papers on cyberactivism by women in Iran & Azerbaijan

angryjayneIf you are interested in digital engagement or human rights advocacy anywhere, it’s worth your time to read the following papers. In addition, both concern women’s engagement and feminism specifically. The most exciting things happening regarding cyber activism, in my opinion, are happening in countries outside North America and Western Europe, particularly in countries where freedom of expression is not assured by law nor practice.

(1) Women’s voices: The journey towards cyberfeminism in Iran, by Mansoureh Shojaee, Part of the International Institute of Social Studies of Erasmus University Working Paper Series.

The working paper looks at the history of Iranian media by and for women, culminating in cyberfeminism. The main focus are women’s websites and cyber campaigns dedicated to improving women’s rights, and how they helped to mobilize Iranian women’s movements. There are two main case studies: The main case study on websites is the “Feminist School” as an important site for feminist discourse and women’s movements managed from inside Iran. The main case study in relation to cyber campaigns is the “My stealthy freedom” campaign which is undertaken from outside Iran. Through these two case studies, the paper aims to answer the following questions: To what extent and how do these sites provide strategic opportunities for the Iranian women’s movement to advocating gender equality and women’s rights? And did the cyber campaign help to build coalitions between women’s movements inside Iran and diaspora activism outside of Iran? The case studies are based on the author’s earlier work on the history of the women’ movement, interviews with leaders and directors of women’s websites and directors of mobilizing cyber campaigns along with self-reflective and discourse analysis of the websites and campaigns.

(2) Azerbaijani Women, Online Mediatized Activism and Offline Mass Mobilization by Ilkin Mehrabov, Karlstad University, Sweden

Abstract: Despite its post-Soviet history, Azerbaijan is an under-investigated country in academic research—compared with the other former constituencies, such as the Baltic countries or Russia, of the USSR—and gender questions of the contemporary Azerbaijani society are even less touched on. Within the current context of the post-“Arab Spring” era of mediatized connectivity and collective political engagement, this article looks into and analyzes how Azerbaijani women participate in different online and offline social and political movements, and if (and how) they are impeded by the increased state authoritarianism in Azerbaijan. Using data, obtained from online information resources, yearly reports of human rights organizations, focus group discussions, and interviews, the study detects four major activist constellations within the Azerbaijani field of gendered politics. Based on the analysis of conditions of detected groups, the article claims that flash mobs, a tactic employed mainly by liberal activists, emerge as the promising way in overcoming the normative nature of Azerbaijani patriarchal society, thus providing an opportunity for normalization and internalization of the feeling of being on the street and acting in concert with others—the practices which might lead towards an increasing participation of (especially young) women in the political processes of the country.

Some Truths About Volunteer Retention

SOME TRUTHS ABOUT VOLUNTEER RETENTION

Schools used to focus on the 3 Rs (reading, ‘riting, and ‘rithmetic), but in volunteer management we have the 2 Rs: recruitment and retention. I can’t tell you how often I’ve been asked to speak on both in a single session! Apart from this request minimizing what it takes to do all the critical tasks of volunteer management, the real problem is that recruitment and retention do not mirror each other.

You can do activities to recruit volunteers, interview them, train them, etc. But you cannot spend Tuesday mornings “retaining” them. Retention happens when everything else is going right. It is an outcome, not a task.

One of the problems with retention is defining it. People often ask me what a “good rate” of retention is, as though there is some external standard for all volunteer programs. Of course there is no such thing.

The desire to measure effective retention is tied to the fervent wish that volunteers might stay forever! Turnover has to be anticipated and planned for (and I might mention that there is lots of turnover among employees, too). How realistic are your expectations for the length of time volunteers will remain with your organization?

Some volunteers leave because things have changed in their own lives…and you had nothing to do with it. People get married, have babies, move away, change jobs, become ill – that’s life. The only thing you can do is leave the door open for a possible return. A volunteer who is forced to leave for external reasons may be willing to remain involved as a trainer of new volunteers, as an on-call substitute in a pinch, or at least as a reader of your newsletter. If the person is moving to another city, might you refer them to a counterpart program in the new location?

