteers as interns, how could you tie this involvement to the mission of your organization?
    • Involving volunteers can help your organization reach particular demographic groups — people of a particular age, in a particular neighborhood, of a particular economic level, etc., especially groups who might not be involved with your organization otherwise.
    • Involving volunteers can create partnerships with other organizations (nonprofits, government, business). Involving volunteers from a corporation might spur that corporation to give your agency a grant. Involving volunteers from a government office could lead to a program partnership.
    • Volunteer involvement can garner good PR (in media reports, government reports, blogs, etc.) regarding your community involvement.

There is no question that parents have the right to help out in public schools! Union president Loretta Kruusmagi is wrong, wrong, wrong to say otherwise. Just as the union of professional firefighters in the USA is wrong to “not condone” volunteer firefighters. Volunteers can, in fact, be the loudest non-Union voice in support of unions and other professionals. Since volunteers have no financial interest in the organization where they donate their service, their voice of support for professionals and their services, and their voice against budget cuts, can get the attention of the community, funders and the press.

Volunteerism FAIL

The Town and Country Inn and restaurant in Chattanooga, Tennessee (USA), was a for-profit business. Then it laid off 14 of its paid staff, who were being paid minimum wage ($7.25/hour) and room and board. It then asked these former employees to sign papers formalizing their transition from employee status to “residency volunteer status” with the newly formed Town and Country Foundation, and agreeing to undertake tasks in return for their housing — tasks that are the same as what they were being paid to do before. The motel claims to have organized a nonprofit foundation, but there’s no listing of a board of directors anywhere for the public to read, no mission statement, no volunteer recruitment strategy, and the owner of Town and Country, David Bernstein, seems to believe he still owns the organization, even though, as a nonprofit, it’s now owned by the board of directors — whomever they are.

I have talked about the appropriateness — and inappropriateness — of increasing volunteer-involvement in response to budget cuts before, most recently in this blog, Going all-volunteer in dire economic times: use with caution, which focuses on local volunteers in a small community in the state of Washington that mobilized to get a national forest center operating again, staffed entirely by members of the local community. While the national forest center went all-volunteer for all the right reasons (though I still had a lot of cautions about that), the Town and Country Inn and restaurant is exploiting volunteers and its nonprofit status, period.

An organization should involve volunteers because the organization wants to involve the community in its work and give people without a financial interest in the organization a firsthand look at how things work. It should involve volunteers to reach constituencies/demographics not current reached among staff and clients. And, most importantly, it should involve volunteers because volunteers are more appropriate to undertake certain tasks, rather than paid staff, not to save money, but because clients prefer to deal with volunteers, because it gives the community ownership of the program, etc.

Give certain nonprofit organizations all the money they need to hire all the paid employees they need and the Girl Scouts of the USA, the American Red Cross, and many other organizations, large and small, would still deliver the majority of their services with volunteers. Why? Because there are many services that are best delivered by volunteers, and because the strength of these organizations comes from the volunteers being the primary owners of these organizations.

The US Department of Labor is, supposedly, investigating what’s happening in Chattanooga. One question on the IRS form to establish a nonprofit in the USA asks whether the new entity is the successor of an old entity and, if it is, the business must explain that transistion — I think we all should see that answer.

Let’s hope these federal agencies are, indeed, investigating. Because this is wrong in every way.

Too late to volunteer for the holidays?

The rush began weeks ago: people calling soup kitchens, homeless shelters, Meals on Wheels, hospices, animal shelters and other places providing meals and shelter for people (and others) in need, asking if they can help serve food in November and December, specifically on Thanksgiving and Christmas. Look on the Community Service board on YahooAnswers and you will see messages from various people, teens in particular, trying to line up a simple volunteering gig for the winter holidays — one that will take just two or three hours to do, and not clash with their own Thanksgiving meal.

The vast majority of these potential volunteers will be turned away, because of the extreme popularity of short-term, fell-good volunteering activities at Thanksgiving and Christmas — there simply is not enough of these kinds of non-critical, easy tasks for all interested volunteers to do.

The reality is this:

    • Organizations that serve food to groups have their openings for volunteers during the holidays booked months in advance.

 

  • Most economically or socially-disadvantaged people in the USA find family to be with during the holidays. Most people staying in homeless shelters go to a family members home on Thanksgiving or Christmas Day (varies from shelter to shelter, but overall, this is, indeed, the case). That means that many shelters and soup kitchens don’t serve hoards of people on Thanksgiving or Christmas.

