Many app4good efforts fail to get stakeholder input: lessons from UNHCR

Developed in a ‘bubble’, many apps that were developed by various IT dogooders for refugees duplicated existing well-used communication platforms. They didn’t take into account complex issues of trust, how information (or rumors) spread, nor how rapidly the political and protection landscape changed. There was also demonstrated naivety around data protection and the political sensitivity related to information being shared.

“I definitely don’t want to disparage the motivations nor the commitments demonstrated by thousands of volunteers during in Europe. But, ‘tech-led solutions’ to complex challenges failed to solve the significant communication issues.”

Katie Drew of the United Nations High Commission on Refugees (UNHCR) writes a much-needed piece about the many apps4good / tech4good efforts launched to help migrants that didn’t last past their splashy launches. She also provides helpful advice for future efforts. Her advice is applicable to ANY hackathons / hacks4good that think a room full of IT folks can solve an issue faced by migrants, people experiencing homeless, women facing domestic violence, or any mission of a nonprofit or non-governmental organization.

Did you know Meals on Wheels is being hit HARD by big budget cuts?

And Meals on Wheels isn’t the only one: many of the nonprofits that provide critical services and improve our quality of life and protect the environment all over the USA are NOT funded primarily by charity – by individuals and corporations giving money – and that means their already precarious funding situation is about to get more dire with the current federal government and philosophy of the majority of Congress. That’s not a political opinion: that’s a reality.

Meals on Wheels, like many nonprofits, does NOT get most of its funding from donations: a third of its funding comes from a provision of the Older Americans Act signed into law by President Nixon in 1972. The rest comes from state and local governments, corporate donations, and individual charity. But the OAA, like most government programs, is being scaled back, including federal and state government funding for Meals on Wheels. Among the reasons government officials are giving for the funding cuts, besides that “charity will take care of it” is that they doubt the program is needed – and say there’s no data to prove it is, let alone that it is doing anything critically necessary. As this December 2017 article in Slate notes, part of the problem is that Meals on Wheels data hasn’t been robust until recently:

A literature review in 2015 found that most studies related to home-delivered meal programs were small, unrigorously designed, and measured “self-reported dietary intake,” an unreliable metric. (Try measuring what you eat for a week.) Though senior nutrition advocates swore by the program, the lack of data made it harder to argue for more funding and may be the reason the OAA’s nutrition program has floundered. For many poverty programs, robust data are necessary for survival but not sufficient. Meals on Wheels programs are stuck in an appropriations purgatory where many don’t receive enough money to stay at capacity, much less expand, but they’re too adored to be cut much without political reprisal.

But the article also notes that, in 2013, a public health researcher at Brown University, published a paper that found “if all states had increased by 1 percent the number of adults age 65 or older who received home-delivered meals in 209 under title III of the OAA, total annual savings to states’ Medicaid programs could have exceeded $109 million.” Most of the savings would come from keeping seniors in their homes and out of nursing homes, which are more expensive. 92% percent of Meals on Wheels recipients say the service lets them live at home.

Meals on Wheels has relied on its VERY well known name and mission statement to be enough for government funding, let alone charitable gifts. No more. It needs data to prove the need for its existence and data to prove that its effective – not just number of meals delivered and number of seniors served, but how that changed anyone’s physical or mental health, let alone what independence it created and, ultimately, how much money it saved taxpayers.

And the same is true for YOUR nonprofit.

The United States federal government has just passed a massive tax cut that is giving all of these corporations and very well-off entrepreneurs and business owners a great deal of even more money. Meanwhile, several issues are at a crisis point in the USA: homelessness, poverty among people that are working full time, lack of affordable housing, opioid addiction (as well as other drug addictions), lack of access to health care, lack of access to dental care, understaffed schools in crumbling buildings, failing infrastructure, under-staffed public lands, arts groups on the brink of bankruptcy, and on and on.

So it’s time, for nonprofits in 2018 to be demanding.

Corporations, high-tech gurus and rich entrepreneurs like to tell nonprofits what they should be doing.

You should be using such-and-such fantastic new software/tech tool

You should be using social media more effectively.

You should be involving more volunteers.

You should have micro tasks and expert tasks and group tasks for volunteers.

You should be using meta data more often and more effectively.

You should have a program that addresses such-and-such.

You should do such-and-such activity.

And on and on.

Oh, but, when it comes time for funding any of those activities, they also love to say, “Sorry, we don’t fund overhead.” Let’s make 2018 the year nonprofits turn that statement on its head. Let’s make 2018 the year government officials and corporate leaders hear loud and clear that what they want from nonprofits takes MONEY.

