Lessons on effective, valuable online communities – from the 1990s

I’ve been researching updates for my page A Brief Review of the Early History of Nonprofits and the Internet (before 1996). I started the page a few years ago because I worried that the pivotal role that nonprofits played in the early days of electronic networks is overlooked, and because so many people claiming to be starting something new regarding the Internet for nonprofits are really recycling and renaming ideas from decades ago. As I revisited resources I already knew about and found new ones, it reminded me yet again of how much great stuff was written even 25 years ago or more about the potential of the Internet for a force for good, and how much of the advice from then is still valid.

One of my favorite early resources is from 1993; written by Steve Cisler, then of Apple Computers, “Community Computer Networks: Building Electronic Greenbelts” notes that, “On a local level, thousands of electronic bulletin boards have been started by dedicated individual hobbyists, small business people, non-profits, corporations, federal agencies, other governments and educational institutions.” And Cisler noted the role of volunteers in creating and sustaining these online communities – and that means online volunteers. Back then, Free-nets and community networks were all the rage among the small number of advocates for Internet use by everyday citizens, like Virtual Valley Community Network, a series of community bulletin boards via FirstClass and serving cities in Silicon Valley, California by San Jose-based Metro Newspapers, the most popular being Cupertino’s CityNet. I was involved in CityNet, just as a user, as well as Virtual Valley and Mac-focused online bulletin boards back in the early 1990s, when I was living in San José – I was much more excited by them than the World Wide Web, which, to me, was just a series of online brochures.

In May 1994, Apple Inc. and the nonprofit Morino Institute held the Ties That Bind Conference on Building Community Networks, at Apple HQ in Cupertino, California. It was about the potential of communities online that “make a difference” and “drive positive, sustaining social change.” It defined such communities as everything from neighborhoods to dispersed people with something in common, like a health concern, or caregiving. At that 1994 Silicon Valley conference, the Morino Institute presented a document called Assessment and Evolution of Community Networking. The document opens with a letter published in the newsletter of the Cleveland chapter of the Alzheimer’s Association:

“Every time I do get on Free-Net, I need some kind of help, and when I leave I have truly received the help I need. … I want you to know that without Free-Net I would be lost. … I don’t worry, I am not afraid, I have Free-Net and my Computer Family of loving and caring friends.”

He’s talking about online volunteers – people caring for loved ones with Alzheimer’s and donating their time and knowledge to others online. Is this the earliest heartfelt statement on record by someone that has benefitted on an emotional and psychological level from the efforts of online volunteers? It’s the earliest I’ve found – though virtual volunteering is a practice as old as the Internet, which means it began in the 1970s. Regardless, the statement well represents the potential of virtual volunteering – a potential thousands of organizations and their clients have realized.

I also found this San Jose Mercury News article in 1995 noting the lack of public interest at the time regarding the Cupertino CityNet system allowing users to message their elected officials. An excerpt:

Let the record show that history was made, but few took note.

Cupertino this week became the first city in the nation to allow people to communicate with the city council from home via computer during meetings. The results: Five notes saying, “This is a great idea,” and another, in response to a comment jokingly made by Councilman John Bautista, informing the council that people who commute by bicycle do obey traffic signals.

Although just a handful of residents sent messages, city officials say they have great hopes for the future of interactive computer access to the city council.

Doesn’t sound promising, in the heart of Silicon Valley, for this Internet thing… and yet, less than three years after this article was published, I was directing the Virtual Volunteering Project and abandoning my idea of listing every nonprofit, community or government endeavor involving online volunteers because there were already way too many to count.

My search this time to update my page uncovered a resource I hadn’t seen before: Janice Morgan’s 1997 Master’s Thesis, “Community ties and a community network : Cupertino’s computer-mediated Citynet“. I had forgotten that many these networks were strongly associated with local newspapers, even sponsored by such, until I started reading Morgan’s paper. Media companies started abandoning their relationships with these networks around the time her paper was published. You have to wonder if newspapers could have remained relevant with new generations had they kept their involvement in these communities instead of walking away.

Back in the 1990s, in addition to CityNet and other bulletin boards, I was also heavily involved in USENET newsgroups. These were worldwide distributed discussions that weren’t “closed gardens” like Facebook or Twitter – you didn’t have to join a particular network and fill out lots of information about yourself in order to see messages and participate. They weren’t even based on the World Wide Web. Rather, you just used a free tool to access newsgroups, found a discussion in which you were interested and jumped in! The one I was most involved with was soc.org.nonprofit, which was for the discussion of nonprofit organizations. soc.org.nonprofit, a USENET newsgroup that was also available by email subscription (and called USNONPROFIT-L via email). I joined shortly after it was started in 1994 by Michael Chui, then of Indiana University. I made friends and colleagues on that community, and others, that I still have to this day, and my involvement lead to all of my employment for the rest of the 20th century – not even kidding.

The sense of fraternity I got from those city-based FirstClass bulletin boards and USENET back in the day is missing from most online communities today. As I revisited these documents, I was reminded of this yet again. Social media, with its extensive registration and user information demands, focus on profits and requirements that users have either the most advanced hardware and software, even a special app for each platform, has taken that away.