 

 

  • Most organizations don’t have activities available that people can waltz in, do in two or three hours, and leave, never to volunteer again until next Thanksgiving. Just as with for-profit businesses, there are few assignments “laying around” at nonprofits, waiting for just anyone who might have some time to do; tasks that need to be done at nonprofit organizations require capable people who are properly supported and supervised, to ensure work is of the highest quality; nonprofits and those they serve deserve nothing less!

For nonprofits: You know more than anyone that it’s very difficult to develop a one-time, non-critical, just-show-up volunteer activity that is worth all the time expense, particularly during November and December. But developing these activities can be worth doing if you can focus the  activity on cultivating support for your organization and its work beyond the just-show-up-for-a-few-hours task (micro-volunteering). Think of an environmental organization that sponsors a beach clean up: yes, there’s a clean beach at the end of the day, but there is also a database full of contact information for people who are potential financial donors and volunteers for more substantial, critical activities. Looking at this resource for volunteers can help you think about developing a simple activity for volunteers during the holiday you can leverage to cultivate longer term volunteers and donors — or, at least, to educate more people about the work your organization does and its impact in the community.

Online volunteers essential to Wikimedia fundraising

Wikimedia logoInstead of hiring a consultant to lead its annual fall fundraising campaign, as it has in the past, the Wikimedia Foundation is involving online volunteers to design this year’s annual fundraising efforts. About 900 online volunteers have participated in online planning sessions over the past five months, designing and submitting online banners, and testing banners and other fundraising messages. Campaign communications that got the best test results are being adopted. The campaign is already outpacing last year’s in terms of money raised.

Wikipedia is the highest profile activity of Wikimedia, with around 17 million entries in more than 270 languages, but its not the only project of this foundation. Have a look at all the Wikimedia projects to learn more about their various initiatives — all involving online volunteers.

What’s great about this campaign is that the volunteers aren’t being involved because of old-paradigm reasons like “We can’t afford a consultant so we’ll get volunteers to do this activity” or “Online volunteers are free! so we’re going to save money!” No, volunteers are being involved because Wikimedia has realized that volunteers — some of their most dedicated stakeholders — are the BEST people to lead this activity!

In an interview with the Chronicle of Philanthropy, Philippe Beaudette, a former volunteer who is now a Wikimedia Foundation staff member, said volunteers have been essential in making sure this year’s campaign messages are relevant in dozens of different countries where Wikipedia has avid readers. “I wouldn’t know how to ask for money in Zimbabwe, but now I know where to find the volunteers who can ask for money in Zimbabwe,” he says. “The cultural influence and diversity that have come together to support this fund raiser are overwhelming.”

It was assumed that a message from Jimmy Wales, the founder of Wikipedia, would do better than a solicitation from another spokesperson. But, says Mr. Beaudette, “we tested another banner from a young woman in Jakarta, Indonesia, and her banner did almost as well. She had one memorable line, ‘If you have knowledge, you must share it,’” which proved to be compelling to donors.

Mr. Beaudette says the foundation set out clear rules for participation from the start – something that is essential in effective online volunteering/virtual volunteering. Planning and discussion sessions with online volunteers began weekly and are now daily.

This is at least the second time the Wikimedia Foundation has involved online volunteers in the decision-making processes at the organization: more than a year ago, online volunteers, drawn mostly from the ranks of online volunteer editors of Wikipedia, engaged in a year-long process to develop a strategic plan for the Wikimedia movement. Wikimedia wanted their help in understanding what its initiatives should be in five years, and how Wikimedia could get there from here. I was a volunteer in that process; I started by adding myself to the Wikimedia expert database. I was later asked to join a Wikimedia task force – specifically, the Community Health Task Force. I was able to contribute probably eight hours total, over two weeks. I summarized my own recommendations here, and many of these became a part of the final proposal regarding volunteer recognition at Wikimedia.

As I said in my blog last year spotlighting Wikimedia’s activities, I love it when an organization invites volunteers to contribute to strategic plans, and I love it when they provide an online way to do so. It’s always a good thing to do. No matter what happens, Wikimedia can at least say, “Wow, we have a LOT of community members/volunteers who REALLY care about our future!” Can YOUR nonprofit say that?

But note that this online volunteering effort still requires paid staff to support the volunteers and coordinate their efforts. By the logic of many people, because Wikipedia and other Wikimedia Foundation initiatives involve thousands of online volunteers, the organization should have no budget — because volunteers are FREE, right? Wrong… Even at Wikimedia, online volunteers are not free, and here’s why.
