A letter to ODOT

Today, February 25, 2018, I submitted a letter to a letter to the Oregon Department of Transportation (ODOT) via the ODOT comment form.  I also submitted a copy to the city council of the town where I live, to my representative on the Portland Metro government, and to my state Senator and state Representative.

Here is what I wrote:

Like much of the Portland metro area, Forest Grove and Cornelius are going through rapid, massive development. Forest Grove alone is adding a significant number of apartment buildings, many along Highway 8. These new residents pouring into Forest Grove won’t drive everywhere they need to go: many will want to walk, to ride bicycles and to take mass transit to their destinations. Yet, to do those three activities on or across Highway 8 is treacherous, and with increased traffic, it is about to become even more so.

Highway 8, starting from Oak Street in Forest Grove to 26th Avenue in Cornelius, is NOT safe for pedestrians or bicyclists:
— speed limits go from 25 to 40 in different parts of this 2.3 mile stretch of road.
— several points along the road have no sidewalks at all.
— bicycle lanes are not protected
— there is no prominent signage reminding drivers of the very heavy pedestrian traffic crossing this street at the many intersections on this road

Making a road more appropriate and safer for bicyclists and pedestrians is often not a matter of more money but, rather a matter of spending priorities. I fear that, without ODOT making it a priority to drastically improve this stretch of road for pedestrians and bicyclists, there are going to be many tragedies in our future – beyond deaths that have already happened.

There is a plethora of free advice from a variety of organizations on how to make streets safer for people walking and riding bikes. Will ODOT make a commitment to the safety of pedestrians and bicyclists on this stretch of road, or will its priority continue to be getting as many cars as possible through the area as fast as possible?

How do I get to you without a car?

If I want to come to come to your nonprofit organization, your NGO, your government office, etc. for a training or a workshop or a special event or for your services, and I will not be driving, will your web site tell me how to get there?

Will your web site tell me what buses stop nearest to your organization and how far the walk from a bus stop is to your office? Will it tell me where to park my bicycle? Is there a photo of the exterior of your agency, so I’ll recognize it easily?

I’m in a one-car family. I use mass transit and my bicycle to get around. In the greater metropolitan Portland, Oregon area, that’s not an easy thing (it’s fascinating to hear Portlandiers brag about their mass transit system, but start to stutter when I ask, “Do you yourself take it every day, or even every week? Do you rely on it to get to and from work?”). Looking at various nonprofit web sites when I’m supposed to have a meeting, I often can’t find the street address, and even then, there’s no information about mass transit options or bike parking. Yes, I’ve used the Portland mass transit trip planner, but it often doesn’t suggest the quickest route, or tell you that while there is a bus stop a block away, there’s a light rail stop just five blocks away. When you are actually on a Portland bus, routes usually are not announced, bus drivers aren’t happy about trying to help you find the right stop, and there are lots of challenges that would have been much more navigable has someone simply warned you about such.

There are people who cannot afford to buy a car, people who don’t have a driver’s license, and young people, too young to drive, who want to volunteer at your organization, attend an event, or access your services. If you don’t have information to help these people – and that includes me — you are telling these audiences, We don’t want you to come to our organization. Is that really what you want to say?

And, indeed, there are events, trainings and more I have wanted to attend, but cannot, because I either can’t figure out how to get to the organization by mass transit or the organization is having the meeting in a place not easily reached by mass transit. One organization had a meeting at a library branch that would have taken more than two hours for me to get to – but had they had the meeting just 3.5 miles away, at another library branch, it would take just 40 minutes – the difference was that one site is served by a bus that comes only every 30 minutes, while the other is on an express, frequent service bus line.

Your organization’s web site needs to have the following information – and it needs to be oh-so-easy to find:

  • a text-based rendering of your organization’s physical address (not just in a graphic)
  • a map that shows your organization’s location AND the nearest bus stops (including express/frequent service buses) and nearest light rail stops; there are online volunteers who would be happy to prepare this graphic for you
  • written advice that would be helpful to a bus rider (is there a landmark you should be looking for when riding the bus to know when your stop is coming? how long of a walk is it from the stop to your office? is there only one place to cross a particularly busy street that wouldn’t be obvious to someone unfamiliar with the area (as I recently encountered for an evening training, in the dark, at a nonprofit’s office)? Ask your current volunteers and clients about this – or create an investigative project for your volunteers to tease out this information
  • a photo of the exterior of your offices
  • information on where a bicycle rider would park. If you don’t have a rack outside, either get one or allow people to bring their bikes inside (an addition note about this is at the end of this blog)
  • tips specifically for bicyclists, like advice on routes (perhaps a bike rider would be more comfortable riding on a parallel street rather than a main one – another great investigative project for your volunteers)

There is no excuse to not have this information on your web site, unless your organization needs to keep its location private (a domestic violence shelter, for instance).   Not We don’t have the time or We don’t have the funding or All of our clients/volunteers drive. This information is just as important as parking information and your hours of operation!

Volunteers can help you gather this information. If none of your current volunteers are interested, post it as an opportunity on VolunteerMatch (or your country’s equivalent) and with your local volunteer center.

In addition, remember that in most cities, buses stop running after a certain hour. If your training goes past that time, you are excluding people who would be stranded after the training. If there is no way to change the hours, talk about ways to set up participant car pools.

Encourage volunteers to carpool as well. And brag about all these green living efforts to the board and on your blog!