Every time someone says,”You should be doing this,” tell them how much that will cost and ask them how much they will be able to donate to make that happen.

If a corporation asks you to give feedback on an employee volunteering idea or other philanthropic activity, say you would be happy to – and tell them what your hourly consulting fee will be.

If a corporate person says your executive director makes too much money, ask that person how much he or she makes, plus what benefits he or she gets (retirement, paid vacation weeks, bonuses, health care insurance coverage, etc.), and offer a comparison for your executive director, including level and type of responsibility.

When a business calls and says they would like a one-time volunteering opportunity at your nonprofit this Saturday from 10 to noon, tell them great, and also how much they will need to pay to cover the costs you will incur to make this happen. Make sure you charge an amount that truly makes the time and effort on your organization’s part worth the expenditure of your resources.

When a business says they need precise data that proves your organization does what it says it does, present them with an evaluation plan and how much it will cost to undertake such.

Sign up to speak during at least one city council meeting this year, to talk about what your organization is doing to address a community issue, to make your community a better place, etc. Offer specifics – not just number of activities, but testimonials from those that have benefited from such.

Sign up to speak during at least one of your city’s citizen’s committee that’s concerned with an issue your organization or program addresses (public safety, the arts, the historical commission, etc..).

Offer your own information for any “state of the community” statement your mayor or other local official prepares.

Say “NO” a LOT more. If a corporation wants you to do an event, activity or program that your organization cannot afford to do, say no. If a corporation wants you to do an event, activity or program that you don’t feel would be truly beneficial for those you serve and might actually detract from your mission, say no.

Nonprofits are going to be asked to do far, far more in 2018 than they have ever been asked to do before. They are, in many cases, going to be holding families and communities together, and be all that stands between survival and disaster for many people. They are also often what makes a community or public event or public space worth visiting, let alone living in or near. None of what nonprofits do is free. Meanwhile, corporations are experiencing record profits and corporate executives are enjoying record-breaking high salaries and bonuses. Time to charge them in full for your services and remind them of the financial costs of your work.

Web designers: your chance to be a super hero!

 The nonprofit organization Knowbility now has 27 nonprofits and artists that have signed up to participate in OpenAIR2018 and get new web sites via its acclaimed hackathon, which takes place in February and March 2018. There is room for a few more nonprofits, NGOs, charities and artists – but now, Knowbility is turning its attention to recruiting web design teams.

OpenAIR web design teams are volunteers-turned-superheroes. They receive training and mentoring from some of the nation’s most prominent web design accessibility experts as they design new web sites for participating client organizations and artists. Design teams have about five weeks after the start date on February 8, 2018 to create these web sites that comply with ADA and Section 508 standards. The training and mentoring that design teams receive is valued at over $4,000 – but participating web design teams pay just $150.

Web sites are judged by Knowbility’s judging panel over a six week period (the nonprofits and artists get access to the designs to use on their own sites as soon as the design period is over, but team original designs are preserved for judging). Awards will be announced in May during Knowbility’s John Slatin AccessU accessibility conference.

OpenAIR web design teams can be professional web designers, university faculty, university students – anyone who has designed web sites but wants to take their skills to the next level.

This is a great opportunity not only to get top-notch training in web design accessibility; it’s also a fantastic opportunity to:

  • enhance your virtual team skills and brag about being involved in virtual volunteering
  • be a part of an internationally-recognized event
  • help nonprofits that are addressing a variety of causes – fair housing, help for seniors, children’s education and more
  • gain recognition for your individual or your company’s corporate social responsibility focus / philanthropy
  • compete with other web designers

Your team could be the IT staff from a government agency. Or the entire IT department at a large corporation. Or staff from a savy hot tech startup. Or university students. Or university faculty. If you are an individual web designer, you can register as an individual and you will be matched with a team that has room for you or with other individuals who want to participate and join a team. Teams must have at least 4 members and no more than 6.

After the competition, Knowbility also asks design teams to guide their client organization’s through the process of replacing their current web site with the one the design team has developed, and to provide some initial guidance to the nonprofit in case they have any difficulties with their new site. This is not a requirement, but the guidance is greatly appreciated by the nonprofit clients (otherwise, the guidance will be provided by Knowbility).

A fee of $150 per team is due at registration. If you are an individual, note in your registration that you want to be a part of a team; you can work out how to pay your registration once your team is finalized.

Teams may register with a nonprofit or artist they already have a relationship with (however, there is also a $100 nonprofit registration fee – and if the nonprofit client or artist has to register ASAP, because the window for those registrations is FAST closing!).

