Questions for programs sending volunteers to developing countries

For a research project I’m working on with various EU-based NGOs through February 2014 or so, I’m gathering info on three related areas:

  • Volunteer-to-volunteer support online. How organizations that send volunteers to developing countries do, or do NOT, support these volunteers to interact with each other, or returned volunteers / alumni, online. I’m looking for strategies, procedures and policies, as well as assessments, formal or informal, about what’s working and what’s not.
  • Alumni networks. How these organizations set up and manage their alumni programs for returned volunteers – or if they don’t, why not, and if they don’t, would they be interested in such. Again, I’m looking for strategies, procedures and policies, as well as assessments, formal or informal, about what’s working and what’s not. For instance, there is a long-established alumni network for returned Peace Corps members, National Peace Corps Association, that is independently run from the actual Peace Corps program.
  • Online volunteering support. How these organizations support connections between volunteers currently serving in the field and online volunteers that have the expertise these volunteers to support them in their work – or if they don’t, if volunteers are engaging with such online volunteers on their own. For instance, Cuso International has a formal program, E-Connect, an e-volunteering pilot program that “welcomes new and returning volunteers to work with our in-country program partners remotely.” By contrast, the UNV program encourages currently-serving UN Volunteers to use its Online Volunteering service to recruit online volunteers to support them in their field work, but does not have a formal program to track or support this specific engagement.

It’s a challenging project because: 

  • So many organizations do not track these activities at their own organizations. For instance, when I worked at the United Nations Volunteers program from 2001-2005, I knew of program officers, each with a responsibility for a particular country or region, that had set up YahooGroups for the UN Volunteers they worked with in a specific region – yet, if you asked senior staff if online communities existed for currently-serving UN Volunteers, for peer-to-peer support, they would say no, because these activities weren’t well-communicated.
  • Language. If I say, “Do you have an online community that allows your volunteers to support each other?”, many staff will say no. But if I say, “Are you a part of any GoogleGroups or YahooGroups or Facebook Groups?” they will say yes, and if you ask “What are the groups”, you will find out that, indeed, such groups are for currently-serving volunteers and/or volunteer alumni.
  • No one person knows it all. There’s rarely one person at the organization that knows all of the online activities or alumni activities in which different staff is engaged. If you talk to one staff person at an organization, they may give you entirely different answers to your questions about online communities and alumni associations than another staff person.
  • A lot of online peer-to-peer support of volunteers in the field may not happen through an online community specifically for volunteers but, rather, through a subject-based online community for anyone, volunteer or paid, full-time employee / consultant, such as those engaged in evaluation activities using ALNAP’s Humanitarian Evaluation Community of Practice, or those engaged in water and sanitation programs.

A new “cyber” volunteering platform for small NGOs

The Cibervoluntarios Foundation is looking “to develop a cybervolunteering platform, made for little organizations worldwide.” They have a fundraising campaign at GlobalGiving to raise money for the platform, which includes a link to an 11-page document that provides a bit more information. Neither volunteers nor host organizations would be charged to use the platform.

I’ve tweeted the organization to find out how this proposed platform will be different from the United Nations’ existing Online Volunteering service, the world’s largest virtual volunteering platform for NGOs to recruit online volunteers. They tweeted back that cyber volunteering is different than online volunteering – but didn’t say how. I don’t yet see a difference. Cyber volunteering, in English, has been used since the 1990s as another word for virtual volunteering. 

Not that I don’t think  there’s room for new approaches to online volunteering – but given the over-abundance of platforms allowing organizations to recruit traditional volunteers, and how that has made it harder to recruit volunteers, not easier, I would hate to see the same thing happen with virtual volunteering.

According to the web site, “Cibervoluntarios” are:

Los cibervoluntarios dan conocer las posibilidades que ofrece el uso de las Nuevas Tecnologías de una forma útil, sencilla, bien a través de la red, bien en persona, de tú a tú, mediante cursos, charlas, conferencias, talleres, eventos, seminarios, entre otros.

