{"id":258,"date":"2011-01-18T16:44:00","date_gmt":"2011-01-18T16:44:00","guid":{"rendered":"http:\/\/coyoteblog.posterous.com\/government-support-re-volunteerism-increasing"},"modified":"2017-03-29T19:36:52","modified_gmt":"2017-03-30T02:36:52","slug":"government-support-re-volunteerism-increasing","status":"publish","type":"post","link":"https:\/\/coyotecommunications.com\/coyoteblog\/2011\/01\/government-support-re-volunteerism-increasing\/","title":{"rendered":"Government support re: volunteerism increasing worldwide"},"content":{"rendered":"<p>A recent edition of <a href=\"http:\/\/www.icnl.org\/knowledge\/globaltrends\/\" target=\"_blank\">Global Trends in NGO Law<\/a>, &#8220;a quarterly review of NGO legal trends around the world&#8221;, published by <a href=\"http:\/\/www.icnl.org\/\" target=\"_blank\">The International Center for Not-for-Profit Law<\/a>, examines <strong><a href=\"http:\/\/www.icnl.org\/knowledge\/globaltrends\/GloTrends2-1.htm\" target=\"_blank\">the major international trends in the development of supportive volunteerism policies and legislation over the past decade<\/a><\/strong>. In anticipation of the 10 year anniversary of the International Year of Volunteers (IYV+10), the <a href=\"http:\/\/www.unv.org\" target=\"_blank\">United Nations Volunteers<\/a> (UNV) program commissioned <a href=\"http:\/\/www.unv.org\/en\/news-resources\/resources\/on-volunteerism\/doc\/resrach-report-volunteerism-laws.html\" target=\"_blank\">the report<\/a> by the ICNL and the <a href=\"http:\/\/www.ecnl.org.hu\/\" target=\"_blank\">European Center for Not-for-Profit Law<\/a> (ECNL).<\/p>\n<p>The report finds that since IYV 2001, more than 70 laws and policies on volunteers and volunteering have been adopted in countries around the world.\u00a0<strong>These laws cannot be absolutely attributed to the events surrounding IYV 2001, but it can be said that a growing number of countries are becoming aware of volunteerism in their countries<\/strong> &#8212; not just informal activities of neighbors helping neighbors, but volunteers self-organizing or being organized through a non-governmental organization (NGO) to provide certain services, to engage in activities that promote change by government or corporate sectors, etc.<\/p>\n<p>Organized volunteerism isn&#8217;t just people being nice and helpful, and efforts to introduce, expand or support volunteerism nationally should keep that in mind. <a href=\"http:\/\/merrillassociates.com\/topic\/2004\/12\/learning-not-so-nice-volunteers\/\">There are some not-so-nice volunteers out there &#8212; and while I think they are wonderful<\/a>, many governments are going to balk when they show up.<\/p>\n<p>In addition, as governments expand their support of volunteerism in their countries, they are going to learn very quickly that <strong>volunteers are not all <em>selfless<\/em>!<\/strong> Volunteers are neither saints nor teddy bears, and <a href=\"http:\/\/blogs.forumer.com\/jcravens\/43831\/No+more+warm%2C+fuzzy+language+to+talk+about+volunteers!.html\" target=\"_blank\">fuzzy language about them and their contributions needs to be replaced by <strong>more modern and more appropriate language that recognizes their importance<\/strong><\/a>, like &#8220;powerful&#8221; and &#8220;intrepid&#8221; and &#8220;audacious&#8221; and &#8220;determined.&#8221;<\/p>\n<p>And do they understand that <a href=\"http:\/\/blogs.forumer.com\/jcravens\/44087\/Volunteers+-+still+not+free!+Even+at+Wikipedia!.html\" target=\"_blank\">volunteers are never free<\/a>, that successful volunteer engagement requires volunteer management and support &#8211; and that such support and management costs money?<\/p>\n<p>It&#8217;s also important to take extra care in talking to impoverished people about donating their time for free &#8211; <a href=\"http:\/\/www.coyotecommunications.com\/volunteer\/realvolunteering.html\" target=\"_blank\">there can be a very ugly backlash with the wrong approach<\/a>. But <a href=\"http:\/\/blogs.forumer.com\/jcravens\/43888\/Is+it+appropriate+to+ask+local+poor+people+to+volunteer%3F.html\" target=\"_blank\">asking impoverished people to donate their time to free can work<\/a>!<\/p>\n<p>In short &#8211; there are LOTS to consider about expanded promotions of volunteering in countries globally!