Register ASAP! I suggest a deadline of January 12, 2018 to register! 

The Accessibility Internet Rally (AIR) has been happening since the 1990s. It used to be an onsite hackathon, mostly in Austin, Texas, and the designs happened in ONE DAY – back then, the nonprofits didn’t have web sites at all. I was a part of it back then – I’m thrilled to be a part of it again.

Group Volunteering during the holidays: why is it so hard?

Finding group volunteering opportunities on or around Thanksgiving in the USA, on or around Christmas, or anytime between these holidays, is much harder than most people imagine. Why is it so hard?

  • So many, many people want to volunteer during these holidays that organizations that involve volunteers during these days book their volunteer openings quickly, often months in advance (some food pantries and soup kitchens are booked with volunteers for Thanksgiving and Christmas a YEAR in advance!).
  • Most economically or socially-disadvantaged people find family to be with during the holidays. Even most people staying in homeless shelters go to a family member’s home on Thanksgiving or Christmas Eve or Christmas Day. That means that many shelters and soup kitchens don’t serve many people on Thanksgiving or Christmas.
  • It is very hard for a nonprofit organization to develop a one-time, just-show-up and volunteer activity that is worth all the expense (staff time to supervise the volunteers and supervise them, particularly since the volunteer may never volunteer again); often, it’s cheaper and easier to simply let the staff do the work themselves. In addition, group volunteering activities are also quite difficult to develop, for similar reasons.
  • Staff at nonprofits often suspend all training of new volunteers the week of Christmas, through January 1 – or even for all of November and December. This is to allow staff some time off to be with their own families for the holidays.

If you are absolutely determined to find ways to volunteer during the holidays, you should have started looking in August. I’m not kidding! If you didn’t start back in the summer, then you can use this advice for finding volunteer activities during the holidays. Also see:

If you are tech-minded, you can help a nonprofit, or a group of nonprofits, to develop a One(-ish) Day “Tech” Activities for Volunteers, where volunteers build web pages, write code, edit Wikipedia pages, and more. These are gatherings of onsite volunteers, where everyone is in one location, together, to do an online-related project in one day, or a few days. Because computers are involved, these events are sometimes called hackathons, even if coding isn’t involved.

Innovation & tech need to work for women and girls too

In September, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) launched the Global Innovation Coalition for Change with partners from the private sector, academia and non-governmental organizations (NGOs) to encourage innovation and technology to work better for young women and girls around the world.

First, more about the GICC, then a short comment from me about it.

The coalition will focus on building market awareness of potential for innovations that meet the needs of women and will also identify the key industry-specific barriers that obstruct women’s and girls’ advancement in innovation, technology and entrepreneurship. It will also work collaboratively to identify key actions that can help overcome these barriers through actions including sharing of good practices, developing capacity and investing in specific innovations through targeted support.

The background paper to the GICC launch, Making Innovation and Technology Work for Women , details the barriers that contribute towards creating and sustaining the gender gap in innovation and technology and actions by UN Women to address these barriers. Excerpts:

“Women face a multitude of barriers that results in the persistent and sometimes growing gender gaps. As a result, innovations are unlikely to be available on time and at scale to address the needs of women. Transformative results will require private and public sector partners to come together to address these barriers in an integrated manner. While the task looks daunting, being able to demonstrate progress in a given industry could have multiplier effects across other industries that will enable innovation and technology to break current trends and drive achievement of the Sustainable Development Goals.”

“The achievement of the ambitious Sustainable Development Goals (SDGs), notably gender equality and women’s empowerment, requires transformative shifts, integrated approaches, and new solutions. Based on current trajectories, existing interventions will not suffice to achieve a Planet 50-50 by 2030. For example, it will be 95 years before there is parity in girls’ lower secondary education for the poorest 20%; it will be 50 years before there is gender parity in politics at the parliamentarian levels; and it will be 170 years before women worldwide will earn as much as men. Innovative approaches are central to delivering the SDGs for all.”

SDG 5 is “Achieve gender equality and empower all women and girls.” The reality is that none of the SDGs can be reached unless this one is.

How to look at the Chan Zuckerberg Initiative

I had planned on writing my thoughts about the Chan Zuckerberg initiative – then found this blog by Anil Dash (thanks, Susan Tenby) which says it better than I can:

It is absolutely fair and necessary to be critical of Zuckerberg’s philanthropic efforts, both past and present, to ensure that this gift of $45 billion dollars is put to good use. That is because the default dispensation of the money will be to waste it. For example, Zuckerberg donated $100 million to Newark schools to almost no effect, in a gift that was revealed to have been explicitly managed by Sheryl Sandberg to be timed to offset the negative publicity surrounding the release of the movie The Social Network. Given that track record, our default assumption should be that this is a similar move, though obviously this announcment (sic) being coupled to the birth of their daughter makes such assumptions seem churlish or rude.”