My translation:

social change agents who contribute selflessly to promote the use of technological tools and knowledge among people with fewer opportunities to access and / or training… Cibervoluntarios use technology from a social perspective and help eliminate social gaps through advocacy, information and training in person, online and customized to meet the needs of each person or social group with which we work. The Cybervolunteer knows the possibilities offered by the use of new technologies in a useful, simple, either through the network, either in person, face to face, through courses, lectures, conferences, workshops, events, seminars, among others.

So, perhaps for this organization, cibervoluntarios or cyber volunteers are what are called, in English, circuit riders or ICT volunteers – volunteers that help both individuals as well as staff at nonprofits regarding using computer and Internet-related tools, and such volunteers can be both onsite and online. Examples of this would include all volunteers that help teach people computer skills at initiatives like Austin FreeNet (Austin, Texas), FreeGeek (Portland, Oregon), EmpowerUp (Southwest Washington state, Vancouver area), and World Computer Exchange – and even PeaceCorps and VSO. HandsOn also has several IT volunteer tech initiatives, which they brand as skilled-based volunteer engagement:

One of the first such ICT volunteering initiatives was through what was called CompuMentor, now TechSoup (that part of TechSoup’s programming has moved entirely online, via the TechSoup forum, and the nonprofit still publishes Working with Technical Volunteers: A Manual for NPOs free online). The United Nations Information Technology Service (UNITeS) tried to track all of these various ICT volunteering initiatives globally once upon a time – UNITeS both supported volunteers applying ICTs for development (ICT4D) and promoted volunteerism as a fundamental element of successful ICT4D initiatives. UNITeS was launched in 2000 by then UN Secretary General Kofi Annan, and was hosted by the United Nations Volunteers programme.

If the Cibervoluntarios organization is looking to develop an online matching service for IT volunteers or circuit riders, where volunteers would provide service onsite and or online to individuals and nonprofits, it might work – though I’d prefer to see this type of volunteering incorporated into the plethora of volunteer matching sites worldwide, or even just in Europe – or even just in Spain! I hope they will look over the UNITeS web site and TechSoup manual for tech volunteers, and provide lots of similar resources for both IT volunteers and the nonprofits that need them. And the organization is welcomed to translate and adapt my resources related to this subject for their web site, as long as I get credit somewhere:

  • Finding a Computer/Network Consultant (volunteer or paid)
    What can mission-based organizations do to recruit the “right” consultant for “tech” related issues, one that will not make them feel out-of-the-loop or out-of-control when it comes to tech-related discussions?
  • Short-term Assignments for Tech Volunteers
    A list of short-term projects for “tech” volunteers — assignments that might takes days, weeks or just a couple of months to complete.
  • One(-ish) Day “Tech” Activities for Volunteers
    This page provides advice on how to put together a one-day event, or just-a-few-days-of activity, for a group of tech volunteers onsite, working together, for a nonprofit, non-governmental organization (NGO), community-focused government program, school or other mission-based organization – or association of such.

crowdcrafting.org – crowdsourcing for anyone

Crowdcrafting.org is an open source software platform launched this year for developing and sharing projects that rely on the help of thousands of online volunteers. “It enables the rapid development of online citizen science applications, by both amateur and professional scientists.”

There are already many citizen science projects that harness virtual volunteering, in fields as diverse as proteomics and astronomy. These projects often involve hundreds of thousands of dedicated online volunteers over many years. The objective of Crowdcrafting is to make it quick and easy for professional scientists as well as amateurs to design and launch their own online citizen science projects. This enables even relatively small projects to get started, which may require the effort of just a hundred volunteers for only a few weeks.