Here are some thoughts to ponder:

  • Retention can only be defined in relation to the commitment made by each volunteer at the start of service. So your recordkeeping system should show the amount of time the volunteer promised during the interview and then, if the person stays to that point, you have “retained” them! Anything afterwards is additional.
  • Do you clearly state the minimum commitment that is needed from a volunteer to make the training period worthwhile or to be able to make a difference to the client or cause? (This may be a different amount of time for each volunteer position.) Then, when you interview applicants, do you discuss anticipated length of stay? If neither of these things happen, how can you possibly know what volunteers intend to do in terms of longevity?
  • If a lot of volunteers leave in the first months of their work, it’s a symptom that what they expected and what they experienced did not match. Recruiting and interviewing are the start of the retention process!
  • Is there a pattern to when and from where volunteers drop off? Does one unit seem to keep people happy for a long time while another unit has a revolving door of new recruits? Analyze why and problem solve the situation.
  • Who is staying? Are you keeping long-time volunteers or the best volunteers? These may not be the same people! Again, assess what is going on. If newer recruits or people with top skills seem to become disenchanted with the program, why? How can you re-commit them?

The list of reasons why people volunteer in the first place is very long. After time, however, the reasons volunteers remain committed to your organization distills down to four factors:

  • The work they are doing is visibly meaningful
  • They feel appreciated for their service
  • They continue to learn and grow
  • They enjoy it
  • Quite simple, really – and the outcome of a welcoming, well-run volunteer program.

Volunteering & social cohesion in a post Brexit world

social cohesionOn 15 September, the National Council for Voluntary Organisations (NCVO) National Volunteering Forum met in Manchester, England to talk about the potential implications of Brexit for volunteering, and to discuss evidence and real life examples demonstrating the role that volunteering can play in improving social cohesion. The slides from the event are shared online, and the associated tweets, here.

The tweets are SO worth reading, a mix of comments said at the forum and comments from people following online. GREAT questions and comments that will give you pause, because you shouldn’t think of obstacles to social cohesion as just a British phenomena: all over Europe, as well as the USA, Pakistan, India, Afghanistan, Mexico, and on and on, societies are struggling with divided socio-political landscapes. Emotions are running high, driving nationalist movements and, often, racist and xenophobia movements as well. In many places, neighbors aren’t talking to neighbors because of differences in politics, religion, language, values and more.

As I note in my paper “Internet-mediated Volunteering in the EU: Its history, prevalence, and approaches and how it relates to employability and social inclusion” for the European Commission in 2014, researchers for vInspired, in exploring the contribution of volunteering to employability for young people, found that volunteering contributed to young people’s feeling of social inclusion:

  • Volunteering helped young people to develop their networks and mix with a more diverse social group. It also increased their ability to work within and across authority structures. This suggests that providing volunteering opportunities to a wide range of young people will help to break-down social barriers and lead to greater community cohesion and personal well- being.
  • The positive contribution made by young people to the organisations and communities with which they were involved, helped to overcome the negative stereotypes often applied to them, and improved perceptions of young people amongst adults such as staff, volunteers and service users.
  • Many young people are currently in a precarious economic position with the high level of youth unemployment, and some commentators are warning of a lost generation. Helping young people to stay connected to society and their communities, to develop leadership and employability skills that will shape their future, is one of the most urgent and critical tasks of the next decade.

As I note in that paper, this and other research demonstrates that volunteering can play a crucial role in building the personal resilience and capabilities that young people need to prosper in the work place and in society in general.