Also, Assessment and Evolution of Community Networking presents 10 suggestions as critical to transitioning community networks to “a higher role and significance.” The suggestions are things that so many online startups, nonprofit or for-profit, have, sadly, ignored. Among them:

We urge you to consider relevance. We suggest gaining a better understanding of the people and institutions to be served and of the institutions and services to be involved. Gain an understanding of what needs are going unmet — at home, in families, in the workplace, for the unemployed, in the government, social services, and so on. The well-worn cliche, “if you build it, they will come,” is ineffective relative to the needs of community.

That statement is as relevant now as it was in 1994, and NOT just for community networks. I wish every person who wrote me about their fabulous new idea for a start-up nonprofit that will somehow involve tech4good or digital volunteers would have that paragraph in mind as they pitch their idea to me.

If you have never looked at documents from the 80s or 90s about online communities and the promise of the Internet as a tool for building more awareness regarding various causes, improving citizen engagement and participation, helping nonprofits, and driving positive, sustaining social change, you really should: you will be amazed at how early people were seeing the potential of the Internet for good, and how much we have yet to realize.

vvbooklittleAnd, as always, as I read these articles, research and case studies from years past, it all yet again confirms what Susan Ellis and I promote in The Last Virtual Volunteering Guidebook, and what I see being promoted many years later by the very latest digital engagement initiatives and “hot” new technologies meant to help people volunteer, advocate for causes they care about, connect with communities and make a difference. Tools come and go – but certain community engagement principles never change.

Goodbye newspaper, goodbye community?

I don’t just come from a city in Kentucky; I come from a community. And I believe that one of the things that has made Henderson a community has been our local newspaper, The Gleaner.

I started reading The Gleaner as soon as I started to read. Everyone in my family read The Gleaner. Every neighbor read The Gleaner. Every adult I knew referenced the newspaper regularly. We all knew what city and county ordinances were up for debate, who had died, who was running for what office, what was happening in the state legislature, who was getting married, who had gotten divorced, local team sports scores, what Spring musical the high school was doing, and all the other things a community should know. The news from our paper crossed lines of culture, ethnicity, religion, political belief and neighborhood. The news was about us, for us. In so many ways, The Gleaner was the best representative of our community, as a whole.

I worked at The Gleaner when I was in high school. I worked there again as a summer intern in 1986. More than 25 years later, when I’m back in Henderson, people recall some of the stories I wrote, some I don’t remember myself. When I left Kentucky, my parents bought me a subscription to my hometown paper, and I would get the newspapers in bundles in the mail. I was long gone from Henderson, but I knew what was going on there. I used what I learned from my time working at this paper in my press relations career, which I chose over a journalism career. More than once, I had a reporter tell me, “I can so tell you worked at newspapers. You always have the info I need!”

In the 1990s, what I dreaded for so long happened: the local owner of The Gleaner sold the newspaper. It came under the management of a newspaper in another state. I got a taste of the identity and news Henderson was losing when I went to The Gleaner‘s web site but couldn’t access the front page story about the death of Dr. Donald Cantley, a beloved member of the Henderson community, a former president of the Kentucky Chapter of the American Academy of Pediatrics who devoted his life to improving the physical and mental health of children. He established seven school-based clinics to provide care for children with inadequate health coverage of other barriers to care, and was a pioneer in his approach to caring for children with behavioral disorders. It was huge news in Henderson when he died, but the web site had been revamped in such a way that anyone with a Mac OS just a year out of date couldn’t access it. Furious, I called The Gleaner, and a staff member and friend told me, sorry, but the web site is managed by the Evansville, Indiana Courier Press. So I called that other office, asked that the front-page story be emailed to me, told them why, and they sent me… the obituary from page 2. Because they didn’t know who Dr. Cantley was. They didn’t know he was on the front page of the newspaper in Henderson, Kentucky.

When I was last in Kentucky, I was stunned at the skimpiness of my hometown paper. The cuts in reporting staff have been devasting on local coverage. And the Internet has not replaced this information; I just tried to find some of the information I used to find in my hometown paper, by spending time on various organization’s social media and web sites – funeral home web sites, school social media accounts, government social media sites, etc. I think I know less than a quarter of what I would have known in the same amount of time with a version of the newspaper produced in the way it was in the 1980s.

I remember when I was studying for my journalism degree at Western Kentucky University. One of my professors said that, if you are ever out of story ideas in your local community, just look at the newspaper’s classified ads – there will be something there that will lead you to a story. Classified ads in newspapers now barely exist, replaced by Craigslist. Honestly, I feel like most Craigslist ads are either scams or from creepy people I really don’t ever want to meet face-to-face.

I long ago accepted that my hometown newspaper is going away, slowly but surely. I know this is happening all over the USA. 105 newspapers closed in 2009 alone. In 2007, there were 55,000 full-time journalists working at nearly 1,400 daily papers; in 2015, there were 32,900, according to a census by the American Society of News Editors and the School of Journalism and Mass Communication at Florida International University, and that number doesn’t include the big buyouts and layoffs last fall, like those at the Los Angeles TimesThe Philadelphia Inquirer and the New York Daily News, among others, and weeklies and magazines like National Geographic.