An example occurred after the tropical storm that wreaked havoc in the Philippines. A volunteer initiative called Digital Humanitarian Network (which has been mentioned many times here on the TechSoup forum) used Crowdcrafting to launch a project called Philippines Typhoon. This enabled online volunteers to classify thousands of tweets about the impact of the storm, in order to more rapidly filter information that could be vital to first responders.

Applications already running on Crowdcrafting range from classifying images of magnetic molecules to analyzing tweets about natural disasters. During the testing phase, some 50 new applications have been created, with over 50 more under development. The Crowdcrafting platform is hosted by University of Geneva, and is a joint initiative between the Open Knowledge Foundation and the Citizen Cyberscience Centre, a Geneva-based partnership co-founded by University of Geneva. The Sloan Foundation has recently awarded a grant to this joint initiative for the further development of the Crowdcrafting platform.

Here’s an example, where volunteers are sought to transcribe a PDF.

Commenting on the underlying technology, Rufus Pollock, founder of the Open Knowledge Foundation, said, “Crowdcrafting is powered by the open-source PyBossa software, developed by ourselves in collaboration with the Citizen Cyberscience Centre. Its aim is to make it quick and easy to do crowdsourcing for good—getting volunteers to help out with tasks such as image classification, transcription and geocoding in relation to scientific and humanitarian projects.”

The project is talked about on a blog posted both here and here, by Francois Grey, a Shuttleworth Fellow, focusing on the advancement of Open Science, specifically Citizen Cyberscience. He is coordinator of the Citizen Cyberscience Centre.

Online volunteers, social media, disaster response & the Philippines

United Nations OCHA and the Digital Humanitarian Network are looking for online volunteers to help in geo-tagging twitter messages and images to support relief efforts in the Philippines. Find out more and sign up here, at the UN Volunteers Online Volunteering web site.

Also, other online volunteers across the world are building the digital infrastructure for the organization’s Typhoon Haiyan relief efforts: since Saturday, more than 400 volunteers have made nearly three quarters of a million additions to OpenStreetMap (OSM), regarding areas in and around the Philippines. Those additions reflect the land before the storm, but they will help Red Cross workers and volunteers make critical decisions after it about where to send food, water, and supplies (OSM aims to be a complete map of the world, free to use and editable by all. Created in 2004, it now has over a million users). The Red Cross is using the data. More at this article from the Atlantic.

And, hurrah, the first shipment of Facebook “likes” have arrived in the Philippines (article in German – and is a better criticism of slacktivism or slackavism than anything else).

Microvolunteering: beyond the hype

The buzz about microvolunteering continues – but, IMO, this form of virtual volunteering is still being talked about it terms of hype, rather than practicalities and concrete benefits. It’s being talked about by bloggers and consultants more than organizations creating microvolunteering activities. The vast majority of blogs and articles about microvolunteering are focused entirely on supposed benefits for volunteers, with not even anecdotal information to support assertions (not even testimonials from online volunteers, for instance, about why they undertook such activities, what exactly they did, etc.), and often without providing actual examples of what online volunteers do in microvolunteering activities, or details on how organizations benefit in such a way that the return on investment is clear. An example: this article from the Institute for Volunteering Research: “Micro-volunteering: doing some good through smartphones?“, about users of the Orange’s Do Some Good smartphone App.

Having promoted this form of online volunteering since 1997 – back when I gave it the not-at-all catchy name of byte-sized volunteering – having created such assignments for volunteers and, even now, managing a microvolunteering initiative, I offer the following:

My experience managing the Donate Your Brain initiatives for TechSoup. In this blog, I try to show just how much work it takes to provide meaningful microvolunteering opportunities. This isn’t a blog to discourage organizations from creating online microtasks for volunteers, but it is insight from a manager of volunteers point of view – and I would love to see many more such testimonials from the people that are actually creating these assignments and supervising the contributions made by volunteers.

A very long list of examples of microvolunteering really looks like. You won’t find a longer list anywhere of what microvolunteering assignments can look like. This web page also provides lots of advice on how to create such assignments and make the program worth doing.