However, garnering those benefits from volunteering, as well as using it to encourage social cohesion, multi-cultural understanding, reconciliation, etc., is a tall order giving the current landscape in many countries:

  • War and dire economic circumstances are driving immigration at a historic rate, with desperate people seeking to migrate to more peaceful, prosperous countries, straining resources and emotions of those living in areas immigrants want to travel through or to.
  • Different ethnic, socio-economic and religious groups, among others, are clashing over everything from perceived threats to their culture and values to police relations to access to jobs to perceptions of crime rates and quality of life compared to the past.
  • Certain people are being excluded from participating fully in the societies where they reside, or from receiving the same employment, educational, societal and other benefits others in that society may receive. These people feel they are marginalized, that they have limited access to decision-making bodies, various institutions and employment.
  • Some people’s religious and ethical values clash with public social and working life, where others that have different ethical values also socialize and work. Not everyone embraces ideas of free expression, equality for all humans in all aspects of life (employment, education, marriage, etc.), democracy, non-traditional roles for women, and the value of diversity and inclusiveness. When these people are living in a society that insists on these values, by practice and laws, hostilities can arise, with ideas of tolerance and multicultural understanding clashing with deeply held beliefs and legal practices regarding human rights.
  • Change is rampant and is frightening to many people, particularly when economic situations are fragile, or perceived as such. People are hearing different languages than the one they have grown up with, they are seeing people dressing in a way that’s different than what they believe should be the cultural norm, and technology is rapidly changing employment, education and how services are delivered. The popularity of a restaurant serving food that isn’t perceived as indigenous or is perceived as being from a country local people don’t like, a poster in a church that isn’t in the official or unofficial national language,  a woman not wearing what local people believe she should be wearing – all of these acts can be perceived by a community as a threat to their local culture and values, and lead to hostilities.

The result of all of this is people feeling more and more powerless over the decisions and forces that affect their day to day lives. Fear and uncertainty is sweeping many communities, misinformation is rampant, and everything in the environment feels politicized. Many communities are becoming more segregated, with people choosing to live and socialize with people they perceive as like them in terms of culture and values, and choosing to stay away from festivals, neighborhoods, even restaurants where they believe a different culture prevails.

Can volunteering help bridge divides, increase understanding, reduce hostilities and nurture respect and social cohesion? Certainly there are organizations and researchers that think so:

What’s lacking is research showing that these efforts have, indeed, lead to multi-cultural understanding, a lessening of hostilities, etc. 

In my paper about Internet-mediated volunteering in EU countries, I identified challenges to promoting online volunteering as a pathway to social inclusion, and I believe it is, in fact, the biggest challenge for ANY volunteering as a pathway to social inclusion: resistance to including social inclusion goals into current volunteer engagement at an organization. In other words, most managers of volunteers don’t want to make social inclusion a part of their goals for volunteer engagement. Most organizations that involve volunteers have no stated reason relating to contributing to greater social inclusion for volunteers. They may not see the benefits of adapting their volunteer engagement to contribute to such. They may not have the expertise in how to do this. And they may not have the resources needed to build their expertise to do this. Agencies may resist adapting volunteer engagement schemes to include a social inclusion element, for fear of it draining resources or focus from their primary missions which may have nothing to do with social inclusion. In short: any effort to leverage volunteering as a path to greater social cohesion has to include money to pay for training of those in charge of volunteering engagement at various agencies. Otherwise, such efforts will, every likely, be doomed to failure.

Song of frustration re: volunteering

handstopDave Carroll became famous for writing a song and making a video about United Airlines smashing his guitar and not taking responsibility for it. The video went viral, Mr. Carroll not only appeared on various media outlets as a result, including CNN and The View, not only did United give him the financial settlement and apology he’d been demanding for months, he also became a paid speaker for various conferences and retreats, talking about “inhuman customer-service policies” and their unseen costs: loss of customer trust (and, therefore, customers), brand destruction, and more.

In February of this year, after he tried to volunteer at his son’s school, Mr. Carroll produced another song and video, this one about his frustration at trying to volunteer at his son’s school. It’s called “There’s Got to Be a Better Way.” You can watch the entire video, where Mr. Carroll makes fun of the volunteer screening at length, or just jump to the song about the experience at the 5:56 mark.

IMO, the video and song are a PERFECT example of thoughtless volunteer screening, where nonprofit and public sector organizations are interested just in checking a box rather than doing MEANINGFUL, effective screening of someone to work with kids.