But what is the cost of this loss? “You know who loves this new day of the lack of journalism? Politicians. Businessmen. Nobody’s watching them anymore,” said Russ Kendall, quoted in this blog on the Bill Moyers site. Kendall was a long-time photojournalist and editor who is now self-employed as a pizza maker. Indeed, I’ve wondered often if state legislatures have been so prolific in some of their legislation that rolls back civil rights legislation, women’s access to health care, environmental laws and more because they know they aren’t being scrutinized by the public the way they were 30 years ago, because of the demise of newspapers.

But the loss is also the loss of community. What city and county ordinances are up for debate? What is happening in the state legislature? What Spring musical is the high school doing? I ask – and people aren’t sure, they can’t remember… not in Henderson, not in the small town where I live now, in Oregon. Local information is slowly disappearing – along with local connections. And social media ain’t so social.

Update December 10, 2018:

“When a city loses its newspaper, there aren’t reporters around to keep municipal spending in check. When a city spends money irresponsibly, it becomes less trustworthy. Then it loses its chance to get loans with low interest rates. This study found that taxpayers pay more in loan rate increases than they would have if they subscribed to a local paper.” From NPR.

Vanity Volunteering: all about the volunteer

graphic by Jayne Cravens representing volunteersIf you regularly read my blog and web site materials or have seen me present, then you know just how strongly I believe in the importance of the involvement of volunteers in nonprofit/mission-based causes. I believe that volunteer engagement represents community investment, can allow people from different walks of life to be associated with a cause more deeply than just donating money, can allow people who don’t want to or cannot quit their day jobs to be involved in a cause, educates people about a cause through firsthand experiences, and can demonstrate the organization’s transparency regarding decision-making and administration. Service activities can educate volunteers to be better advocates for a cause, even change their behavior or feelings regarding certain issues, activities and groups. And I believe any of these reasons are far, far better reasons for involving volunteers than to save money by not paying staff.

I feel so strongly about the importance of volunteer engagement that when I see nonprofit organizations that don’t involve volunteers in some way, it makes me suspicious of them – how invested is this organization in the community it’s supposed to serve if it isn’t letting the community participate behind-the-scenes? How much does this organization really want to be a part of the community if the only way I can be a part of that organization is to work for it, professionally?

But I also have to say that I am wary of the value of a lot of volunteer activities, much more so now, having worked for international humanitarian aid and development agencies for more than 15 years. I regularly witness or hear about volunteering activities abroad and right here in the USA that are more about making the givers of service feel good than about benefitting the cause that the organization is supposed to serve. Voluntourism gets accused of this a lot: people going for a week or two to a poor community, usually in another country, and doing things that local people would love to do themselves, and be paid to do themselves, like build wells, build schools, repair houses, play with orphans, teach a few English classes, etc. Do those activities primarily benefit local people or a critical cause, or are they actually more about being great money-makers for organizations, including religious groups, that know Westerners will pay big bucks for a feel-good volunteering experience and lots of touching photos of them in exotic or devastated locations? There are even tragic consequences from this kind of volunteering, such as the rise of orphan voluntourism, where children that are NOT orphans are presented as such, in need of help from short-term international volunteers, people with little or no expertise regarding the needs of at-risk children.

An article from December 2015 in Cracked captured my wariness about some volunteering, particularly around the holidays. It’s called “5 Realities Of A Homeless Shelter At Christmas.” Regarding homeless shelters, the article notes:

These charities exist to help people with serious problems. They do not exist to round up sideshows and parade them around for gawkers, or to help regular folks gain perspective on their own lives. Surprisingly, not everyone is aware of this.

The article also notes:

Remember, these people are homeless for a reason. We don’t mean “because they’re jerks and deserve it”; we mean that mental illness and substance abuse issues run rampant. If you reserve your charitable feelings only for those capable of showing gratitude in some satisfying way, you’ll be neglecting the ones who need help the most. They show their gratitude by still being alive the next time Christmas comes around.

This all came to mind recently when I found an article about a young boy who created his own nonprofit so he, personally, could hand out food to homeless people in the city where he lives. That’s the primary purpose of the nonprofit: to give him an outlet to hand out food to homeless people. He’s well under age, so I’m not going to name him or his nonprofit or say where he is – I also really do not want to humiliate a kid, especially one that has such a big heart. But his nonprofit seems to be more about him than the homeless: the nonprofit has his name in the title, the web site for the organization is filled with many, many more photos of him than homeless people, and on the web site, a link for more information doesn’t say “About our organization,” but rather, “About me.”

He says he started his nonprofit because organizations serving the homeless turned him away as a volunteer because he’s “too young to help,” and that made him “sad.” What I suspect shelters and food kitchens actually said is that many of their clients are not allowed, legally, to be around anyone under 18, and the organization would, therefore, be causing those people to break the law by interacting with a child. They probably also told him that shelter staff need to put their resources into helping clients, not diverting such to ensuring the safety and heart-warming learning experience of underage volunteers.