For you researchers out there: it would be so refreshing if, instead of only focusing on the motivations of volunteers to engage in microvolunteering, you did some research on the organizations that involve volunteers in microvolunteering assignments:

  • What ultimately prompts them to start creating these assignments?
  • What type of microvolunteering assignments are the most common to start with at an organization?
  • What type of microvolunteering assignments are the most common across organizations?
  • Do most organizations start with a formal microvolunteering program – using that name, getting approval from senior staff to engage volunteers in this way, having a web page and blog announcing such, having an official launch of such activities, etc. – or do they just start offering such assignments without fanfare, even without calling them “microvolunteering”?
  • Do most organizations have just one person, or multiple people, creating microvolunteering activities and supervising volunteers?
  • What percentage of volunteers engaged in microvolunteering became longer-term volunteers, or became financial donors?
  • If an organization’s engagement of volunteers through microvolunteering went away tomorrow, what would be the impact?

And, yes, microvolunteering is talked about in the upcoming Virtual Volunteering Guidebook – just like it was in the last one back in 1999, but this time, we use the snazzy new name.

Virtual Student Foreign Service & eInternship program

The USA State Department has launched the Virtual Student Foreign Service (VSFS) program. On the site, employees and contractors post “challenges” (online tasks that need to be done), and student volunteer are invited to complete any they want to. Most tasks are designed for students to complete in two minutes to two hours. No clearance is required to post “challenges,” according to the website. Anyone with a State.gov or USAID.gov email address can sign up and post any short “challenge” that does not require a security clearance or any special permissions to complete. Any student with a .edu email address can sign up to volunteer on the microtasks.

The microvolunteering initiative grew out of VSFS’s eInternship program — administered by the Bureau of Information Resource Management’s Office of eDiplomacy — which selects qualified undergraduate, graduate, and post-graduate students to partner with U.S. diplomatic posts overseas while the students work remotely on digital-based diplomacy projects.

While any U.S. student can volunteer to do short tasks through the micro volunteering platform, students must go through an application process to be selected for an eInternship. eInterns complete longer projects as part of their nine-month program. Applications for the 2013-2014 school year eInternships opened July 2 on USAJobs.gov, and VSFS will continue to accept submissions through July 20. Prospective applicants indicate projects they’re interested in and the selected eInterns complete projects assigned by Foreign Service Officers. Selected students intern online for 5 to 10 hours per week through the fall and spring semesters. These students complete all assignments from their college or university campuses; eInterns don’t travel abroad or to the State Department.

Nice to see the State Department providing this opportunity – as the United Nations has been providing this opportunity for more than a decade via its online volunteering service!

Finding out how many orgs are involving online volunteers

A followup to my last blog, where I whined that so many organizations charged with measuring volunteering in a region or country refuse to ask any questions related to virtual volunteering.

As I’ve said many times: when I do workshops on virtual volunteering, and describe all the different aspects of what online volunteering looks like, including microvolunteering, someone always raises a hand or comes up to me afterwards to say, “My organization has online volunteers and I didn’t even know it!” or “I’m an online volunteer and I didn’t know it!”

If you ask organizations, “Do you have virtual volunteering / microvolunteering at your organization?” most will say “No.” But if you ask the question differently, the answer is often “Yes!”

How would YOU ask the question of organizations to find out if they were engaging volunteers online?

Here’s one idea:

In the last 12 months, did any volunteers helping your organization work in whole or in-part offsite on behalf of your organization, and use their own computers, smart phones, notebooks (Internet-enabled devices) from their home, work or elsewhere offsite, to provide updates on their volunteering, or the results of their volunteering?