I am so tired of seeing the question on discussion groups for managers of volunteers: “Where can I get a cheap criminal background check for potential volunteers?” or “How do I get a discount at the police station for police to do background checks of potential volunteers.” These people are looking for a box to check, rather than creating a culture that keeps everyone safe. Instead, read Screening Volunteers to Prevent Child Sexual Abuse: A Community Guide for Youth Organizations (it’s free to download) and use its very effective ways for screening out inappropriate candidates and creating a culture of safety. Combine it with Beyond Police Checks: The Definitive Volunteer & Employee Screening Guidebook by Linda Graff, available from Energize, Inc. (but not for free), and you’ve got a solid, more-than-basic understanding of risk management in volunteer engagement activities, and know how to better assure safety without driving away quality volunteering candidates. You also will understand how mindlessly enforcing protocols, without thinking about their purpose, doesn’t keep anyone safe.

wizardAn email I received a few days ago. I’ve changed it a bit to hide the identity of the author:

I want to thank you, sincerely, for challenging me to think about my understanding of volunteering. You really got me thinking. I had a 3.5 hour drive ahead of me last night, and the discussions around mandated community service and volunteerism kept rolling around in my mind. In my current role, I haven’t really had to think about court mandated service as volunteering and from personal experience, I don’t know if those mandated, would consider themselves volunteers? I am trying to resolve this, for my own benefit at this stage, and I am finding it quite difficult! I intend on mulling this over a bit more. I trying to consider the benefits/detriment of either belief…. Challenged? Yes!

I love making people uncomfortable about volunteer engagement. I love challenging oh-so-solid notions about who is and isn’t a volunteer, the value of volunteering, and why people volunteer. Why? Because volunteer engagement is so much bigger than just, “We’ve got work to do. Let’s get some good-hearted people to do it for free!”, and I so want this mentality to change!

The results of this? I’ve made people angry. I’ve made people tear up. Some people have double-downed on their oh-so-rigid definitions. But most, while challenged, have also been inspired. They don’t all come to the exact same conclusions as me regarding volunteer engagement and its value, but they definitely broaden their original ideas.

I remember my big ah ha moment regarding volunteer engagement, via an event by Triumph motorcycles. And my blog, Should the NFL involve volunteers for the Super Bowl?, talks further about why I changed my mind about volunteers supporting for-profit settings, in certain situations.

Nonprofits can learn from motorcycle manufacturers? Yes!

Jayne and her motorcycleIn the last week, I’ve attended two events by motorcycle manufacturers, and there was so much — SO MUCH — that nonprofits could learn from how these motorcycle events were handled.

One event was a women’s-only event by Harley Davidson. It’s called a Garage Party. I went to the one in Gladstone, Oregon. These events are held at dealerships all over the USA.

The other event was by Triumph in Canby, Oregon. They had about 20 motorcycles you could sign up to ride, on group rides every 30 minutes. The Triumph truck travels all over the USA to bring these events to cities all over.

What I learned from these events that’s applicable to nonprofits:

    1. There were notices in local newspapers about these events, but the Internet also played a huge role in marketing these events, specifically viral marketing. I found out about both events because different people posted the details to online communities I’m a part of. Two of our friends went because we posted about one of the events ourselves on an online group. Text-only messages are easy to forward, and were essential in getting the word out to so many people so quickly about these events. How likely are your volunteers, clients and financial supporters likely to forward your organization’s events via email to family and friends, or to put info about it on their Facebook or MySpace status updates? They are not going to do it for every event, but they will for the ones that feel special to them, that really speak to their heart or that they think others will find fun or especially interesting. Also, do you reach out to specific online communities to market an event? In fact, have you ever considered reaching out specifically to motorcycle communities as event attendees?
    2. Both events were very well attended. The Triumph event had the attendance organizers were hoping for but not really expecting, because of the economy and because of the somewhat remote location. The Harley event attendance in Gladstone far exceeded expectations. I think this excellent attendance at both events came not only from good marketing, but also, because of how people are thinking right now: with the beating we’re all taking in this economy, people are revisiting their priorities and lifestyles, and not just cutting back financially, but also thinking about how they are going to live. Riding a motorcycle is surprisingly affordable, not to mention the sense of control it gives you, a sense of control a lot of people feel they don’t have now in other aspects of their life. These events spoke to people’s hearts and, maybe, even their fears.How might volunteering at your organization or experiencing your organization’s program in an event give someone a sense of stability, control, escape or fun? Could you create a one-day volunteering or program event that could invite new people into your organization with the sole purpose of getting as many people into your organization as possible and getting them in one-on-one conversations with volunteers, particularly in a fun, shared activity?
    3. The garage party was focused on a specific group: women. Harley knows that, to sell motorcycles in this economy, it’s got to create more motorcycle riders. And one of the best target audiences is women. So they have created an event that could not be more female friendly: it’s staffed entirely by women (all male staff leave), because new women riders tend to be very self-conscious and self-deprecating, and there’s nothing like watching a woman smaller than you pick up an 800 pound bike (362.87 kilos) and then tell you, “YOU can do this.” There’s great food, short demonstration stations, gift bags, and free t-shirts with I am not a back rest on the back. What could have made the Garage event better? More hands-on activities, and more interactions with actual women riders (see next bullet). And a lesson for the Triumph demo rides: have at least one woman Triumph rider (even more would be better) out talking to the women at these events, whether they look like they ride their own or not, and recruit more women motorcyclists to attend these events by posting about them on local online communities for women motorcyclists.How could your nonprofit create an event that’s targeted at a specific under-represented group? Are there people who are intimidated to come to your events currently, who would need to be catered to specifically in order to attend? What could you do to make an event more welcoming to a specific group that is currently under-represented among your volunteers, clients or supporters?
    4. The Triumph event was staffed primarily by VOLUNTEERS. Yes, a for-profit company was using volunteers! Because they were “free”? Nope. It was for all the right reasons: Because an event attendee talking to a volunteer — someone who owns at least one of the motorcycles in the line up, and owned at least one other probably at some point, who can speak passionately about the product, who wants you to get to have the experience they have been having, and who won’t get any commission from a sale and doesn’t rely on this activity for their financial livelihood — is in such contrast to talking to a salesperson or paid staff person. The volunteers got to spend two days talking about something they love, a free t-shirt, supper each night, and the opportunity to ride any motorcycle not booked for a ride. The few paid staff there stayed in the background, there to fill in blanks and maybe, must maybe, to make a sale, but volunteers were the official spokespeople.Do you value your organization’s volunteers as unique, important spokespeople on behalf of your organization? Do you encourage them to talk and blog about their experience? Do you have a speaker’s bureau of volunteers available to go onsite and talk to a group about your organization? Do you give volunteers a role at all or most public events? And have you ever considered reaching out specifically to motorcycle communities to recruit volunteers?

A LOT to think about!

sabotage your organization’s productivity: tips from the CIA in 1944

In 1944, the CIA’s precursor, the Office of Strategic Services (OSS), distributed a secret pamphlet, the “Simple Sabotage Field Manual“, providing instructions to citizens living in Axis nations who were sympathetic to the Allies on how to weaken their country by reducing production in factories, offices, and transportation lines. It was declassified in 2008 and is available on the CIA’s website.

Most of the tips are about easy-to-do, hard-to-trace physical vandalism: sabotaging electric motors, fuel, cooling systems, power grids, railways and more. But several are timeless instructions on how to be a terrible employee in meetings and in management. And these instructions would be really funny except that I have encountered people in many of my work places that employ these methods. The motivations of employees using these methods today aren’t to help foreign governments – at least I hope not. I’m not really sure what their motivations are. But here’s my favorite productivity-crushing activities recommended in the manual, because I’ve encountered them so often (quotes are used because the manual used them; italics show exact quotes):

When possible, refer all matters to committees, for “further study and consideration.” Attempt to make the committee as large as possible — never less than five.

Bring up irrelevant issues as frequently as possible. Refer back to matters decided upon at the last meeting and attempt to re-open the question of the advisability of that decision.

Frequently advocate “caution.”

Multiply the procedures and clearances involved in issuing instructions, pay checks, and so on. See that three people have to approve everything where one would do.

Do your work poorly and blame it on bad tools, machinery, or equipment. Complain that these things are preventing you from doing your job right.