The web site for this child’s organization has no information about the nutritional needs of the homeless or statistics on food availability for the homeless in this particular city. The web site has no information about the causes of homelessness. The aforementioned Cracked article correctly points out that when homeless people die, it’s most often from heart disease, substance abuse and trauma, rarely from hunger, although, of course, nutrition is a big challenge and hardship for many homeless people. The principle causes of food insecurity in the United States are unemployment, high housing costs, low wages and poverty, lack of access to SNAP (food stamps), and medical or health costs, but the web site for this child’s nonprofit never mentions any of these realities – it makes it sounds like he’s personally keeping these folks alive, that most homeless people die of starvation. Even if his nonprofit isn’t going to address any of those causes of hunger, shouldn’t those causes be mentioned somewhere on his site? This young man’s nonprofit could make a HUGE difference by helping people, particularly young people, understand why people are homeless, why they experience food insecurity – and they could take that knowledge to the ballot box, and make donation decisions based on that knowledge. Instead, this nonprofit, as demonstrated by the web site and by the media coverage of the nonprofit, is about making a little boy feel like he’s making a difference in the world, and making us feel good about him.

Robert Lupton, a veteran community activist based in Atlanta and author of Toxic Charity: How the Church Hurts Those They Help and How to Reverse It, was quoted in an opinion piece in The Atlanta Journal-Constitution, saying this about various volunteer groups that show up to hand out food in Atlanta parks: “The folks that come and hand out sandwiches? I call that harmful charity. It’s irresponsible… Who is this service activity for? To help the homeless? Or someone else?” I am not as down on charity as Lupton; in contrast to him, I do believe charity and aid will always be needed, that food banks and on-the-street food handout programs cannot and should not be replaced entirely by community development / empowerment / teach-a-man-to-fish programs, and I think there are very good things that can come from group volunteering projects in communities . But I do agree with him that a lot of high-profile volunteering seems more about making the giver have a feel-good experience and lots of great photos than focusing on the primary needs of those to be served.

No one is too young to volunteer, but there are volunteering activities in which a youth or child may NOT participate, because it would be illegal or inappropriate. Even with that restriction, there is no cause a young person can’t support in some meaningful way as a volunteer, including helping the homeless, and there are many ways a young person can volunteer, no matter how young he or she is. Volunteering is a great way to teach children about compassion and empathy, but it shouldn’t perpetuate old-fashioned ideas about volunteering, that it’s just about charity, and that its primary purpose is about well-off people giving food and items to poor people, but not talking about why there are poor people and not addressing those reasons. Volunteering by youth shouldn’t be primarily about making the kids feel good about themselves. Volunteering by youth should educate those young people about why causes are important, about community challenges, and/or about people very different from themselves. And volunteering should ALWAYS be primarily about what the person or cause needs most, not about the volunteers themselves. That means sometimes telling well-meaning people, even young people, “It’s great that you want to help, but the way you want to help is not what’s needed most and, in fact, can take valuable resources away from what we really need. And what we really need is…”

This is not a call for a volunteer motivation “purity” test. Volunteering doesn’t have to be selfless – as I have said many times in my workshops, I’m a part of Generation X, and I’ve never volunteered “to be nice” in my entire life; I’ve volunteered because I’m angry about a situation and want to do something about it, because I’m lonely or bored, because I want to explore careers, because I’m curious about an organization or activity, because I want to develop a skill or get experience for my résumé, because it sounds fun, because I want the fabulous t-shirt, and on and on. Almost any reason to volunteer is a great reason to volunteer. What I’m questioning are some of the reasons volunteering activities are created – what I’m saying is that they may actually do harm rather than good.

Even with all my disclaimers and all my work to date promoting volunteerism, I have a feeling this blog is still going to get me accused of being anti-volunteer. Nothing could be farther from the truth. But vanity volunteering… sorry, I’m just not a fan.

Added Jan. 18: In The Reductive Seduction of Other People’s Problems, Courtney Martin warns against a line of thinking which leads privileged young Westerners to think they can solve serious social problems in developing countries. Ms. Martin points to failed international development efforts like the now-infamous PlayPump, a piece of playground equipment that was meant to also pump underground water in remote communities. It was embraced by the development community — though the pumps didn’t, in fact, work. “It’s dangerous for the people whose problems you’ve mistakenly diagnosed as easily solvable. There is real fallout when well-intentioned people attempt to solve problems without acknowledging the underlying complexity.”

July 17, 2017 updateCharities and voluntourism fuelling ‘orphanage crisis’ in Haiti, says NGO. At least 30,000 children live in privately-run orphanages in Haiti, but an estimated 80% of the children living in these facilities are not actually orphaned: they have one or more living parent, and almost all have other relatives, according to the Haitian government.

Things I learned in Kentucky last month

This week, I’m blogging and launching new web resources based on my experience in October as the Duvall Leader in Residence at the University of Kentucky’s Center for Leadership Development (CFLD), part of UK’s College of Agriculture, Food and Environment.

Monday, I blogged about one of my workshops regarding Democratizing Engagement. Specifically: has the Internet democratized community, even political, engagement. Yesterday, I launched a new web page about online leadership.