Corporate volunteers can be a burden for nonprofits

Back in 2011, I asked if group volunteering was really all its cracked up to be.

The sentiment has gone mainstream: the Boston Globe published this yesterday: Corporate volunteers can be a burden for nonprofits.

Corporate social responsibility folks, managers of employee volunteerism programs: are you listening?

My favorite virtual volunteering event originates in… Poland

ewolontariat logoThe Discover E-Volunteering competition by E-Wolontariat (E-Volunteering Poland) is the best showcase of new virtual volunteering initiatives on the planet. I’m a HUGE fan of this event – and governments and corporations in Europe should be too. Here’s why:

  • this is the first and only competition of its kind in the world. And it started in Europe – not the USA. Who wouldn’t jump at the chance to scoop the USA re: something tech-related?
  • by making this a competition, the event ends up drawing out and then showcasing some of the most innovative initiatives in Europe that are blending technology with helping people, the environment, and other causes.
  • the competition grows every year, in terms of participants, applications and attention from both traditional and non-traditional media.
  • just about any person – people who are unemployed, people working at corporations, young people, retired people – can become online volunteers with many of the initiatives showcased in this competition. So virtually anyone can be a part of this event in some way.
  • the competition doesn’t just benefit the “winners”; E-Wolontariat shares much of what it learns from ALL applicants. via its web site and via its trainings, so that ANY NGO can benefit. That means, with more widespread promotion of the event, the event could build capacities at NGOs not just in Europe but worldwide, allowing those NGOs to involve even more volunteers.
  • governments and others are talking about encouraging young people to volunteer, how its so important, to help young people build skills for the workplace, to increase their civic engagement, to cultivate empathy and caring, and more. But there’s not much action to back up that talk. This event is actually helping to expand options for those young people to volunteer.
  • by helping organizations expand their involvement of online volunteers, this event is very likely helping them to expand their involvement of ALL volunteers, including traditional onsite volunteers, by helping them to improve recruitment and support of all volunteers.
  • by helping organizations expand their involvement of volunteers, this event is helping more people, including unemployed people and people who are often socially-excluded (the unemployed, immigrants, the disabled, etc.) to become better connected to society. And we keep hearing that we need to increase opportunities for socially-excluded people to connect with society…

Why tech companies, telecommunications companies, banks, and other multi-national corporations aren’t fighting each other to fund this event, I’ll never understand.

As I said in my last blog, there are so many corporate folks chastising nonprofits and NGOs, saying mission-based initiatives need to be more innovative, saying they need to embrace the latest network technologies and revolutionary management styles and on and on. Yet these same corporations demanding nonprofit innovation aren’t funding virtual volunteering-related initiatives. The Discover E-Volunteering competition would be a GREAT one to start with!

And media, you should be covering not only this competition, and not only the individual applicants to this event, but also all sorts of great virtual volunteering activities happening in the world.

hey, corporations: time to put your money where your mouth is re: nonprofits & innovation

logoI started talking about virtual volunteering – without knowing it was called that – as early as 1994, more than 30 years ago. Soon after I started babbling about it, I directed The Virtual Volunteering Project, based at the University of Texas, back in the late 1990s. Back then, I thought that, by now, well into the 21st century, there would be corporations clamoring to sponsor virtual volunteering activities and events. I could see back in the 1990s that this wasn’t just a fun idea – it was an effective one for nonprofits, NGOs, and volunteers themselves – and that it would become a widespread practice. I just knew corporations would want to be seen as leaders in the movement and, therefore, fund it.

Yet, 30 years later, while thousands of nonprofits all over the world have embraced using the Internet to support and involve volunteers, corporations remain largely silent in their involvement and support. I am frequently contacted by nonprofits and NGOs looking to expand their involvement of online volunteers, or that want to do something particularly interesting or innovative regarding virtual volunteering, but they need funding, and they want to know if I can help. And I can’t. Because corporations clamoring to be a part of virtual volunteering just hasn’t happened.