Give people wrong numbers and cut them off “accidentally”

Delay the transmission and delivery of telegrams (now emails and other messages)

Ruin presentations by coughing loudly and by talking (or ignore them while you play on your phone)

When training new workers, give incomplete or misleading instructions.

Misfile essential documents.

Spread disturbing rumors that sound like inside dope.

Work slowly.

Give lengthy and incomprehensible explanations when questioned.

Act stupid.

The last one made me laugh out loud.

But what the manual recommends is not all bad: there’s also this recommendation, which I find particularly valuable it getting what I want when working with government clerks:

globe…Tourism and travel together has proven to be such a resilient industry that nothing is going to stop it. This has become a fact. It may be halted in certain destinations for a short period of time. But if these destinations are well established in the tradition of receiving people and have the right infrastructure and the right expertise then in the immediate and long term it comes back even stronger than it was. This has been our experience in many, many destinations all over the world. There is no stopping to this movement of people. I believe travel has become a human right. People are not going to stop traveling. They may alter their plans, they may postpone them a bit here and there, but the phenomena of traveling at the international level is going to continue to grow… No destination under the sun is immune from being affected or attacked. If not by a man-made terrorist or security related matter, then by a natural disaster. No place in the world is immune from this. I can challenge anybody to name me any place that tells me it’s impossible to have it. No place can claim to be 100% safe and secure. This is a fact. There’s never been anyhow. Does that mean that we stop traveling, we stop living as human beings, stop celebrating beauty of of life and the enjoyment that travel brings and the benefits that travel brings through it? We should never, ever do this…

In a nutshell, I’m not worried about the travel and tourism industry. I’m concerned about the lives of people and security of people, of course. We need to be concerned about security of travel. We have to put it at the heart of our objective. Security doesn’t mean we don’t travel. Do not travel or reduced travel is not an answer, it’s not an option.

World Tourism Day is September 27 each year, as designated by the United Nations General Assembly, and is meant to foster awareness among the international community of the importance of tourism and its social, cultural, political and economic value. The celebration also seeks to highlight tourism’s potential to contribute to reaching the Sustainable Development Goals (SDGs), addressing some of the most pressing challenges society is faced with today. The lead agency for the day is the UN World Tourism Organization.

In case you are wondering why I care so much about this particular day: I’m an avid traveler. I want to use my privilege to see different parts of the world, whether that’s something around the globe from me or in the next county. Travel gives me hope in humanity, because of the incredible kindness I experience. Travel gives me a sense of wonder, because of the incredible natural beauty and human-made marvels I see. Travel gives me a sense of brotherhood with all humans, because of the various representations of history I encounter. I want all people to get to experience this, particularly women. And the economic benefits to local communities regarding tourism are real and something I very much want to support.

OpenOffice needs volunteers – & a plan for future engagement

I love FOSS software! FOSS means Free and Open Source SoftwareOpen source software allows users (including online volunteers!) to study, change and improve the software at the code level, rights normally reserved for the copyright holder – usually, a large corporation. Free software usually refers to software that grants you the freedom to copy and re-use the software, rather than to the price of the software. But when I talk about it, I really am talking about cost-free-for-the-user software: it doesn’t cost a user money to use it, though donations are encouraged (and, yes, I donate).

As I’ve said before, It bothers me when I see people in countries where I work or visit – Afghanistan, Ukraine, Egypt, etc. – using pirated Microsoft software rather than LibreOffice or OpenOffice. Or when I see nonprofits struggling with expenses and spending huge amounts of money on proprietary software from multi-billion dollar companies rather than FOSS software. FOSS products are powerful, constantly debugged and upgraded, and feature-rich. The support forums for them are as good as anything large software corporations provide.

OpenOffice has been one of my favorite FOSS tools for years. It has word-processing, spreadsheet and presentation features every bit as powerful as Microsoft, at least for my needs, and it’s opened Microsoft files, and created them for me to send to others, as easily as it is for Microsoft to open old versions of its office suite, which many of the people I work with are still using.  But I also use LibreOffice, which is also a FOSS office suite, with all the same features. Why do I use both? Because, sometimes, one will do something the other won’t.