Today’s topic: things I learned while in this program, as well as before, during and after presenting in my hometown in Henderson, Kentucky for the Kentucky Network for Development, Leadership and Engagement (Kyndle), serving Henderson, McLean, Union and Webster counties in northwestern Kentucky:

  • People under 30 love Instagram. When I asked University of Kentucky students, and a small group of high school students, what they were using, they said Twitter and Instagram more than anything else. Snapchat also was always mentioned, though not as widely used. Periscope got mentioned a few times as well. Facebook is long gone as a regularly-used tool by the students I addressed.
  • Different communities, neighborhoods and cultures use vastly different online communications tools: I thought Topix, an online forum founded in 2002, was long gone, like Cupertino’s first official online community for its citizens, built on FirstClass. But, no – Topix still very popular in some communities, probably because of the ease of anonymity in participating in its online discussions/debates.
  • I’m not the only one that thinks nonprofits are using social media too much as an old-fashioned advertising tool and not nearly enough as an engagement tool – this article in the Chronicle of Philanthropy came out on the Friday I left Lexington. It is amazing to me that I’m still talking about this – something that I first read about back in the 1990s via the Cluetrain Manifesto.
  • Twitter remains so much better than Facebook when it comes to promotion and networking and engagement. I tweeted a lot, and was almost always retweeted or “liked”, and got lots of replies. By contrast, Facebook resulted in few “likes” – and maybe two comments.
  • Email is still a killer app. An email about one of my evening workshops, sent to various student organizations by a student energized by one of my earlier workshops, resulted in probably twice as many people as expected attending that evening event. In addition, my appointment for this residency was because of an email I sent to faculty at the CFLD last year about The Last Virtual Volunteering Guidebook and my ties to Kentucky.
  • People under 30 are volunteering, they are passionate about various causes (particularly the environment), and they want to volunteer even more! And they do not see their community service and political activism as merely getting tasks done: they see it as building community, as career exploration, as career preparation, and as fun. And they will stuff envelopes if you tell them why that really, really matters… and give them pizza.
  • A lot of people over 30 have given up on using social media, because they have no idea how to control the onslaught of content that came their way – they felt flooded with useless information, rants and hurtful comments, so they stopped signing on. Facebook in particular makes it oh-so-difficult to figure out how to put different friends on different lists, to hide people without unfriending them, to prevent certain friends from seeing a status update, to unlike pages, etc.
  • GooglePlus just doesn’t get talked about… except by me, who still finds it valuable…
  • If I didn’t attempt to use humor in my workshops, I might offend fewer people, but wow, I, and my audiences, would die of boredom.
  • Lexington, Kentucky is a jewel of a city, and my hometown of Henderson is infinitely more fun than it was when I was growing up there.

That’s what I learned. I wish I had thought to survey the students while I was there – I could have found out even more. They were a gold mine of information. I also talked to faculty and nonprofit staff from different organizations, and they were all lovely and interesting and fun – but I cannot lie: the students were my favorite audience.

Contradicting myself?

In the same day, online, I applauded an organization that involved volunteers to help preserve historic sites on US public lands, and then questioned California for relying so much on volunteers to maintain state parks.

Am I a hypocrite?

No. Well, at least not about this.

The nonprofit HistoriCorps engages volunteers to work on historic preservation projects in USA. Individual projects might last from a week to more than two months. Cultural and historical sites in the USA are at risk because of drastic budget cuts by state and federal governments – many could already be beyond saving. This program could never repair everything that needs repairing, but what it can do, through volunteering, is educate people about those needs and about the consequences of those budget cuts. This program repairs a small number of sites every year, but maybe even more importantly, it also creates passionate advocates for US historical sites. It also is a way for historic sites to involve Americans in a deeper way than just as a visitor. This program builds job skills, gives people construction experience, and engages youth. From the web site: “Projects offer unending opportunities to tell America’s greatest stories, making historical connections real, and cultivating among those involved an appreciation of the heritage, balanced use and stewardship of our nation’s special places.” Even if there was enough money to hire paid staff to do all of the work needed to preserve these historic sites, it would be a great idea to reserve some work for volunteers, to keep those many benefits for historic sites and volunteers alike.

By contrast, this story from the Nonprofit Quarterly about volunteers in California state parks pretty much says, We don’t have enough money to pay people to do the work of keeping state parks open, so we need people to work for free. Ugh. Volunteer engagement in this case isn’t presented as building community or engaging under-served populations or building awareness or giving people a deeper experience at the parks – it’s presented as being about having an unpaid labor force to get the work done. I’m very grateful that volunteers are keeping California state parks open – I’m a California state park user. And just as with HistoriCorps, absolutely, let’s keep volunteers involved in trail repair, invasive plant removal, habitat restoration, rehabilitation of historic orchards, etc., so that not only can the work be done, but also, so volunteers can have a deeper relationship with the parks they love and become advocates for state parks – and state funds for those park.

In fact, I think that, in both these cases, volunteers are helping for the same reasons: their love of these sites. And I think the results are quite similar: volunteers get work done but, more importantly, volunteers are seeing first hand the consequences of cuts in government funding. The contrast really is a matter of language and attitude about volunteer engagement. So, let me say it again: watch your language regarding volunteer engagement. Saying,”If they don’t do this, we’ll close!” can also mean, “Volunteers are free! We don’t have to pay people! Hurrah!”