On the subject of bike parking racks: Cyclists prefer to park very close to their destinations and will lock a bicycle to anything available unless a rack is nearby. They do NOT want racks that hold the bike by the wheel, nor racks with which they can’t use a U-Lock. Racks should be in public view with high visibility and good lighting. One that is filmed by a security camera is particularly great. Work with your city to get a rack installed for your building; they will have rules regarding where racks can go. Bike racks are great projects to fundraise around: identify exactly how much it will cost to buy and install such and involve your volunteers on creating a fundraising campaign to raise the funds needed for installation (what a great sponsorship opportunity!); when you install your new bike rack, take photos, make an announcement – maybe even throw a party! In short – make it a big deal.

How to get rid of volunteers

Last week, I signed up to help at a community event, held yesterday.

Just. To. Help. To assist.

Yesterday, when I arrived at the event site – a public school – I found out I was in charge of the entire event. More than 30 kids would be there in an hour, expecting me to lead them through 90 minutes of activities that were completely foreign to me.

I don’t like kids.1 And I noted this at the time I signed up to help. I care about the cause, however, and as I was new to the committee – I just joined last week – I wanted to prove myself as a reliable, helpful committee member. By assisting at an event. By helping someone else in charge.

But there I was, in charge of an event I knew nothing about. About to face more than 30 kids, all under the age of 12.

I wasn’t scared. And that was good, because kids smell fear. No, instead, I was angry. Kids smell anger too, but it tends to make them listen to me. And that played to my advantage during the event – they never crossed that line into chaos that a large group of kids can so easily dissolve into.

Then there were the other adult volunteers, who were also there just to help, just to be nice. And they just kinda stood there, watching me try to pull it together. And as I was bossing those confused volunteers around in a frantic attempt to pull the event together, I wondered: Have each of these people been registered with the school and had a criminal background check? Is it my responsibility to check into that before they participate? Come to think of it, no one at the school checked to see that I was who I said I was, or asked me for my school volunteer I.D. number. How do I know any of these adults are safe to be around these kids?

I pulled the event off, on a very basic level. I drew on my experience as a manager of people, projects and events, on my two years of experience volunteering with the Girl Scouts (I’ve noticed that troop leaders at events get the kids started on an activity immediately and have them keep repeating it until volunteers are ready to move them on to the next activity), my experience having coordinated and directed more live events than is probably healthy for any one person in one lifetime, and by channeling my ever-so-bossy-but-organized Great Aunt Cornelia, who is still a legend in my family for her management abilities.

Also, it turns out none of the adult volunteers were predators nor inclined to ignore kids engaging in dangerous behavior. Lucky kids. Lucky me.

In addition, the volunteer that was supposed to be in charge did have all of the materials and equipment ready to go at the site – that helped tremendously. However, she was astounded, upon arrival just after the kids started the first activity, that the emails she sent in the preceding days weren’t understood by me and others as completely signing off on responsibility for the event (she had, indeed, said in those emails she would be late, and said myself and another volunteer would be the “leads” for the other volunteers until she got there, and some emails came with attachments… But, of course, I thought the school principal would be in charge, since she was cc’d on everything, since I have no experience at all with this kind of event, since I had made it clear I was just signing up to help, and since, to her knowledge, I have no experience doing anything like this. And I don’t like kids).

Was the event a success? In my opinion, no. It wasn’t bad, and the kids had fun and were kept busy, but the reality is: the kids didn’t really learn anything about the subject at hand. They had fun, and they walked away happy, and that’s nice – but they didn’t walk away retaining any knowledge, which was the entire purpose of the event. No minds were changed, no behaviors altered – and that was the mission of the event. A lot could have been done at the event to create that knowledge, to ensure things were remembered, to better ensure some behaviors would change, but I would have needed more than 90 minutes of prep to make that happen.

In addition, this could have been an event where not only did kids get some really essential knowledge, but also, some adults could be inspired to help at future events. And that’s why it was a stark reminder about why I – and others – train in volunteer management issues (as well as why there are so many books on event management). And why so many schools and other organizations struggle to find volunteers.

Let’s face it: a great way to drive away volunteers is to sign them up to help at an event and, when they show up, tell them they are in charge. Or have them confused about what they are supposed to do, and feeling generally unsupported. Or have them bossed around for a couple of hours by a very confused and angry me.

Volunteer management isn’t just mindless bureaucracy, with forms to fill out and procedures to be followed. It’s about ensuring that an organization or program or department mission is met. It’s about ensuring volunteers don’t show up and just do some seemingly random activities. It’s about creating experiences that lead to awareness and inspiration – not just getting some work done. It’s about ensuring safety – not just keeping fingers crossed and hoping everything works out.

And effective volunteer management is what keeps volunteers coming back again and again.

Volunteer management also isn’t just one person’s responsibility; some person at that school trusted a volunteer explicitly with organizing a safe, meaningful event for students from the school. Who was that person? What is he or she going to do about what happened yesterday? Does he or she even know what happened – and what didn’t happen? Did they just walk by and think, yeah, the kids are having fun, no problems here? Are they reading this blog right now?

I know the volunteer that was supposed to be in charge isn’t reading this blog: she also sent me an email last week proudly stating that she doesn’t read blogs and isn’t on Twitter or Facebook. Just like so many people I’ve met here in Oregon, I’m sorry to say…

Here’s a positive: I’ve never been more dedicated to the fundamentals of volunteer management and effective, program-based planning than I am right now.

I still don’t like kids though…

1. Okay, I don’t hate kids. I sometimes find them quite amusing. I really love watching them learn. And I’m passionate about girls knowing just how many choices and opportunities are out there. But I do not think kids are automatically cute nor innocent nor sweet, and I also don’t like parents and other adults who think of kids as precious snowflakes who have every right to scream in a restaurant – though I cut a lot of slack on airplanes.