With all that said, there is a history behind these two FOSS efforts that is worth your reading, if you are interested in community engagement, volunteerism, responsive-management, transparency and mission-based organizations. The history shows how clashes regarding commitment and goals between paid leaders and devoted volunteers can lead in splits in programs, and shows the importance of ongoing cultivation of new volunteers – in contrast to assuming volunteers will just magically materialize, the way they always seem to have.

When the company that produced OpenOffice was purchased by the the for-profit corporation Oracle in 2010, Oracle became owners of OpenOffice. The thousands of volunteers that had been contributing to OO, constantly refining the product, as well as promoting it to others, were concerned at Oracle’s lack of activity on or visible commitment to OpenOffice. These volunteers are passionate advocates of FOSS, not just OO, and they were dedicated to seeing the tool not only continue, but continue to evolve, as all software must to survive. A group of OO devotees created the Document Foundation, a nonprofit organization to either manage OO once Oracle let it go – which everyone thought they would – or to create an alternative software. Oracle was invited to become a member of the Document Foundation, so that they Oracle could help with the transition when they discontinued OO. Instead, Oracle surprised everyone: the company demanded that all members of the OpenOffice.org Community Council also involved with the Document Foundation to step down from the council, claiming a conflict of interest, and things turned hostile. LibreOffice was born, and volunteers left in droves to join the effort to refine and promote it. In 2011, Oracle announced it was, indeed, ending development of OpenOffice and that it would give OpenOffice code and trademark to the Apache Software Foundation. OpenOffice continued to be refined and new releases came to fruition, but LibraOffice won the battle for volunteer developer participation.

From what I’ve read, I get the impression that the Apache Software Foundation folks envisioned that the developer pool for OpenOffice would come from seeded by IBM employees, Linux distribution companies and public sector agencies – in short, they thought other organizations would donate talent, because they had before, but they didn’t think about recruiting online volunteers themselves. And now the foundation is struggling with recruiting volunteer developers for Open Office. Things are so dire that the Apache Software Foundation recently outlined what discontinuing the product could look like.

Volunteers deliver the program of both of these foundations. Here’s what the Apache Software Foundation says on its web site:

All projects are composed of volunteers and nobody (not even members or officers) are paid directly by the foundation for their job. There are many examples of committers that are paid to work on the projects, but never by the foundation themselves, but rather by companies or institutions that use the software and want to enhance it or maintain it. Note that the ASF does contract out various services, including accounting, Press and Media relations, and infrastructure system administration.

I love that so many open office projects, including the Document Foundation/LibreOffice, have a commitment to their program being delivered by volunteers rather than paid staff, NOT because they want to save money, but because of the nature of their program itself, which they believe is best delivered by volunteers. They believe volunteer engagement is community engagement and that volunteers are the best people for program delivery – a radical idea I’ve promoted to a lot of nonprofits and gotten a LOT of pushback for.

One of the things I love about these FOSS efforts fueled by thousands of online volunteers all over the world is that they involve volunteers based on what they call meritocracy: new volunteers start by completing microvolunteering tasks, such as sending little patches for problems with the software they find, or sending helpful suggestions regarding improving the software, or replying to official online discussions about the software. Their micro contributions are valuable and consistent. When they have proven themselves to be reliable, trustworthy and helpful, they may be asked for more substantial contributions, or they may offer to take on a larger task themselves, and then complete it successfully. The core group of volunteers may feel the person has proven him or herself as a volunteer, that their commitment to the project is genuine and ongoing, and, therefore, their contributions merit their full inclusion in the development community, granting them direct access to the code repository and to conversations with other volunteers. This increases the number of volunteers and increases the ability of the group to develop the program, and to maintain and develop it more effectively. It’s a method of volunteer screening and recognition, all in one!