How to help Baltimore

I’ve written about how to help Nepal. So… what about Baltimore, site of so much violence, civil unrest, economic injustice, mistrust and lack of opportunity ?

Just like with Nepal, my first comment is going to be: do not go to Baltimore to help. Not yet. Not without a formal affiliation with a LOCAL nonprofit. If you want to help any of these nonprofits, FIRST, you must contact them and tell them what you want to do as a volunteer, onsite in Baltimore or online and offer references that can confirm your abilities and character. If you want to travel to Baltimore,  you need to say when you will be in Baltimore, and state that you will pay for your own transportation, housing, food and all other needs, that you are not, in any way, expecting the nonprofit to provide you any funding or support for your travel or accommodations. And you need to be ready for rejection: most of these nonprofits are completely overwhelmed and may not have the resources and funding to involve an influx of outside volunteers.

Here are some credible nonprofit organizations that are based in Baltimore and are focused on economic empowerment, helping economically disadvantaged people, and/or building stronger, more empathetic, compassionate environments.  I haven’t fully vetted them beyond knowing they exist and are appropriately registered – I haven’t typed the name of each nonprofit into Google or Bing with words like “complaint” and “fraud” and “sued,” to see if anything came up, for instance. But if I had a lot of money to give, I wouldn’t hesitate to give to each of them:

Enoch Pratt Free Library
Serves the residents of Baltimore with locations throughout the city. In addition to being a traditional lending library, it also provides accessibility services, online tutors,
Internet access, classes and events, and kids and teens services.

Community College of Baltimore County
Provide undergraduate education, workforce development, technology training, and lifelong learning/life enrichment in the Baltimore Metropolitan area.

Maryland New Directions, Inc.
Mission: To provide comphrensive career counseling, employment assistance, and post-employment support to people who are in life and career transition. Since 1973, Maryland New Directions has served over 130,000 individuals looking to become self-sustaining through employment.

Public Justice Center, Inc.
Nonprofit legal advocacy organization. We work with people and communities to confront the laws, practices, and institutions that cause injustice, poverty, and discrimination. We advocate in the courts, legislatures, and government agencies, educate the public, and build coalitions, all to advance our mission of “pursuing systemic change to build a just society.”

The Baltimore Station, Inc.
Concentrates on helping veterans that have fallen on hard times. We know that they suffer a special kind of hell, returning to society with the effects of combat (including Post Traumatic Stress Disorder), often turning to drugs to silence the trauma. We know the cycle that can spin out of control, leading to poverty, estrangement and homelessness. We know what it takes to break that cycle – a highly structured environment – because most of our staff is in recovery themselves and half are veterans. Recovery is not a “quick fix” battle. It’s a long tough war.

Baltimore Cash Campaign
Connects clients to asset building resources, including financial education classes, one-on-one financial coaching, mainstream banking opportunities (instead of for-profit cash-advance and check-cashing companies), and credit counseling (debt is a major challenge to severely economically disadvantaged people), conducts marketing and outreach about the Earned Income Tax Credit (EITC) and other relevant tax credits for low-income workers, provides free volunteer income tax assistance (VITA), and advocates for issues impacting working families

Win Family Services
Target demographics: at-risk youth and their families. Programs: treatment foster care, community mental health, therapy, and a talent development after-school program

Baltimore Humane Society
I believe with all my heart that encouraging compassion and care for animals cultivates compassion and care for humans.

St. Ambrose Housing Aid Center
Works to create and maintain equal housing opportunities for low- and moderate-income people, primarily in Baltimore City, and to encourage and support strong and diverse neighborhoods. (this was added after the blog’s original publication – thanks, Kate Bladow, for the rec)

Maryland New Directions
a non-profit dedicated to improving lives in Baltimore through employment. (this was added after the blog’s original publication)

Don’t stop there: look for nonprofits in Baltimore that are focused on giving all people access to the arts, such as dance and theatre, or that are focused on sports, or senior services, or whatever activity you think could help the people of the city. Look at Volunteer Central Baltimore and VolunteerMatch as well for nonprofits seeking volunteers in Baltimore.

It was a beautiful thing to see all of those local people in Baltimore spontaneously volunteering in their community, starting to clean up even DURING the riots. So many people, so many photos. Just go to Twitter and search for Baltimore and volunteers, and you will see what I mean. Wouldn’t it be great if all of those people, as well as those that were rioting, volunteered with even one of these nonprofits? And wouldn’t it be great if those nonprofits had the training and resources to involve that influx of volunteers?

We need volunteer police officers – & an overhaul as well

The tragic, utterly avoidable death of Eric Harris, shot and killed by Robert Bates, a volunteer police reservist in Tulsa, Oklahoma, has lead not only to grief and protests, but also to some people, including police professionals, saying the involvement of volunteer police officers needs to end.

I am not one of those people.