It’s not true of all corporations: the international telecommunications company Orange seems to get it, to a degree: Fundacja Orange (the Polish branch) partially funds the ground-breaking Discover E-Volunteering competition, the best showcase of new virtual volunteering initiatives on the planet. But, sadly, the UK branch of Orange seems to have already discontinued its Do Some Good smart phone app to help people volunteer through their mobile phone, launched in 2012 – less than three years ago. Hewlett-Packard used to have a pioneering e-mentoring program, bringing together their employees, as mentors, with high school students, and the program is frequently referenced in academic literature 20 years ago about the promise of e-mentoring – but that program is long gone, and I can’t find any association between HP and virtual volunteering anymore. Rolex seemed somewhat interested in microvolunteering, a version of virtual volunteering that engages online volunteers in micro tasks, but that initial interest seems to have quickly, completely waned. Cisco was a key financial and in-kind supporter of NetAid, a part of which became the UN’s Online Volunteering service, but that support ended in 2001.1

You’ve heard it and read it so many times: corporate folks chastising nonprofits and NGOs, saying those mission-based initiatives need to be more innovative, saying they need to embrace the latest network technologies and revolutionary management styles and on and on. Yet these same corporations demanding nonprofit innovation aren’t funding virtual volunteering-related initiatives.

Time to put your money where your mouth is, corporations: there are some terrific virtual volunteering activities out there. There are outstanding innovations happening at nonprofits and NGOs all over the world. You say you want more risk-taking, more innovations, more tech-use by mission-based organizations – okay, they stand ready to do it. All they need is the investment. Are YOU ready to put your money where your mouth is?

Nov. 11, 2015 update:  Nonprofit leaders are not focusing enough attention on innovation, measuring the impact of their efforts, and creating funding structures that encourage risk-taking, according to a new report from Independent Sector. Great – who is going to FUND THOSE ACTIVITIES?!

Just found this out: the city council of Ivano-Frankivsk, a municipality in Western Ukraine, initiated a project for the creation of a mobile app to improve service delivery and expand opportunities for collecting the public’s feedback. On 18 January 2014, UNDP help to launch the app, making it available for free on Google Play. “Containing information about the city, its executive authorities, and a useful telephone directory of 500 contacts of relevant public authorities, the app also provides easy access to municipal emergency services. Crucially, it also allows citizens to report cases of corruption via 14 different anti-corruption hotlines at local, regional, and national levels. The claims and petitions filed will be addressed within the legally established timeframe of 30-45 days.” Here’s the official story from UNDP Europe and Central Asia.

Ukraine really is quite a tech-savvy country – as I mentioned earlier, re: the late Ukrainian journalist Ihor Kostenko, who was killed earlier this year in a Euromaidan protest, being named Wikipedian of the Year for 2014. And, as you may recall, I blogged earlier about the development of a citizen reporting system for post-conflict areas in Ukraine, one that could be accessed by a computer or a smart phone, where citizens could report on a particular issue, and these reports could be mapped and shared, etc.

But with all that said, just as with app launches and hackathons / hacks4good in the USA, there seems to be no followup. Are any of these apps4good projects sustainable? Are there more users of the apps now? How many cases of corruption have been reported to date with this particular app that was launched earlier this year? Has the app – or any apps six months later – been improved in any way? Has any hackathon products or apps4good had any evaluation yet and, if so, what are the results?

I’ve been trying to find examples of citizen reporting apps being used by governments to respond to citizen reports – about illegal waste dumps, infrastructure issues, misuse of official vehicles, whatever, in any country. And so far… I’m finding only stories about the launch of the app. Like this one in Montenegro. In addition to getting answers to the questions in the aforementioned paragraph about all these apps for good, I’d like to read a success story about the government being responsive to the data generated. It seems to me some of the requirements for this to happen would be:

  • the government designating an office and at least one staff position as being responsible for reading every submission, evaluating it, passing it on to the appropriate people for action, and following up to make sure action was taken – and if not, getting back to the reporting citizens as to why not.
  • the office and staff people assigned to be responsible for reading and responding to the data generated by the citizen reporting app being evaluated regarding their performance in responding to the information, and that evaluation being made public.

I did hear of one project in Kyiv, where citizens can report housing problems via a web site, and, according to the person that referred such to me, it is actually working: “There is a system that a person leaves a request (reports a problem), the housing department employee checks it, and fixes the problem and reports back on it.” So it seems to be working exactly because it’s addressed the two aforementioned bullet points – or, as my colleague put it, “such a system can work only with local authorities, who will implement the projects, and have access to the ground, and resources.”

It’s wonderful to see so many tech4good / apps4good / hacks4good initiatives anywhere in the world, Ukraine or otherwise, but I fear we’re spending all our attention on their launch, and not nearly enough on their impact and sustainability. And if we don’t focus on those things, then they are just tech fluff.