So, with all that said… can OpenOffice be saved? Yes – as long as the Apache Software Foundation leadership can make a strong case for OpenOffice to not only Microsoft, but LibreOffice as well. If they can, then attracting new volunteers is relatively easy – at least it would be for, say, me, to develop a very effective recruitment strategy for such, if they have a commitment to carrying it out. OpenOffice was downloaded more than 29 million times in 2015 – that to me says there is a lot of interest in this initiative continuing. Oh how I would love to help them make it so…

Kentucky, Tennessee, other parts of USA need digital access help

logoBack in the 1990s, I got into a heated debate somewhere online with someone who said community technology centers and computer literacy programs would be gone by the turn of the century. I knew there would always be a need for such groups, at least in my lifetime. And, sadly, I was right.

I love my home state of Kentucky oh-so-much. I lived there until I was 22, and really enjoy visiting whenever I can. I plan on retiring there some day. I think it’s an amazing state. But I also know that Kentucky has quite a few people who are under-educated, even illiterate, that are living in poverty, that are struggling with nutritional needs, health care, dental care and more. And when it comes to Internet speed, Kentucky is stuck in the slow lane – this story is from 2014, but not much has changed 2 years later.

But in addition, Kentucky, and its neighbor, Tennessee, don’t have many computer literacy projects or digital equity programs outside of its grade schools. Seniors, people in their 40s and over struggling with unemployment, and many others in those two states lack computer literacy skills: they don’t know how to use word processing programs, they don’t understand the Internet, they don’t understand online safety, and they may not even understand what’s installed on their smart phones. The nearest NetSquared group for Kentucky or Tennessee? St. Louis. Chicago. Columbus. Atlanta. Hundreds of miles away for most people in those two states. SeniorNet doesn’t serve either state. There is nothing in Kentucky or Tennessee – and probably a lot of other US states – like there is in big US cities known for their tech-savviness, or even like there is in many large cities in Africa. Portland, Oregon has FreeGeek and an NTEN Nonprofit Tech Club, Austin, Texas has Austin FreeNet and also an NTEN Nonprofit Tech Club, and San Francisco has more programs helping various communities with digital empowerment than I care to try to list here. Heck, I even discovered the Crook County, Oregon Mobile Computer Lab in Paulina, Oregon on a motorcycle ride a few years ago.

Not that there aren’t organizations expressing the need for such in these two states – and others, probably. ElderServe in Louisville needs a volunteer to teach basic computer skills such as how to operate a computer, email, Google, Facebook, etc. to its senior participants. The Louisville, Kentucky public library hosts computer literacy classes at many of their sites. Goodwill Industries of Middle Tennessee has computer classes for clients. in Nashville.

Does the University of Kentucky do anything regarding building the digital literacy of high-poverty communities or under-served people? Western Kentucky University? Eastern Kentucky University? Murray State University? University of Tennessee? Middle Tennessee State University? University of Memphis? Vanderbilt? Not that I could find. I used the names of these universitys, or the largest cities in these two states, and phrases like digital literacy, computer training elderly, and computer literacy at-risk teens to search.

Computer literacy projects, digital equity programs, “access for all” groups, geeks4good initiatives – even in 2016, these kinds of initiatives are still needed, not just in developing countries, but right here in the USA, and not just in Kentucky and Tennessee. I have no doubt that such initiatives could easily recruit qualified, committed onsite and online volunteers in these areas, and attract funding. There are lots of people that would love to teach classes, market the classes, find places for the classes, and build web sites for programs providing these services. Photos of seniors, rural people, at-risk youth and others engaged in these programs, and their testimonials after their participation, would be oh-so-attractive to sponsors.

    preparing a business plan, identifying potential partners, determining program focus, staffing, evaluation, budgeting and funding
  • United Nations Information Technology Service (UNITeS) contributions to the UNESCO Multimedia Training Kit, a list of the content UNITeS provided UNESCO in 2005. The overall kit was meant to provide trainers in telecentres, community media organizations, civil society organizations and the development sector with a set of modular training materials on information communications technologies; the materials were intended for use by trainers in face-to-face workshops rather than for self-instruction by learners. UNITeS contributions were regarding volunteer engagement in these community tech initiatives.

Update: for clarification, I’m talking about digital literacy and access for all citizens – I’m not talking about a company hiring people to code or expanding its company operations in either state.