I’ve been reading all that I can about this tragedy, and there were so many red flags before this shooting, about not only the shooter, but the agency’s involvement of volunteers overall:

  • it’s doubtful the volunteer had received proper training and certification to perform the law-enforcement duties he was allowed to perform
  • it’s doubtful the volunteer had receive proper training regarding the carrying and use of firearms on the job
  • it seems the reservist was, essentially, paying to volunteer alongside career police officers – he donated tens of thousands of dollars in cars, SUVs and equipment to the Tulsa County Sheriff’s Office over the past 10 years
  • there’s no evidence that this volunteer was properly supervised or screened regarding the roles he was undertaking on the police force
  • this volunteer was involved in a violent crimes and narcotics task force, not as an observer, but as an arresting officer, and was equipped with a firearm – it cannot be shown that his involvement in these activities, and that his carrying a firearm, was necessary at all

We would never tolerate a career police officer lacking that kind of screening, training and support – we should not tolerate it of a volunteer.

And then there is the reason that some law enforcement agencies involve volunteers; note this excerpt from an article from CNN:

Money, money, money.

Strapped police departments are increasingly looking to do more with fewer resources, and volunteer programs can help plug holes in their operating budgets, says the International Association of Chiefs of Police, which runs the Volunteers in Police Service program

Of course, that statement makes me INSANE, because that is NOT the primary reason why an agency should be involving volunteers! This kind of mentality is what pushing the dollar value of volunteer hours by the Independent Sector, the Corporation National Service, and others is causing: the myth that volunteers are free, and that the best reason to involve volunteers is because they save money.

Why involve volunteer police officers? Here are FAR better reasons than “money, money, money”:

  • The motto of so many police forces is “to protect and serve.” Volunteers can be representatives of that community the police serve. Volunteer involvement can be an excellent way to connect more deeply with community members, by having them see local police work first hand and, to a degree, participating in such. Volunteer involvement allows members of the community to come into a police agency, as volunteers (and, therefore, with no financial stake in the agency), to see for themselves the work that agency does. Involving volunteers — representatives of the community — can help educate the community about what the police do, even changing negative perceptions.
  • Community engagement is community ownership. Volunteer involvement demonstrates that the community is invested in the police and its goals, that they feel a part of those goals. They are more likely to be supportive of the police if they feel ownership of such.
  • Involving volunteers can help your organization reach particular demographic groups — people of a particular age, in a particular neighborhood, of a particular economic level, etc., especially groups who might not be involved with your organization otherwise. How does diversity among your volunteer ranks reflect the diversity of your community?

Police, what demographics are represented among your volunteers, and how does this show community involvement at your agency? What feedback have volunteers provided that has affected your organization, such as improving your services? What do volunteers say about your organization’s performance? How have volunteers helped you build bridges with communities in ways that your career folks could not? If you cannot answer these questions, you are NOT involving volunteers for the right reasons!

Should police be involved in pursuing suspects, investigation of violent crimes, SWAT teams, narcotics task force, and other high-risk activities? Sure – BUT ONLY IF THEY HAVE REGULAR, UP-TO-DATE TRAINING AND PROPER SUPERVISION. This clearly was NOT the case in Tulsa.

Lower-risk-and-still-meaningful ways to involve police volunteers – many of them NOT requiring the officer to carry a firearm:

  • policing community events such as fairs and charitable events
  • staffing DUI checkpoints
  • missing persons investigations
  • neighborhood patrol
  • sex-offender management
  • traffic control
  • helping to staff court proceedings
  • serving low-risk warrants/supporting warrant compliance
  • filling low-risk roles in jails (such as administrative)
  • helping after disasters
  • helping crime victims/victim services
  • leading community events such as bicycle events that promote safety and bike registration
  • chaplaincy
  • code enforcement
  • crime prevention programs
  • translation
  • equipment maintenance

But even in these lower-risk ways, even if volunteer police will not be carrying a firearm, volunteer police still need regular, up-to-date training and proper supervision! THAT REQUIREMENT NEVER CHANGES. They need to be trained even if their role is only to observe and report.

Volunteer police reservists can be an excellent way to connect more deeply with community members, and MORE police departments need to be doing it, not less, particularly in areas where there is friction between the police and those served. But clearly, many police departments need a radical overhaul of their volunteer engagement, particularly regarding volunteers’ training, record-keeping about their training, roles they are given and supervision they are provided. Getting rid of volunteer police has the potential to create even wider cultural gaps between police and the communities they are supposed to serve.

How I ended up at a Philly Tech4Good event

When I get to travel for work outside of my home near Portland, Oregon, I do a search on Google and Twitter to see what people and organizations might be worthwhile to connect with while in a particular area. I look for volunteer centers, international nonprofits, nonprofit development/support centers, nonprofits focused on computers and the Internet in some way, and academics that have done research or teach regarding nonprofit management or international aid work. I write each of those organizations, departments or people and ask if we could meet, just so I can hear about their work and so I can offer any advice or resources, in an informal setting.

Sometimes, my schedule fills up quickly, and I get to meet face-to-face with people I might never get to meet otherwise. Other times, I get confused email responses from people that find this old-fashioned “networking” idea as oh-so-strange.

Last week, I went to Philadelphia to present for the Mennonite Central Committee (MCC)’s  US National Thrift Shop Conference, about trends in volunteer engagement. I also contacted a few nonprofits, university offices and government offices to see if they would like to meet. The organizers of Philly Tech Week said yes (thank you, Brian James Kirk and Corinne Warnshuis!).