Challenges to getting answers:

  • There’s rarely just one person at an organization involving volunteers; often, several employees or key volunteers are involving volunteers, but there may not be one person tracking all of this involvement. So if you ask this question of just one person at the organization, you might not get an accurate answer.
  • The word volunteer is contested. People will say, “Oh, we don’t have volunteers. We have pro bono consultants, we have unpaid interns, we have executives online, we have board members, but we do not have volunteers.” That means someone who is advising your HR manager regarding the latest legislation that might affect hiring or your overworked marketing person regarding social media, and offering this advice unpaid, from the comfort of his or her  home or office or a coffee shop, won’t be counted as an online volunteer – even though they are. In fact, I talked to the manager of an online tutoring program who brought together students and what she called “subject matter experts” (SMES) together online for school assignments, but because it never dawned on her that the SMES were volunteers (unpaid, donating their service to a cause they believed in), she had no idea she was managing a volunteer program, let alone a virtual volunteering program.

This is not easy. I’ve been researching virtual volunteering since 1996 and, geesh, it’s still not easy! When does it get easier?!

Volunteerism research should include virtual volunteering!

The NCVO UK Civil Society Almanac , published by the National Council for Voluntary Organisations (NCVO), maps the the size and scope of the voluntary sector in the United Kingdom.

The Independent Sector does the same for the USA, as well as promoting the oh-so-dreadful dollar value of volunteer time (which does so much to reinforce the idea that volunteers are a great way to save money and replace paid staff). The Volunteering and Civic Life in America report from the Corporation for National and Community Service and the National Conference on Citizenship also provides stats on volunteering in the USA.

You can find statistics online for volunteerism in Australia.

Through these and other research organizations, you can find out about how many organizations are involving volunteers, or the demographics of volunteers in certain countries.

But here’s what you can’t find out:

  • how many organizations are using the Internet to recruit, screen and/or support volunteers
  • how many people are using the Internet as a part of their volunteering service
  • the demographics of people using the Internet as a part of their volunteering service
  • etc.

Why? Because, even in 2013, these organizations and other researchers are STILL not asking these questions as a part of their studies / data collection regarding volunteering.

Virtual volunteering – including microvolunteering – has been practiced as long as there has been an Internet – making it a practice more than 30 years old. The Virtual Volunteering Project did the first research regarding virtual volunteering in the last 1990s. References to using the Internet as a part of volunteering service are now common place in trainings, books and articles. Yet… these research organizations continue to ignore online tools as a part of volunteering.

I am regularly asked for data regarding online volunteering – how many organizations are engaging people online, who is volunteering online, etc. And I cannot answer those questions with hard data because, since the expiration of the Virtual Volunteering Project, there is no one collecting the data!

And it’s worth noting: back in 2012, myself and Rob Jackson drafted and circulated a survey regarding software used to manage volunteer information. The purpose of the survey was to gather some basic data that might help organizations that involve volunteers to make better-informed decisions when choosing software, and to help software designers to understand the needs of those organizations. We published the results of the survey here (in PDF). But we learned some things that had nothing to do with software.

We asked a lot of questions that didn’t related directly to software, like about how many volunteers these organizations managed, as well as what volunteers did. We expected the percentage of volunteers that worked onsite to be huge. We were very surprised, and pleased, to find, instead, that so many organizations that responded to our survey involved volunteers that:

  • worked offsite, with no direct supervision by staff
  • worked directly with clients
  • worked directly with the general public
  • worked online from their home, work, school or other offsite computer or handheld device
    (virtual volunteering, including microvolunteering)
  • engaged in on-off activities, like a beach cleanup – otherwise known as episodic volunteering

Wouldn’t it be great if NCVO, the Independent Sector, CNCS, the Points of Light Foundation, universities, and anyone researching anything to do with volunteering anywhere would start asking questions related to online tools? Wouldn’t it be great if finally, in 2013, they finally understood that virtual volunteering is an established, widespread practice and is worthy of inclusion in all discussions and research about volunteering?

I guess I’ll keep dreaming. Or move to Canada. Because, OF COURSE, the Canada report on volunteering in that country includes statistics on virtual volunteering.