Philly Tech Week featured an event on the campus of Temple University while I was in the area:  Exploring Civic Volunteering With Technology: Kickoff for Commit Service Pledge. The event was to launch the Commitpledge.com web site that asks Philadelphia-area nonprofits to post tech-related volunteering opportunities, and for volunteers to offer their expertise through the web site to help with those opportunities.

The event also featured a panel discussion by Jeff Friedman, the new Director of eGovernment Business Development at Microsoft and recently a part of the Philadelphia Mayor’s Office of New Urban Mechanics, Mayo Nissen, a New York-based designer who has been involved in urban improvement initiatives involving technology, and Anthony Pisapia, Associate Executive Director of Tech Impact, the nonprofit behind npCloud and VolunteerConnect.

The panelists talked not just about how tech helps nonprofits, but also how it helps governments better engage and support citizens – too many of tech-for-good initiatives leave out government programs, IMO, so this was great to hear.

Some good questions were asked, including:

  • How can big data help more in helping citizens?
  • How do we make products that result from hackathons sustainable?
  • How do we better address the disconnect between tech and who it should serve?

A moment I loved was when, in response to several panelist comments about how to find out what the community needs, an audience member said “Go to city council meetings!” She’s so right – nonprofits and individual citizens are being loud and clear about their needs, in government meetings, in their own meetings, on newspaper Facebook pages, on government program Facebook pages, and on and on. Quit wondering and start reading and listening!

My favorite moment, however, was when Anthony Pisapia said “Nonprofits are geniuses at innovation, but maybe not at technology.” I’ll be quoting this again and again! He’s absolutely right: nonprofits have expertise, and their staff and volunteers do amazing things with very little resources. In fact, they have as much, if not more, to teach the corporate, for-profit world as the other way around! Too many tech folks think nonprofits are incompetent or inefficient; in fact, nonprofits are some of the most innovative entities around.

There was also the inevitable questions of “What’s the difference in a social entrepreneur and a volunteer? Actually, what is a volunteer? Is our goal that, eventually, everyone gets paid for their work?” As I was an observer and outsider, I didn’t enter into that discussion during the event, but afterwards, did my best to answer the question one-on-one. global survey on volunteer management software

Last year, Rob Jackson (robjacksonconsulting.com) and Jayne Cravens (coyotecommunications.com) — ME — drafted and circulated a survey regarding software used to manage volunteer information. The purpose of the survey was to gather some basic data that might help organizations that involve volunteers to make better-informed decisions when choosing software, and to help software designers to understand the needs of those organizations. We also wanted to get a sense of what organizations were thinking about volunteer management software.

We promoted the survey every way we knew how – emailing our contacts directly, posting to various online discussion groups, posting repeatedly to our social networks, and asking others to share the survey with their readers and networks. Then we published the results of the survey here (in PDF); it includes an executive summary of our findings, as well as the complete responses to questions and our analysis of such.

Software companies and designers: you can learn a LOT from this report to improve your products and your communications with customers!

We learned how much managers of volunteers love spreadsheets, even those that have specialized software for managing volunteers.

We also learned a lot from this report that has nothing to do with software. In the survey, we asked a lot of questions that didn’t relate directly to software, like about how many volunteers these organizations managed, as well as what volunteers did. And the answers about what volunteers do at various organizations were surprising.

Rob and I did not have time to analyze all of the comments made in answer to some questions; for all questions, we listed the comments made, but we did not always offer any observations about such, or group the responses into categories. We welcome the efforts of other researchers to offer their own analysis of the data provided.

From just a bulletin board to a DISCUSSION

Too many online discussion groups are really just online bulletin boards: a place to put up some information, but not discuss it. If that’s all you want from your online group – a place to disseminate information one way, from messenger to audience – that’s fine. But if you want more… what does “more” look like? And how do you get to “more”?

bulletin board / announcement board content:

  • announcements about events, policies, reports, new staff appointments, etc.
  • reminders about policies, events, reports, etc.
  • most content generated by 1 – 5 people; most staff & volunteers in the program don’t generate content (and may not even read it)
  • content is available elsewhere/is not unique to the forum
discussion forum content

  • people responding to comments and reminders
  • people asking questions
  • people inviting discussion or debate about specific topics
  • content generated by a variety of people, including staff members of the programs tied to the discussion forum
  • there is content that is not available anywhere else, meaning the forum is essential, not just a repeat of announcements from newsletters, etc.
  • unique content is essential; forum members need it for their work
bulletin board / announcement board method:

  • ad hoc, as events happen, policies and reports are created/updated, etc.
discussion forum method:

  • questions are regularly introduced, in a strategic manner, particularly when questions and discussions aren’t happening organically
  • specific people are contacted and asked to respond to a question, announcement, debate, etc.
  • discussion forum is highlighted (not just mentioned) during webinars, onsite workshops, onsite events, and attendees are invited to continue discussion on a specific place on the forum.
  • specific, current threads in the discussion forum are highlighted in meetings, newsletters, reports, etc.
